Ethnic factor in the formation and development of federal relations

In today's turbulent world, ethnic contradictions naturally intensify. They are nourished both by the just desire of ethnic groups for self-determination and ethnic egocentrism. When analyzing the influence of the ethnic factor on the world of federations, it is necessary to take into account both the traditional tools: the theories of primordialism, instrumentalism, constructivism, and the innovative ones proposed by the author's team: ethnolinguistic architecture and the cultural and religious structure of the federation. The publication is intended for students, undergraduates and teachers of legal, political science and historical fields of study, as well as for specialists in the field of public administration and anyone interested in the problems of state studies.

AbstractThe right to self-determination is one of the human rights enshrined under the Ethiopian constitution. It is also one of the rights mentioned under ICCPR and ICESCR as well as the constitutions of different countries. Being unique to many other human rights instruments and constitutions in the world, the Ethiopian constitution includes the unconditional right to secession as a part of self-determination for every one of the ethnic groups (nations, nationalities, and people) in the country. As argued among many scholars, the inclusion of unconditional secession as a part of self-determination right in the Ethiopian constitution was based on the wrong narrative that nations, nationalities and people in the country were oppressed. Thus, it is a point of political debate between elites and became the major cause of widening the divergence among views of different political parties in the country. Of course, within the constitution, there are hurdles that can potentially deny exercising of this right. Therefore, this study qualitatively analyses the impracticability of secession and unacceptability of narratives to its inclusion in the constitution of the federal democratic republic of Ethiopia.

The study of modern international relations is carried on, essentially, by two main types of scholars: diplomatic historians, and political scientists. There may be other types, like economists and sociologists, who recognize and take account of the importance of international politics in their own fields of study; but foreign affairs, and the processes that take place within the global system of relations, are not of central concern to them. By contrast, diplomatic historians (by which is meant here, not merely those who research into the rather narrow past actions of diplomats alone, but also those interested in the history of foreign policy and_what has affected it) would simply not exist if there was no perception and acceptance of international relations as a field of study; and this would be equally true of that well-defined sub-division of political science which has as its essential concern the analysis of relations between nation-states and of other ‘actors’ in the world system.

The government corporation has become a familiar device of public administration all over the world; and yet in some countries, and especially in the United States, uncertainty as to its distinctive purpose and underlying principles seems to grow, rather than to diminish, as the public corporation becomes older and more extensively used. Lack of interest and research cannot be blamed, because in recent years the degree of concentration in this area has probably been relatively as great as in any other sphere of political science. The basic explanation is that administrative formulas and management principles are rarely, if ever, capable of immunization against group pressures and public policy controls, which bend administration to their own designs, sometimes in conformity with what the impartial experts consider sound principle and practice, but just as often in knowing disregard of such considerations and in a determined effort to support their own interests and economic viewpoints.

You were particularly considering extending the work in public administration.I have at one time or another given a good bit of thought to the question of value of courses in political science, and it seems to me we should consider three types of values: (1) cultural, (2) civic, and (3) vocational.Cultural value, I should say, lies in giving the students a broad understanding of the world in which they live. Cultural courses lay a foundation upon which they may build as they go on through life. Such courses in political science should enable them, after formal school days are over, to follow developments, to understand, evaluate, and digest the more worthwhile news reports, magazine articles, and books that appear, and to grow in knowledge and, we hope, in wisdom.

Law and public administration schools in Russia vastly exceed in their popularity sciences and engineering. We relate such lopsided demand for higher education to the quality of institutions setting “rules of the game” in economy and society. Cross-country and Russian interregional data indicate the quality of institutions (rule of law, protection of property rights etc.) is negatively associated with the demand for education in law, and positively — in sciences and engineering. More gifted younger people are particularly sensitive to the quality of institutions in choosing their fields of study, and such selection is an important transmission channel between institutions and economic growth.

For decades, both incarceration and research on the topic have proliferated. Disciplines within the Western sciences have studied the topic of incarceration through their respective lenses. Decades of data reflect trends and consequences of the carceral state, and based on that data the various disciplines have put forth arguments as to how the trends and consequences are of relevance to their respective fields of study. The research trajectory of incarceration research, however, overlooks the assumptions behind punishment and control and their institutionalization that produce and maintain the carceral state and its study. This omission of assumptions facilitates a focus on outcomes that serve to reinforce Western perspectives, and it contributes to the overall stagnation in the incarceration research produced in Western disciplines. An assessment of the study of the carceral state within the mainstream of American Political Development in the political science discipline provides an example of how the research framework contributes to the overall stagnation, even though the framework of the subfield allows for an historical institutionalization perspective. The theoretical perspectives of Cedric J. Robinson reveal the limits of Western lenses to critically assess the state. The alternative framework he provides to challenge the limits imposed on research production by Western perspectives applies to the argument presented here concerning the limitations that hamper the study of the carceral state.

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.

This article is a theoretical, audiovisual, and personal exploration of being a trans and non-binary person and the challenges this position produces at the moment of entering the outside world. Getting ready to enter public space is a seemingly mundane everyday task. However, in the context of a world that continuously fails or refuses to recognize trans and non-binary people, the literal act of stepping outside can mean to move from a figurative state of self-determination to one of imposition. We produced a short film project called Step Out to delve into issues of vulnerability and recognition that surface throughout experiences of crossing the threshold into public space. It explores the acts performed as preparation to face the world, and invokes the emotions this can conquer in trans and non-binary people. Breathing is the leading metaphor in the film, indicating existence and resistance simultaneously. The article concludes with a discussion of affective states and considers them, along with failed recognition, through the lens of Lauren Berlant’s concept of “cruel optimism.”
