The dynamism of the development of social relations during the 21st century in the modern state-legal order of Serbia reveals a new role of various organizational forms of public authority. Over time, there is an increasing need to innovate the classic position of local self-government in the system of providing public services, which is a challenge for scientific research. By considering the modern concept of service activity of local self-government units, a research basis will be created for drawing conclusions about the quality of existing normative solutions and their adequate application.

Background and Aims: Corona virus disease COVID 2019 is considered as serious pandemic. Esophagogastroduodenoscopy (EGD) is an aerosol generating process and may precipitate its transmission. The aim of this study is to assess new location for the endoscopist and supporting team during this era of COVID19. Methods: This study included 43 patients. Patients were classified into two groups, group 1 included 21 patients in which classic position of endoscopic staff members was done, maintaining the personal protective equipment and the group 2 included 22 patients in which the endoscopist and staff members stand behind the patient. Results: There is no significant statistical difference between groups regarding the time needed for completing the endoscopic process, the success of the maneuver or the satisfaction of the patient about the maneuvers (P = 0.839, P = 1, P = 0.721) respectively, the endoscopist has to do additional movements by his shoulders or his wrists in group II more significantly than in group I (p=0.012) Conclusions: Standing of the endoscopist behind the patient while performing EGD is as effective as the standard classic one. In simple upper gastrointestinal UGI endoscopic maneuvers, it may be more protective for endoscopic staff members in the era of pandemic COVID19.

A sociocultural-constructionist epistemology stands alongside more traditional psychology epistemologies for the study of aging. These positions are not commensurable. Based on Donald Peterson’s classic position on how science and practice differ in fundamental ways, on his view of “disciplined inquiry,” and Trierweiler’s view of the “local clinical scientist,” this epistemological position is more-directly relevant to practice. Within the constructionist context, it emphasizes the importance of “local” as a key level of description, along with particular levels of local knowledge. All of this is consistent with Knight’s Contextual Adult Lifespan Theory. Bruner’s ideas on cultural psychology and how culture is embedded in narrative take these ideas further. They are consistent with Bruner’s metacomments on epistemology.

Background: This study aims to research clinical characteristics and to evaluate the results of early surgical treatment of infected preauricular sinus. Subjects and methods: Studied 46 patients (46 ears) sufferring from infected preauricular sinus surgically treated, by the method of descriptive observative prospective study with clinical intervention. Results: Age group of ≤ 15 years old accounted for the highest percentage with 71.8%. Combined defects accounted for 2.2%. Number of patients having familial factors accounted for 60.9%. Location of preauricular sinus: classic position 91.3%, posterior to classic position 8.7%. Positive bacteria culture with the proportion of 38.5%. Common bacterium was Staphylococcus aureus 60%. Most bacteria were sensitive to antibiotics. Stages of the infected preauricular sinus: inflammation 71.7%, abcess 48.5%. Surgical procedures: hot 69.6%, warm 30.4%. Average inpatient time: 8.5 ± 3.1 days. Recurrence after surgery 3 months having 1 ear, accounted for 2.2%. Results after surgery 3 months: good 91.3%, moderate 6.5%, bad 2.2%. Conclusions: Infected preauricular sinus were most common in children, combined defects were rare, having the role of family factors. Preauricular sinus having classic position occupied high percentage. Majority of postoperative results were good. Key words: Preauricular sinus

This chapter examines the link between modernity and ethnic violence. It begins with an overview of the origins and forms of modernity as well as the factors that caused the processes constituting modernity to develop in different ways. It then considers opposing arguments about the impact of modernity on ethnic violence, focusing on the classic modernist view, which contends that modernity promotes peace, and the revised modernist view, which counters that modernity increases violence. Joseph Conrad's novella Heart of Darkness offers a clear example of the classic position that equates modernity with peace. In particular, Conrad linked ruthless violence to primitivism and peaceful social order to modernity. The revised modernist position is exemplified by the works of Hannah Arendt, Michael Mann, James Scott, and Andreas Wimmer. The chapter concludes with a discussion of quantitative and qualitative evidence that lends support to the revised modernist view.

Purpose Nowadays, WiFi indoor positioning based on received signal strength (RSS) becomes a research hotspot due to its low cost and ease of deployment characteristics. To further improve the performance of WiFi indoor positioning based on RSS, this paper aims to propose a novel position estimation strategy which is called radius-based domain clustering (RDC). This domain clustering technology aims to avoid the issue of access point (AP) selection. Design/methodology/approach The proposed positioning approach uses each individual AP of all available APs to estimate the position of target point. Then, according to circular error probable, the authors search the decision domain which has the 50 per cent of the intermediate position estimates and minimize the radius of a circle via a RDC algorithm. The final estimate of the position of target point is obtained by averaging intermediate position estimates in the decision domain. Findings Experiments are conducted, and comparison between the different position estimation strategies demonstrates that the new method has a better location estimation accuracy and reliability. Research limitations/implications Weighted k nearest neighbor approach and Naive Bayes Classifier method are two classic position estimation strategies for location determination using WiFi fingerprinting. Both of the two strategies are affected by AP selection strategies and inappropriate selection of APs may degrade positioning performance considerably. Practical implications The RDC positioning approach can improve the performance of WiFi indoor positioning, and the issue of AP selection and related drawbacks is avoided. Social implications The RSS-based effective WiFi indoor positioning system can makes up for the indoor positioning weaknesses of global navigation satellite system. Many indoor location-based services can be encouraged with the effective and low-cost positioning technology. Originality/value A novel position estimation strategy is introduced to avoid the AP selection problem in RSS-based WiFi indoor positioning technology, and the domain clustering technology is proposed to obtain a better accuracy and reliability.

