A continued robust growth of Vietnamese apparel enterprises has showed that they do notplay the auxiliary but the main role in the national industry. However, in general, the apparel industryin Vietnam has not met the practical requirements. In order to provide overall performance evaluationand how to achieve efficiency systematically, this study utilizes DEA approach to determine theperformance levels of 15 Vietnamese apparel industry enterprises and assess their efficiency.Specifically, we have applied output oriented model, which aims to maximize outputs while the inputsproportions remain unchanged to realize DEA efficiency analysis. CCR-based and BCC-based modelsare utilized to get overall technical and pure technical efficiencies. The findings show that havingbusiness transactions with foreign partners, good labor cost management and effective inventorymanagement are the most prominent factors in distinguishing between efficient and inefficiententerprises in Vietnam's apparel industry. The study may be a useful tool for managers to improvetheir performances and effectively allocate resources.

Background: Detection technology is a product development technique that serves as a basis for quality assurance. As electric energy meters (EEMs) are measurement instruments whose use is mandatory in several nations, their accuracy, which directly depends on their reliability and proper functioning, is paramount. In this study, to eliminate electromagnetic interference, a device is developed for testing a set of EEMs under a constant magnetic field interference. The detection device can simultaneously test 6 electric meters; moreover, in the future, it will be able to measure the influence of magnetic field strength on the measurement accuracy of EEMs, thereby improving the production efficiency of electric meter manufacturers. Methods: In this study, we first design a 3D model of the detection device for a single meter component; then, we establish a network, which includes a control system, and perform the planning of the path of a block that generates a constant magnetic field. Finally, we control the three-axis motion and rotation of the block using a PLC to implement detection for the five sides of the EEM. Results & Discussion: The proposed device can accurately determine whether an EEM can adequately function, within the error range prescribed by a national standard, under electromagnetic interference; this can enable reliable, automatic testing and fault detection for EEMs. Experiments show that our device can decrease the labor cost for EEM manufacturers.

Jute is the golden fiber of Bangladesh, but its production is declining due to the involvement of higher production and processing costs, where a major portion of the cost is needed for fiber extraction. Labor unavailability and increasing labor cost have led to higher jute fiber production cost. To address these issues, this study looks at the development of a power-operated and cost-effective fiber extraction machine aiming at reducing the production cost. The study was conducted at the Rangpur regional office premises of Practical Action in Bangladesh, and the developed machine was branded as “Aashkol”, which had the following major parts: a feeding tray, a primary extraction roller, a secondary extraction roller, grabbing rollers, fiber collection stand, base frame, protection cover, and a spring-loaded tray under the primary extraction roller. The Aashkol can extract green ribbon from the jute stem, but jute sticks were broken down into smaller pieces (3–6 cm). The performance evaluation of the machine was conducted using different types of jute (Deshi, Kenaf, and Tossa) and compared with another jute extraction machine (KP model, introduced by Karupannya Rangpur Ltd.). The Aashkol-based extraction and improved retting systems were also evaluated and compared with traditional jute extraction systems. The jute stem input capacity (4.99 t h−1) of the Aashkol was 47.6% higher than the KP model (3.38 t h−1). Compared with the traditional system, across jute types, the Aashkol produced a 9% higher fiber yield and saved 46% retting time. Overall, the Aashkol reduced 90% of the labor requirement and saved 11.6 USD t−1 in jute fiber extraction and retting than the traditional method.

Recent studies in Spain have shown that males, younger workers, and people involved in manual jobs had the highest risk of suffering a work-related eye injury (WREI). This study aims to assess the predictors of sick leave associated with WREI and to compare them with risk factors of initial injury. A retrospective and descriptive study of WREI that causes sick leave of one or more days among workers from an insurance labor mutual company in Spain was conducted over a period from 2008 to 2018. The variables of the study were sex, age, occupation, and type of injury. A total of 9352 (18.6% of 50,265 WREI) cases and 113,395 total days of sick leave were observed, with an estimated EUR 4,994,009.59 of associated labor cost. The main predictors of sick leave related to WREI were found to be female (highest incidence; 25.9 (95% CI (24.8–27.1))), >55 years of age (highest incidence; 20.5 (95% CI (19.3–21.7))), not working in the industry (lowest incidence; 13.8 (95% CI (13.3–14.2))), and not suffering “other disorders of conjunctiva” (lowest incidence; 5.7 (95% CI (4.7–6.8))). The consequences associated with WREI are worse for female and older workers, despite the main risk of suffering WREI being observed in males and younger workers.

AbstractOne way for policymakers to reduce labor costs and stimulate the recruitment of marginalized groups of labor in a highly unionized economy is to lower payroll taxes. However, the efficiency of this policy instrument has been questioned, and previous evaluations have mostly found small employment effects for such reforms. We investigate the effects of a payroll tax cut in Sweden that decreased firms’ labor costs in relation to the number of young employees that they had employed when the reform was implemented in 2007. We find that most firms received small labor cost savings as a result of the reform, but those that received larger cost savings increased their number of employees significantly more than firms that received no, or minor, labor cost savings. Our findings also suggest that the payroll tax cut increased the total wages paid to incumbent workers, but the wage effect was too small to offset the positive extensive-margin employment effect of the reform. In total, we find that the Swedish payroll tax reform created 18,100 jobs over the period 2006–2008; most of these jobs were within the targeted group of young employees.

Three-dimensional information perception from point clouds is of vital importance for improving the ability of machines to understand the world, especially for autonomous driving and unmanned aerial vehicles. Data annotation for point clouds is one of the most challenging and costly tasks. In this paper, we propose a closed-loop and virtual–real interactive point cloud generation and model-upgrading framework called Parallel Point Clouds (PPCs). To our best knowledge, this is the first time that the training model has been changed from an open-loop to a closed-loop mechanism. The feedback from the evaluation results is used to update the training dataset, benefiting from the flexibility of artificial scenes. Under the framework, a point-based LiDAR simulation model is proposed, which greatly simplifies the scanning operation. Besides, a group-based placing method is put forward to integrate hybrid point clouds, via locating candidate positions for virtual objects in real scenes. Taking advantage of the CAD models and mobile LiDAR devices, two hybrid point cloud datasets, i.e., ShapeKITTI and MobilePointClouds, are built for 3D detection tasks. With almost zero labor cost on data annotation for newly added objects, the models (PointPillars) trained with ShapeKITTI and MobilePointClouds achieved 78.6% and 60.0% of the average precision of the model trained with real data on 3D detection, respectively.

The harvesting straw feed crops (silage corn, alfalfa, herbaceous mulberry, etc.) was tedious, high-labor-cost, and large-nutrient-loss. A self-propelled straw forage crop harvester, which could realize the integration of cutting, flattening and modulating, chopping, and throwing straw forage crops, was designed. The cutting angle could freely be adjusted between 0° and 8°. The max rotation speed of the flattening roller could reach 590 r/min and could be adjusted consecutively by the hydraulic control device. To verify the performance of this machine, several harvesting experiments of alfalfa, silage corn, and herbaceous mulberry with different moisture, were carried out on this machine. During the experiment, the average working speed of the machine was 1.6 m/s, the cutting height was 40–80 mm, and the flattening rate was 97.14%. It is determined that the suitable cutting speed for harvesting alfalfa is 2131 r/min; the suitable cutting speed for harvesting silage corn is 836 r/min; the suitable cutting speed for harvesting herb mulberry is 1045 r/min. The design of the machine can not only improve labor productivity and reduce the nutrient loss of forage crop but also support the silage harvesting machinery and equipment for forage crop.
