Kegiatan bongkar muat barang merupakan faktor penting penentuan kinerja pelayanan kapal di pelabuhan. Pandemi Covid-19 memberikan dampak yang signifikan terhadap pergerakan aktifitas di Pelabuhan. Protokol kesehatan yang sudah ditetapkan WHO untuk meminimalisir dampak covid 19 dengan menggunkan masker, mencuci tangan, dan menjaga jarak. Dengan menggunakan metode regresi linier polinomial didapatkan hasil penerapan protokol kesehatan pada operator sebesar 85% menggunakan masker, 49% menghindari jabat tangan, 39% mencuci tangan, 39% menjaga jarak, 25% menghindari kerumunan dan 10% melakukan penyemprotan disinfektan. Pada kunjungan kapal berdampak pada turunnya kapal bermuatan curah cair mengalami kontraksi -30% pada triwulan I, Curah kering -48% Triwulan III, dan General Cargo -16% pada triwulan III. Sedangkan volume muatan mengalami penurunan yaitu curah cair -14% pada triwulan I, Curah kering -12% Triwulan II, dan General Cargo -54% pada triwulan III. Model persamaan regresi polinomial didapatkan Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6. Dampak pandemi covid-19 berpengaruh secara signifikan terhadap angkutan penumpang, sementara untuk angkutan barang sempat mengalami kontraksi saat awal pandemi dan selanjutnya mengalami peningkatan mendekati normal seperti kondisi pra pandemi.AbstractThe loading and unloading of goods are an important factor in determining the performance of ship services at the Port. The Covid-19 pandemic has had a significant impact on the movement of activities at the Port. The health protocol that has been set by WHO is to minimize the impact of COVID-19 by wearing masks, washing hands, and maintaining distance. Using the polynomial linear regression method, the results of implementing health protocols for operators were 85% using masks, 49% avoiding handshakes, 39% washing hands, 39% keeping distance, 25% avoiding crowds and 10% spraying disinfectants. On ship visits, the impact on ships carrying liquid bulk contracted -30% in the first quarter, dry bulk -48% in the third quarter, and General Cargo -16% in the third quarter. Meanwhile, cargo volume decreased, namely liquid bulk -14% in the first quarter, dry bulk -12% in the second quarter, and general cargo -54% in the third quarter. The polynomial regression equation model obtained Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6. The impact of the COVID-19 pandemic had a significant effect on passenger transportation. In contrast, freight transportation had experienced a contraction at the beginning of the pandemic and subsequently increased to near normal as in pre-pandemic conditions

Sebagai negara kepulauan, Indonesia memiliki karakteristik yang unik. Selain di tepi pantai, terdapat juga pelabuhan perairan pedalaman seperti di semenanjung Malaysia and Nigeria, dilayari oleh kapal laut hingga pelosok menuju pelabuhan tujuan. Pengaruh Pandemi Covid-19 dialami juga oleh angkutan laut, khususnya terhadap Kunjungan kapal di Pelabuhan, salah satunya adalah Pelabuhan Talang Duku. Tujuan dari penelitian ini untuk memberikan rekomendasi kebijakan terkait proses bongkar muat kargo selama masa pandemi Covid-19 di Pelabuhan Talang Duku. Penelitian ini menggunakan metode penelitian kuantitatif, analisis gap, dan analisis komparatif. Kajian ini akan membandingkan penanganan bongkar muat barang sebelum dan selama pandemi, serta menganalisis bahwa bongkar muat kargo di pelabuhan mengikuti protokol kesehatan yang ditetapkan pemerintah. Secara umum, panggilan kapal kargo sedikit menurun tidak signifikan sebesar 8,5% di awal pembatasan mobilitas. Sedangkan untuk kegiatan bongkar muat terjadi penurunan yang tidak signifikan sebesar 13,0%. Penurunan terendah terjadi pada Oktober 2020.The Effect of the Covid-19 Pandemic on Inland Water Port Arrival: A Case Study of Talang Duku Port; As an archipelagic country, Indonesia has unique characteristics. In addition to port in the coast, there are also inland water ports such as in peninsula of Malaysia, and Nigeria, navigable by ships to remote areas to the destination port. The influence of the Covid-19 pandemic is also experienced by sea transportation, especially on ship visits at the port, one of which is the Talang Duku Port.The purpose of this study is to give a policy recommendation regarding the process of loading and unloading cargo during the Covid-19 pandemic at Talang Duku-port. This research using quantitative research methods, gap analysis, and comparative analysis. This study will compare the handling of loading and unloading goods before and during the pandemic, and analyze that loading and unloading cargo in the port is following health protocols established by the government. In general, cargo ship calls decreased slightly, but not significantly by 8.5% at the beginning of restriction mobility. While for loading and unloading activities, there was an insignificant decrease of 13.0%. The lowest decline occurred in October 2020.

