In today's turbulent world, ethnic contradictions naturally intensify. They are nourished both by the just desire of ethnic groups for self-determination and ethnic egocentrism. When analyzing the influence of the ethnic factor on the world of federations, it is necessary to take into account both the traditional tools: the theories of primordialism, instrumentalism, constructivism, and the innovative ones proposed by the author's team: ethnolinguistic architecture and the cultural and religious structure of the federation. The publication is intended for students, undergraduates and teachers of legal, political science and historical fields of study, as well as for specialists in the field of public administration and anyone interested in the problems of state studies.

The processes that led to the collapse of the USSR continue to affect the development of the post-Soviet space. Interest in this is maintained not only in Russian but also in foreign academic science. Purpose: to analyze a practically unknown in our country monograph by Polish researcher W. Zajonczkowski on the history of national policy and nation-building in the USSR on the example of Bashkortostan, Tatarstan and Buryatia, to reveal the author's exclusive viewpoint on the role and influence of the ethnic factor in these processes. Methods: the authors apply system analysis of the problem, diachronic study of ethno-political processes throughout several historical epochs, study of political and public personalities, comprehensive use of non-contradictory provisions of the world's leading concepts of ethnicity. Results: the achievements and shortcomings of the author's research are identified, the practical relevance of his conclusions is shown, the degree of their importance for national science is determined.

Aim. To compare the effect of cardiovascular risk factors on aortic stiffness in people of European and East Asian ethnic groups.Material and methods. A total of 266 patients aged 18-60 years of European (n=133) and Korean (n=133) ethnic groups were examined. Clinical assessment was carried, Also, following blood parameters was evaluated: total cholesterol (TC), low- (LDL-C) and high- (HDL-C) density lipoprotein cholesterol, apolipoproteins A (apo-A) and B (apo-B), triglycerides (TG), uric acid, creatinine, glucose, adiponectin, resistin. The aortic pulse wave velocity (PWV) and central blood pressure (CBP) were determined using a Tensiomed arteriograph (Hungary). The study design included 3 stages. The first stage included statistical analysis using Mann-Whitney, χ2, Fisher tests, while the second one — determination of weighing coefficients of individual risk factors on aortic PWV. The third stage consists of verification of the relationship between ethnicity and aortic PWV using multivariate logistic regression and stochastic gradient boosting (SGB).Results. In Europeans, the median values of growth, body mass index (BMI), waist circumference (WC) and waist-to-height ratio were significantly higher, while the levels of apo-B, TC, HDL-C, LDL-C, TG was significantly lower than in Asians. Koreans had higher blood concentrations of UA, creatinine, glucose, while the resistin concentration was 1,8 times lower. Among Europeans, the odds ratio of developing hypertension (HTN) was significantly higher. The level of aortic PWV in people of different ethnic groups did not differ significantly. Univariate logistic regression showed a dominant influence of age, CPP and waist-to-height ratio on aortic PWV. A less noticeable significant relationship with aortic PWV had HTN, female sex, BMI, levels of systolic, diastolic and pulse BP. Multivariate logistic regression and SGB showed the maximum prediction accuracy when 5 predictors were combined in one model: age, height, HTN, LDL-C, and ethnicity. Comparable accuracy was demonstrated by a model where glucose level was used instead of LDL-C. The results indicate a nonlinear relationship between the ethnic factor and aortic PWV. Its predictive potential was realized only in combination with functional and metabolic status parameters of patients. In Koreans, the threshold values of these factors can be significantly higher than in Europeans.Conclusion. Developed using modern machine learning technologies, the assessment aortic PWV models taking into account the ethnic factor can be a useful tool for processing and analyzing data in predictive studies.

Objective To evaluate the efficacy of the quadruple test for potential use as a Thai national policy for Down syndrome (DS) screening and establish an accurate equation for risk estimation of Down syndrome based on gestational age, weight and the ethnic-specific reference range of our population. Methods A prospective study was conducted on singleton pregnancies at 14 to 21 weeks of gestation to evaluate the efficacy of quadruple DS screening using the automatically calculated Western European descent factor (WF) in our population and the impact of screening using a specific Thai ethnic factor as well as to establish an equation for the risk estimation of DS based on gestational age, weight and a local Thai ethnic factor to correct for the impact of ethnic factor on the screening efficacy. Results Of a total of 5,515 women, 12 cases of DS and 8 cases of other aneuploidies were found. The detection rate, false positive rate and specificity were 75.0%, 9.1% and 90.9%, respectively, by automatic calculation with the widely used WF; the screening efficacy was lower when used in Asian populations than in other studies. The best-fitted regression equation of serum quadruple screening of AFP, free β-hCG, uE3 and inhibin A was established by adjustment for gestational age (GA) in days, maternal weight and our Thai-specific ethnic reference range which was created for this study. Calculations with our Thai-specific ethnic model gave a better detection rate of 83.3%, a false positive rate of 9.6% and specificity of 90.4%. Conclusion The serum quadruple test had a lower detection rate than expected when the risk estimation was based on the WF reference range. The serum quadruple test using WF had significantly different levels when corrected with our ethnic-specific factor. Using our local ethnic specific model could increase the detection rate of DS screening in Thailand with a minimal increase in false positive rates. Our findings indicate that DS screening should be adjusted with an appropriate individual ethnic factor when used for national screening.

The ethnic factor is important in the development of federalism. ethno-linguistic architecture and cultural-religious structure are the main elements. Switzerland and India are diff erent models of ethnic federalism. The Swiss model of federalism is cantonal-communal. Switzerland consists of 26 cantons; there is a multi-ethnic composition of the population. Switzerland escaped ethnic separatism. The state has centuries of experience in reconciling linguistic and cultural diff erences. The Indian model is postcolonial. The state is multi-ethnic. Indian federalism is highly centralized. India has a unique ethnic, linguistic and religious composition.

The article discusses the features of ethnic culture inherent in the Old Believers of Altai related to the history of Russian Orthodoxy of the pre-schism period, in which it showed its exceptional ability to integrate non-Russian nonChristian peoples by broadcasting a Christian worldview, without affecting the foundations of their ethnic originality and without suppressing their ethnic identity. The nature of this ability is rooted in the specifics of Russian Orthodoxy, organically linked to Slavic pre-Christian culture.
