State Civil Apparatus Management (SCAM) is an activity to obtain quality, professional and clean ASN in realizing the implementation of public service tasks and the implementation of development for community welfare. To date, many experts have considered that the growing bureaucracy in Indonesia is a complicated, slow, inefficient and swollen bureaucracy. Dynamic governance can be used as a solution by: First, the government can explore the values and traditions that are local wisdoms. Second, the government can also learn from best practices in other countries, which can be learned and copied, to be developed in the bureaucracy in Indonesia. Likewise, the regional government can also learn from experiences and successes that have been carried out by other local governments, to be used as references to be adopted and developed in the areas where we are located. Third, change the paradigm and the wrong mindset of public service providers, which encourages a slow bureaucracy in Indonesia.

In the Guidelines of the State Council General Office on Government Procurement of Services from the Private and Non-governmental Sectors, “public service provider for the government” is broadly defined; it is stated that npos, businesses, and industry organizations have equal opportunity to be public service providers. A comparison of local eligibility requirements on npos serving as public service providers shows that the eligibility requirements focus on such aspects as service provider qualifications, time of establishment, organizational management, human resources, financial management, professional qualifications, annual inspection, evaluation, and honors. On the whole, the requirements are not demanding; the quality of public services is also secured through institutional design and innovation. The lax eligibility requirements imposed by local governments on npos as public service providers indicate that the social governance system will feature diversity, and reflect the government’s intention to support and develop npos. However, there are also some problems in local policies, such as 1) too much is at the discretion of the government; 2) the eligibility requirements are not good for the development of grassroots organizations; 3) no standards have been defined on eligibility for public service provider; and 4) related laws and regulations lack authority. Therefore, it is necessary to make government procurement of public services law-based and provide continued theoretical and institutional support for the implementation of the most authoritative policy.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Abstrak: Analisis Tingkat Kepuasan Masyarakat Dalam Pelayanan Publik Studi Kasus: Di Gorontalo Utara. Pelayanan publik yang dilaksanakan oleh pemerintah daerah perlu dilakukan penilaian secara berkala. Hal ini berfungsi sebagai proses pembenahan layanan birokrasi pemerintahan. Tujuan penelitian ini adalah sebagai proses penilaian tingkat kepatuhan layanan yang diberikan oleh Organisasi Perangkat Daerah di Kabupaten Gorontalo Utara. Metode yang digunakan adalah mix metode yakni gabungan metode kualitatif dan kuantitatif. Untuk mendapat data yang valid maka terlebih dahulu dilakukan survei. Kesimpulannya hasil analisis survei pemerintah daerah Gorontalo Utara berkategori “Baik” dengan indeks sebesar 79.13. Bila dibandingkan dengan hasil indeks nilai kepatuhan pelayanan yang dipublikasikan oleh Ombudsman Republik Indonesia Tahun 2019 Kabupaten Gorontalo Utara memperoleh nilai sebesar 71.51. Berdasarkan hasil analisis tersebut menunjukkan bahwa ada peningkatan nilai indeks kepuasan pemerintah daerah Gorontalo Utara dari Tahun 2019 ke Tahun 2020 sebesar 7.62, nilai ini cukup signifikan. Artinya, Pemerintah Daerah Kabupaten Gorontalo Utara telah melakukan perbaikan-perbaikan dalam menunjang pelayanan publik pada setiap instansi di lingkungan pemerintahan. Kata Kunci: Survei Kepuasan Masyarakat; Pelayanan Publik; Gorontalo Utara; Pemerintah Daerah; Nilai Kepatuhan. Abstract: Analysis of Public Satisfaction Level in Public Service Case Study: In North Gorontalo. Public services implemented by local governments need to be assessed periodically. This serves as a process of improving government bureaucratic services. The purpose of this research is as a process of assessing the level of compliance of services provided by the Regional Device Organization in North Gorontalo Regency. The method used is a mix of methods that are a combination of qualitative and quantitative methods. To get valid data, a survey is first conducted. In conclusion, the results of the survey analysis of the North Gorontalo regional government are categorized as "Good" with an index of 79.13. When compared with the results of the service compliance value index published by the Ombudsman of the Republic of Indonesia in 2019, North Gorontalo District obtained a value of 71.51. Based on the results of the analysis shows that there is an increase in the satisfaction index value of the North Gorontalo regional government from 2019 to 2020 of 7.62, this value is quite significant. That is, the Regional Government of North Gorontalo Regency has made improvements in supporting public services in every agency in the government environment. Keywords: Public Satisfaction Survey; Public Service; North Gorontalo; Local Government; Compliance Value.