Improvement of connectivity between islands known as the sea Tollway initiative has minimized pricing inequalities and improved connection in poor, remote, outer, and border areas. The biggest challenge to implementing the Program of Sea Tollway are port infrastructure readiness, collector and feeder ports for the movement of goods into a node. Tanjung Ringgit Port must serve as a feeder port for Makassar's main port to support the program. The approach used in this research is quantitative. Data collection consists of primary data through interviews, field observations and secondary data. This research used port performance analysis to analyze the needs of port performance facilities such as container field facilities, warehouses and jetty, and SWOT analysis to determine port development policies and strategies. The findings of the study show that more warehouse space will be required until 2035. The development strategy of port capacity and facilities is done by changing patterns of shipments, a dedicated terminal for large volume cargo, infrastructure development, equipment and container stevedoring, warehouse replacement truck losing systems.

The global need for logistics distribution is increasing from year to year. Significant technological developments have been applied to merchant ships to run supply chains more effectively and efficiently. Seafarers are the main subjects who operate and navigate ships to adapt to technological advances. Their qualification to meet stakeholder expectations then becomes an essential issue for discussion. This study aims to discover the qualifications of future seafarers from a stakeholder perspective. Implications in Maritime Education and Training are also discussed. The authors uses a qualitative research design and conducts interviews to collect data. Using the purposive sampling method, the author involved participants who had much experience in the maritime industry. The findings of this study reveal that technical and theoretical knowledge, english communication skills, and IT skills are hard skills expected by stakeholders. Apart from hard skills, seafarers also need soft skills to support their work, including managerial skills, hardiness and adaptability, motivation to learn, and a good attitude. This finding has significant training in the Maritime Education and Training sector. Students need to learn lessons to foster student learning motivation and provide more time for ship simulators and engines to experience actual work activities on board.AbstrakMenggali Kualifikasi Pelaut Masa Depan dari Perspektif Pemangku Kepentingan: Implikasinya dalam Pendidikan dan Pelatihan Maritim; Kebutuhan global distribusi logistik semakin meningkat dari tahun ke tahun. Perkembangan besar teknologi telah diterapkan pada kapal-kapal niaga untuk menjalankan rantai pasokan dengan cara yang lebih efektif dan efisien. Pelaut sebagai subjek utama yang mengoperasikan dan menavigasi kapal dituntut untuk menyesuaikan diri dengan kemajuan teknologi. Kualifikasi mereka untuk memenuhi harapan para pemangku kepentingan kemudian menjadi isu penting untuk dibahas. Studi ini bertujuan untuk menggali kualifikasi pelaut masa depan dari perspektif pemangku kepentingan. Implikasi dalam Pendidikan dan Pelatihan Maritim juga dibahas. Penulis menggunakan desain penelitian kualitatif dan melakukan wawancara untuk mengumpulkan data. Dengan menggunakan metode purposive sampling, penulis melibatkan partisipan yang banyak mendapatkan pengalaman di industri maritim. Temuan penelitian ini mengungkapkan bahwa pengetahuan teknis dan teoritis, keterampilan komunikasi bahasa Inggris, dan keterampilan TI merupakan hard skill pelaut yang diharapkan oleh para pemangku kepentingan. Selain hard skill, pelaut juga membutuhkan soft skill untuk menunjang pekerjaannya, antara lain kemampuan manajerial, hardiness dan adaptability, motivasi belajar, dan attitude yang baik. Temuan ini memiliki implikasi yang signifikan di sektor Pendidikan dan Pelatihan Maritim. Penting untuk menyesuaikan metodologi pengajaran untuk menumbuhkan motivasi belajar siswa dan memberikan lebih banyak waktu untuk penggunaan simulator kapal dan mesin agar siswa dapat mengalami aktivitas kerja nyata di atas kapal.

