ABSTRACT  The research was conducted in Sidadi Village, Sukajati Village and Wanakaya Village of Haurgeulis Subdistrict, Indramayu District of Wes Java Province. The title of this research is Enactment of Undang-Undang Nomor 6 in 2014 no listed about the village rules, but the law states that regulatory guidelines, the district/city either Regeling or beshicking shall apply mutatis mutandis, so that the village ordinance drafting guidelines also apply mutatis mutandis. Above legislation has been a change from previous rules, so the impact on regulatory guidelines for the village. The author also studies about barriers experienced by the village government, as well as the efforts made by the village government and Indramayu regency government, so the author can write strategy in forming a quality village regulations. Reform and regional autonomy is actually a new hope for the goverment and village communities to build their villages according to the needs and aspirations of the community. The implementation of development in the village is intended to improve the standard of living and welfare of the village community itself through the establishment of policies, program activities that are in accordance with the essence of the problem and priority needs of the village community. The Village Consultative Division (BPD in Indonesian) is an institution of the realization pf democracy from the village community or an institution that represents the voice of the community and is a working partner of the village Government in administering The Goverment in the village head along with his device was overseen by the Village Consultative Division (BPD in Indonesian). The method of the approach used in this study is the Juridical Sociological approach, it uses the Juridical Sociological. The selection results obtained include : 1) Inbiting factors influenced by human resource factors both from the village Government itself as the highest office holder in the village, as well as from PD members who are tasked with assisting in the implementation of the legislative functions of approval and discussion of illage regulations. 2) Solutions and efforts, the village Goernment is expected to conduct training in human resource development such as improving the quality of education and developing capabilities in shapping regulations.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

PurposeThis study explores the quality of sustainability reporting (QSR) and the impact of regulatory guidelines, social performance and a standardised reporting framework (using the Global Reporting Initiative [GRI] guidelines) on QSR in the context of banks in Bangladesh.Design/methodology/approachUsing a sample of 315 banking firm-year observations over 13 years (2002–2014), a content analysis technique is used to develop the 11-item QSR index. Regression analysis is used to test the research hypotheses.FindingsInitially, QSR evolved symbolically in Bangladesh's banks but, over our investigation period, with QSR indicators gradually improving, the trends became substantive. The influences on QSR were sustainable banking practice regulatory guidelines, social performance and use of the GRI guidelines. However, until banks improve reporting information, such as external verification and trends over time, QSR cannot be regarded as fully substantive.Research limitations/implicationsThis study advances QSR research and debate among academic researchers. With regulatory agencies and stakeholders increasingly using sustainability reporting information for decision making, the information's quality is vital.Originality/valueThis study is the first on QSR in the banking industry context, with previous research mostly investigating the quantity of sustainability reporting. The current study also synthesises QSR with sustainability regulation and social performance factors which have rarely been used in the sustainability literature. To gain a holistic understanding of QSR, existing QSR measures are advanced by combining external reporting efforts with banks' internalisation initiatives.

Community pharmacies are the primary entities providing drugs to individual patients in Poland. The pharmacy market has been changing for many years due to significant changes in market regulations. These changes significantly affect the profitability of pharmacies, which may impact the quality of pharmacotherapy. The small number of pharmacies, which resulted from changes in the law in 2017, can influence the level of patient care. The article presents the community pharmacies market in Poland. Particular attention is paid to the legal regulations affecting community pharmacies and the impact of these regulations on the overall shape of the market. The Polish system’s specificity, including the pharmacy market indicators, has been compared with data from other European Union countries.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

This study aims to assess the performance of the village government from the use of the SISKEUDES (Village Financial System) application in improving the quality of financial accountability in the village of Tanjungsari, Umbulsari District, Jember Regency. This research uses qualitative methods using a descriptive approach. Data obtained from observations and interviews with informants, in this case the village government, from the village head, village secretary, finance officer, financial staff, and planning staff, directly from the results of the interview data reduction, data presentation and withdrawal were carried out. Conclusion.

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

ABSTRACT Rapid development of information technology and increased authority of village by the law No. 06 of 2014 on Village, need the existence of transformational leadership. Village head is expected to have ability to respond the changes, and influence the changes to support village development. The purpose of research are identify the ability of village head to respond the change, and identify behavior of transformational and transactional of village head to govern the village government in Kuburaya Regency. Samples of the research are two villages with different characteristics and resources. The two villages are Telukempening and Sungairaya Dalam. The result shows that limitation and lack of resources in Telukempening encourage the village head to be transformational leader, meanwhile village head of Sungairaya Dalam shows the behavior of transactional leadership.