Results of the simulations of vibrations of collecting electrode system of dry electrostatic precipitator (ESP) are reported. The system of nine electrodes 16[Formula: see text]m long, suspension beam (upper beam) and anvil beam (bottom beam) is analyzed. First, the variants regarding differ position of the anvil beam are analyzed. Second, the differ position of a point of the impulse force as well as direction of the impulse force are investigated (in this case the anvil beam is in a “classic” position). Discretization of both beams and electrodes is carried out employing the modified rigid finite element method (RFEM). It allows to study an influence of the mass distribution and geometric properties of the analyzed system. Moreover, the method is convenient for the introduction of additional lumped mass parameters modeling the joints that fasten the electrodes to the suspension beam, distance-marking bushes, riveted and screw joints, etc. Position of the anvil beam and position/direction of the point of impulse force application can have essential influence on tangent and normal accelerations at different points of the plates, and thus on the effectiveness of the dust removal process. We aim to find optimal position of an anvil beam, which guaranties the maximum amplitudes of vibrations and their proper distribution in the plates.

On the basis of experts health tourism is one of the most dynamically developing sectors within tourism. The outstanding role of the sector is partly owing to increasing health consciousness and partly to aging society – beside numerous other factors. But health tourism in Hungary is hit by several problems in spite of the fact that recently particular attention is paid to this sector. It can be mentioned as a difficulty that supply of education system is not in conformity with market demands, thus fresh supply of experts is not appropriate. As a world trend, classic position of thermal baths based on natural curative factors is getting to be displaced by adventure baths, which is unfavourable for health tourism. Notwithstanding that Hungary is in a distinguished place on a world scale as regards tourist arrivals, yet we are only in a mid-filed position relating to industrial revenues. Suppliers of this sector do not pay enough attention to disabled persons. The established TDM Organisations have to cope with numerous challenges. Nevertheless experts agree that high support of health tourism can be suggested despite to problems, market risks and significant international competition. However, this support has to be more aimed than before and has to be rather founded on world trends.

Over the last two decades a spate of books, led by the ones cited in this essay, have illuminated and debated the bristly questions confronting contemporary “humanitarianism.” The definitional or, one might say, foundational question is whether the adjective “humanitarian” should be limited to only those independent agencies that are engaged (without reference to a political context) in the impartial delivery of emergency relief to all those in existential need—or, in the unique case of the International Committee of the Red Cross (ICRC), engaged in monitoring the application of the Geneva Conventions to armed conflict. An answer in the affirmative could be considered the “classic” position of the humanitarian, and one still championed by the ICRC. Today, however, many NGOs, such as CARE, OXFAM, and Catholic Relief Services, which certainly regard themselves as humanitarian agencies, engage in a broad range of rehabilitative and developmental activities and continue to deliver emergency relief, and they are prepared to do so under circumstances where their work has conspicuous political implications. The same is true of such UN agencies as UNICEF, UNHCR, and the World Food Programme, which are not infrequently involved in complex peace operations that have clear political goals as specified by the Security Council. Further, well-known humanitarian activists and writers, notably Bernard Kouchner and Samantha Power, also reject the ICRC's definitional canon. The unsettled boundaries of what properly constitutes humanitarianism brings a number of difficult questions to the surface, including: •Should relief be provided even if it could prolong a conflict, or could indirectly assist a belligerent, or possibly identify the relief giver with a government's political ends? And should the nature of those ends influence relief efforts?•Should relief agencies also assist in addressing the causes of humanitarian emergencies by joining in efforts to resolve a conflict, foster economic development, rebuild state institutions, and strengthen the protection of human rights?•Should such agencies accept funds from governments where governments specify how the funds are to be used?•Where necessary, should they advocate armed intervention to protect their personnel as well as the recipients of their aid?•In terms of the way they organize and structure themselves, should nonprofit agencies dedicated to humanitarian relief follow private-sector models?•Can organizations dedicated to the effective provision of emergency relief pursue that end without creating a culture of dependence, without discouraging local initiative, and without violating the liberal “right” to participate in life-shaping decisions?•Finally, how does humanitarianism relate to human rights, the other leading expression of what I would call “the humanitarian impulse”?