As a maritime country whose water area is three times wider than its land, Indonesia has one of the ways to increase the logistic activities especially in adjusting to the development of the industry 4.0 by enhancing the productivity of maritime logistics in a way of streamlining the action at unit terminal containers. Stevedoring is a one of very important logistics activities in port operational ecosystem. In order to optimize the performance of the port, the efficiency of the stowage planning process is done. Some factors which can be evolved in stowage planning are processing time, ship stability, and minimum over stow. This research uses the stowage planning algorithm to develop an application in Python programming language. This application will eventually be used to create a stowage plan map for general cargo ship and cargo barge vessel in by prioritizing the ship stability, as well avoiding low over stow in a short time. With Python programming language a routine operational four hours job that used Microsoft Excel, only requires far less time with 10-15 seconds.

Indonesia merupakan negara kepulauan yang pembanguanan pelabuhan merupakan salah satu cara untuk mendukung pertumbuhan ekonomi di wilayah Indonesia. Selain itu pelabuhan berfungsi sebagai infrastruktur konektivitas logistik yang dapat menunjang arus pergerakan barang. Syarat untuk dapat melakukan kegiatan kepelabuhanan dengan melakukan konsesi telah diatur Undang-Undang. Menurut Badan Pemeriksa Keuangan (BPK) untuk saat ini kinerja pengelolaan konsesi pelabuhan belum efektif. Selain itu, juga terbit Peraturan Menteri tentang hasil pemeriksaan kinerja atas efektivitas pengelolaan konsesi pelabuhan di Terminal Teluk Lamong. Penelitian ini bertujuan untuk memberikan lama dan tarif konsesi yang efektif dan saling menguntungkan antara pihak-pihak yang terlibat. Analisis yang digunakan yaitu dengan menggunakan metode IRR, NPV, BCR kemudian menggunakan analisis sensitivitas. Dari penelitian ini didapatkan hasil IRR sebesar 13,2%, NPV Rp 577.402.711.679,-, nilai BCR diatas 1 ketika pada tahun ke 32. Untuk lama konsesi Terminal Teluk Lamong selama 32 tahun dan tarif konsesi sebesar 3 % dari pendapatan Terminal Teluk Lamong.Model for Port Concession Implementation in Indonesia: Case Study in Teluk Lamong Terminal; Indonesia is an archipelago country where port development is one way to support economic growth in Indonesia's territory. In addition, the port serves as a logistics connectivity infrastructure that can support the flow of goods movement. The requirements to be able to carry out port activities by conducting concessions have been regulated. According to the Supreme Audit Agency (BPK), the performance of port concession management is not yet effective. In addition, a Ministerial Regulation was issued regarding the results of performance checks on the effectiveness of port concession management at the Teluk Lamong Terminal. This study aims to provide effective and mutually beneficial concession rates between the parties involved. The analysis used is by using the IRR, NPV, BCR methods then using sensitivity analysis. From this research, the IRR results were 13.2%, NPV Rp. 577,402,711,679, -, the BCR value was above 1 when in the 32nd year. Then for the duration of the concession period of the Lamong Bay Terminal is 32 years and the concession rate is 3% of Teluk Terminal revenue Lamong.
