Abstrak  Tulisan ini menjelaskan tentang kemungkinan kelayakan pemekaran Kecamatan Lamboya Kabupaten Sumba Barat berdasarkan PP No. 19 Tahun 2008 tentang Kecamatan. Analisis kelayakan pemekaran Kecamatan Lamboya dilakukan berdasarkan kelayakan administratif, teknis, dan fisik kewilayahan. Hasilnya, secara administratif, Kecamatan Lamboya layak untuk dimekarkan. Secara teknis juga layak dimekarkan. Sedangkan secara fisik kewilayahan belum layak untuk dimekarkan. Kata Kunci : Administratif; Fisik Kewilayahan; Kelayakan; Pemekaran dan Teknis..

Abstrak  Satuan Polisi Pamong Praja merupakan lembaga yang berada di setiap Daerah Propinsi maupun kabupaten dan kota yang bertugas untuk menegakan peraturan daeran/ Perauran Keputusan Daerah, menyelenggarakan penertiban dan menyelenggarakan perlindungan masyarakat. Satuan Polisi Pamong Praja Kota Semarang dihadapkan dengan berbagai permasalahan ketertiban terutama Pedagang Kaki Lima ( PKL ). Kota Semarang sebagai Ibukota Provinsi Jawa Tengah antara lain  merupakan daerah yang menjadi tujuan hidup untuk merubah keadaan ekonomi masyarakat antara lain dengan berjualan menjadi PKL Dengan bertambahnya PKL maka beban tanggung jawab Satuan Polisi Pamong Praja semakin berat. Bagaimana peran Satpol Polisi Pamong Praja Kota Semarang dapat mengendalikan PKL dalam upaya menegakan ketertiban, kebersihan  dan Keindahan Kota melalui Peraturan Daerah Nomor 11 tahun 2000 tentang Pengaturan dan Pembinaan Pedagang Kaki Lima. ABSTRACT  The research was conducted in Sidadi Village, Sukajati Village and Wanakaya Village of Haurgeulis Subdistrict, Indramayu District of Wes Java Province. The title of this research is Enactment of Undang-Undang Nomor 6 in 2014 no listed about the village rules, but the law states that regulatory guidelines, the district/city either Regeling or beshicking shall apply mutatis mutandis, so that the village ordinance drafting guidelines also apply mutatis mutandis. Above legislation has been a change from previous rules, so the impact on regulatory guidelines for the village. The author also studies about barriers experienced by the village government, as well as the efforts made by the village government and Indramayu regency government, so the author can write strategy in forming a quality village regulations. Abstract The Manpower Office of the city of Bandung is a regional organization which is tasked with carrying out some of the governmental affairs based on the principle of autonomy and assistance tasks in the field of labor, and has the functions listed in the regional regulation number 05 of 2013 concerning the second change of the Bandung City Regulation No. 13 of 2007, about the Formation and Structure of the Bandung Regional Office. Reporting from the website of the Bandung City Manpower Office, there were 7,343 registered job seekers, and 1,897 available vacancies. Of the total 1,897 job vacancies the number of placements that have been revised by the Bandung City Manpower Office is 1,469. When viewed from the data, there is a high gap between the number of jobs available and the number of work needs. On the other hand, there are a number of job openings that are not optimally distributed with the number of job seekers. This is certainly the basis for the Bandung City Manpower Office to immediately have strategic management to overcome these problems. With the management strategy of the Bandung City Manpower Office, can determine the direction and objectives of HR management in the city of Bandung so that it can be realized with optimal work needs with job seekers as well as creating human resources in the city of Bandung who are quality and superior in order to answer the challenges in today's globalization era. In Strategic management, it is necessary to have an evaluation that is used to utilize feedback as input for the formation of new strategies in the future because today's challenges or problems are not necessarily the same as tomorrow. One evaluation technique is the balanced scorecard, this evaluation technique is generally used for evaluating profit organizations, but with the development of the present day this evaluation technique is often used by government organizations. Abstrack  The implementation of the restructuring of the bureaucracy can be defined as a process of redesigning or rearrangement of the existing bureaucracy. When the dynamics on both internal and external environments that bureaucracy must also adapt these dynamics in order to survive. Adaptation to the dynamics of the causes of bureaucracy must perform in accordance with reality. Restructuring or realignment of bureaucratic organization is essentially an activity to prepare the unit will be assigned the bureaucratic organization of work areas, specific tasks or functions. Government Regulation No. 41 of 2007 is a government regulation governing guidelines for the preparation and control of the regional organization in the overall governance process. State Civil Apparatus Management (SCAM) is an activity to obtain quality, professional and clean ASN in realizing the implementation of public service tasks and the implementation of development for community welfare. To date, many experts have considered that the growing bureaucracy in Indonesia is a complicated, slow, inefficient and swollen bureaucracy. Dynamic governance can be used as a solution by: First, the government can explore the values and traditions that are local wisdoms. Second, the government can also learn from best practices in other countries, which can be learned and copied, to be developed in the bureaucracy in Indonesia. Likewise, the regional government can also learn from experiences and successes that have been carried out by other local governments, to be used as references to be adopted and developed in the areas where we are located. Third, change the paradigm and the wrong mindset of public service providers, which encourages a slow bureaucracy in Indonesia.