Public service delivery is an effort to meet the basic needs and civil rights of every citizen of the goods, services and administrative services provided by public service providers which are a government. West Kalimantan is bordered on land with by the Malaysian state of Sarawak. Although a small part of West Kalimantan is marine, West Kalimantan has dozens of large and small islands (some uninhabited) scattered along the Karimata and Natuna Straits bordering the Riau Islands Province. Public service in West Kalimantan, especially in Sambas district, is very important to note because it is the face of Indonesia that can be assessed by our neighbours which is Malaysia, whether the public service provided is feasible or not. The method used in this research is secondary research with qualitative description. Secondary research involves the summary, collation and/or synthesis of existing research. Secondary research is contrasted with primary research in that primary research involves the generation of data, whereas secondary research uses primary research sources as a source of data for analysis. The result of this study concludes that the good public services were still very far from the expectations on the border area experienced by Sambas District. The problem of public services can be seen in terms of education, health and also infrastructure services. Although currently, the government has tried to solve these problems, in reality, there is still a service gap in the border area. Local governments must be able to improve these problems to provide better services. One of them is by improving human resources in the bureaucracy.

The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

Special Autonomy assigns its rights and obligations to local governments to regulate and manage their own affairs and interests of the society so that people increasingly can be served well. But in fact, public services provided is not maximized. This study used qualitative methods, data sources are divided into two types of data sources, namely primary and secondary data sources. The results of this study indicate that there is still lack of public services the Government of Papua Province visible from the weak aspects of responsiveness, which local governments less responsive to some of the problems in the field of education, economy and industry growth and physical development as well as non-physical. From the aspect of responsibility is also still found their weaknesses, which the Government of Papua Province is still not fully overcome the problems of corruption and poverty. Meanwhile, from the aspect of accountability, it is known that the performance of governance in Papua in providing public services are not running optimally, one reason is the lack of competence and capability of local government officials.

Public service is an activity of service for every citizen and resident for goods, services, and / or administrative services provided by public service providers, namely the Regional Disaster Management Agency (BPBD) of Brebes Regency. The quality of public services must have the principle of openness or transparency, easily accessible, accountability and cling to the principles of efficiency and effectiveness. But in fact the current information and reporting of disasters is still conventional. This study aims to reflect and build a Web-Based Disaster Geographic Information System using Extreme Programming method. The research method uses qualitative methods with descriptive data analysis techniques. Data obtained by observation and interviews. The benefit of this application is to improve services to the Brebes Regional Disaster Management Agency also useful for internal from the Implementing Party or Admin who can manage Disaster Area data online, accurately, and quickly. As well as greatly helping the community to obtain maps of information on disaster-prone areas, the latest disaster information and the community can report directly on disaster events so that the Regional Government can directly handle the disaster.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Melalui kebijakan yang dikeluarkan pemerintah daerah dapat membantu peningkatkan mutu penyelenggaraan pendidikan di tingkat Madrasah. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

This chapter examines one of the oldest and most basic problems of governance: how to pay the bureaucracy. Following the 1994 tax reform, China’s local governments, even the relatively prosperous county of Zouping, face heightened budgetary pressures. Agencies and public service providers are therefore compelled to “self-finance”—that is, generate a portion of their own income and staff benefits. Contrary to popular opinion, practices of administrative self-financing are not arbitrary and lawless; rather, they are bound by rules, specifically, rules made by an intersecting matrix of vertical and horizontal authorities within the state. More broadly, this account illustrates a key condition of adaptation—which this chapter calls “directed improvisation.”
