This article aims to review the potential of a Blended learning model implementation in Indonesian higher education institutions during the time of Covid-19. This conceptual paper attempts to explain the concept of Blended learning in terms of theory and practice, based on the literature discussed in several reputable international journals. Blended learning is defined as a learning model integrating face-to-face instruction with an online learning environment or e-learning. Initially, this model proposes to improve the deficiencies of a traditional learning model which is lack of technological resources, and at the same time to develop the gap of e-learning practice which is lack of a face-to-face learning experience. In the blended instruction, students will learn through face-to-face interaction in the classroom and supported by digital media such as a Website, Video, or Learning Management System (LMS). Meanwhile, the use of technologies is ordinarily applied for students' learning and peer-interaction outside of the class, especially for online discussion and homework submission. This method emphasizes that learning activity should not only occur in the classroom but also outside of the class through the digital device.

This research was carried out to acknowledge the factors that influence the implementation of the One-Stop Integrated Licensing Service Management Information System (SIM-PPTSP) policy in the building permits at the Bandung City, Indonesia. This research is motivated by the IMB service that has not been maximized, this can be observed from the lack of public interest in managing the building permit due to the convoluted process, the high cost, and the long process of obtaining the license (IMB). Based on this background, the authors researched with the major hypothesis, whether the factors of communication, resources, disposition, and bureaucratic structure together affect the implementation of SIM-PPTSP policies in the city. The theory of Edward III (1980) was applied in the study. Participants of the study were selected through a simple random sampling technique. The data collection procedure was carried out by distributing questionnaires, observations, and reviewing works of literature. Questionnaires were distributed to 58 employees at the Bandung City Government's Integrated Licensing Service Agency. The data analysis method used is path analysis. The results show that from the sub-variables of communication, resources, disposition, and bureaucratic structure, there is one sub-variable that is not significant to policy implementation, namely resources. This confirms that the sub-variable resources have not been implemented properly. When viewed simultaneously, the effect is large; 0.928.

One of the tasks that need to be considered in enforcing a disciplined and conducive work situation in a government agency is the frequency of the presence of State Civil Apparatus. The frequency of attendance is now controlled through the FingerPrint Attendance system. This study aims to explore the effect of Fingerprint Attendance on the Discipline of the State Civil Apparatus at the Education and Culture Office of Lhokseumawe City. The research method employed was quantitative with a saturated sampling technique (census) and the sample participants were all respondents who are all State Civil Apparatuses within the Education and Culture Office of Lhokseumawe City. The data analysis method used was simple linear regression analysis. The results of this study indicated that Fingerprint Attendance has a positive and significant effect on the discipline of the State Civil Apparatus, this is evidenced by the results of the t-test (partial test) obtained by comparing the significant value in the t-test table with a significance level of 0.05 obtained (0.000 < 0.05); the result was that the H1 was accepted. Based on the results of the coefficient of determination test (R2), the coefficient of determination (R2) is 0.280 (28%).

This study aims to determine the management of digital archives at the Syar'iyah Court Office of East Aceh Regency, Indonesia, as well as finding obstacles encountered in their implementation. This research is a qualitative analysis where the subjects of this research were officers who managed digital archives at the Syar'iyah Court office. The data collection techniques employed were interviews, observations, and documentation. The results of this study indicate that the management of digital archives at the Syar'iyah Court Office has not been implemented optimally due to three conditions, namely: 1) The creation of digital archives is hampered due to frequent power outages in East Aceh and Sarana districts which are less supportive, and lack of resources. employees who understand digital archiving issues; 2) The process of borrowing archives carried out at the Syar'iyah Court Office has not been going well because it has not used archive lending procedures such as requesting archives, searching, retrieval of archives, recording, controlling, and storing again, to prevent loss of records; 3) Archive rediscovery still takes quite a long time, ranging from 20 to 30 minutes. The management of digital archives at the Office of the Syar'iyah Idi Court of East Aceh Regency should be improved by proposing additional archiving facilities, namely the latest model scan tool and additional employees who handle digital archive issues.

This study aims to identify the strategy of implementing Qanun (law) No. 6/2014 on Jinayah (the act of sin) law in the Aceh province, Indonesia. The challenges of implementing the Qanun were also investigated during the study. This investigation was conducted in Lhokseumawe (a city in the Aceh province) and is believed as the area where more violations of shari'a (Islamic canonical law) occurred. The research method adopted was qualitative and the data were collected through interviews and document analysis. The results of the study reported that there are still some personalities or local Acehnese opposed to the implementation of the Jinayat law qanun. Most communities were also lack understanding of this qanun implementation. The findings of the study imply that the communication strategy that has been carried out between stakeholders has not yet reaped maximum results. It infers that the implementation of Qanun No. 6/2014 on Jinayah law has not been going well in Lhokseumawe City due to several motives. One of them is a lack of communication between stakeholders. Besides, unfairness occurred in prosecute violators of Qanun number 2014 concerning the Jinayah law. This means that this law is only applied to ordinary people and not the families of government officials or the rich. Besides, the Qanun Jinayah also believed discriminated against women, especially the victims of rape. In this case, the Qanun Jinayah proffers a double strain on the victims where women victims of rape must present evidence and witnesses.
