There is considerable concern and debate about the economic impacts of environmental regulations. Jonathan Fisher, former Economics Manager at the Environment Agency in England and Wales, reviews the available evidence on this subject. Section 2 presents estimates of the costs and benefits of environmental regulations. Section 3 examines the impacts of environmental regulations on economic growth, innovation and technical change as well as impacts on competitiveness and any movement of businesses to less pollution havens. He questions call for greater certainty regarding future environmental regulations, whereas in fact there should be calls for less uncertainty. This section then suggests how this could be achieved. This section then finishes with an overview of the available evidence. This includes an examination of the Porter Hypothesis that environmental regulations can trigger greater innovation that may partially or more than fully offset the compliance costs. Section 4 then sets out principles for how better environmental regulation can improve its impacts on sustainable economic growth and illustrates how the European Union (EU) Water Framework Directive is a good example of the application of these principles in practice. Section 5 reviews current and recent political perspectives regarding developments in environmental regulations across the EU and shows how the United Kingdom (UK) has successfully positively managed to influence such developments so that EU environmental regulations now incorporate many of these principles to improve their impacts on economic growth. Section 5.1 then examines the implications of Brexit for UK environmental regulations. Finally, Section 6 sets out some best practice principles to improve the impacts of environmental regulation on sustainable economic growth, innovation and technical change.

This chapter discusses the most important features of EU law on infectious diseases. Communicable diseases not only cross borders, they also often require measures that cross different areas of policy because of different vectors for disease transmission. The relevant EU law cannot be attributed to one sectoral policy only, and thus various EU agencies participate in protecting public health. The key agency is the European Centre for Disease Prevention and Control. Other important agencies include the European Environment Agency; European Food Safety Authority; and the Consumers, Health, Agriculture and Food Executive Agency. However, while integration at the EU level has facilitated protection of the public's health, it also has created potential conflicts among the different objectives of the European Union. The internal market promotes the free movement of products, but public health measures can require restrictions of trade. Other conflicts can arise if protective public health measures conflict with individual human rights. The chapter then considers risk assessment and the different tools of risk management used in dealing with the challenges of infectious diseases. It also turns to the external and ethical perspective and the role the European Union takes in global health.

In the middle of the 1990s the European Environment Agency (EEA) started to develop a data collecting system for surface and subsurface water resources for assessing pressures, states and impacts on European water resources. The main objective of this system was to provide reliable, comparable, homogenous information, and support integrated environmental assessments at European level. The data collecting system for water is called Eurowaternet. The extent and information content of the network makes not only pan-European, but also regional or thematic environmental assessments possible. An extensive programme started in 1997 to support the Phare countries in their accession to the EU with implementation of this data collecting system in their countries. The paper briefly introduces the methodology of the system, but it focuses more on the application of the system in the accession countries, highlighting, through examples, the usefulness of the implemented network and assembled database. The examples present - among several other possible ones - trends of average nutrient concentrations; relationships between catchment size and annual average nutrient concentrations; relationships between catchment size and agricultural usage.

The rapid spread of the coronavirus (COVID-19) pandemic affected the economy, trade, transport, health care, social services, and other sectors. To control the rapid dispersion of the virus, most countries imposed national lockdowns and social distancing policies. This led to reduced industrial, commercial, and human activities, followed by lower air pollution emissions, which caused air quality improvement. Air pollution monitoring data from the European Environment Agency (EEA) datasets were used to investigate how lockdown policies affected air quality changes in the period before and during the COVID-19 lockdown, comparing to the same periods in 2018 and 2019, along with an assessment of the Index of Production variation impact to air pollution changes during the pandemic in 2020. Analysis results show that industrial and mobility activities were lower in the period of the lockdown along with the reduced selected pollutant NO2, PM2.5, PM10 emissions by approximately 20–40% in 2020.

The review of environmental impact statements (EIS), despite its relevance to impact assessment effectiveness, has received scarce scholarly attention. Few studies have gone beyond the realm of regulatory evaluations to understand the managerial meanders of the review process. This study evaluated the responsibilities, procedures, information inputs, and scope of EIS reviews within two environmental authorities: APA (Portuguese Environment Agency), in Portugal, and SEMAD (State Secretariat for Environment and Sustainable Development), in the Brazilian state of Minas Gerais. Based on a qualitative multiple-case study methodology informed by participant observation, unstructured interviews, and content analysis of 12 EIS review reports, the study provided what is arguably one of the most detailed characterizations of EIS review to date. While following similar institutional arrangements and broad procedural steps, the EIS review has important differences in APA and SEMAD. Overall, the Portuguese agency was found to have a more structured, participative, interdisciplinary, detailed, and grounded review, thus meeting some of the good practices often cited in the literature. The EIS review reports prepared by APA reviewers were also found to provide a profoundly more complete and transparent account of the review process. The details of the review process revealed in the article can affect perceptions around the legitimacy and reliability of reviewers’ recommendations.

Abstract. Water quality data, collected by the Environment Agency in England and Wales over 10 years (1991 – 2000) were used to examine the spatial distribution of nutrient pollution risk and for assessing broad-scale spatial and temporal variability in nutrient fluxes across the Wye catchment. Nutrient water quality across the upper and middle Wye catchment, and along the main River Wye, is generally very good. However, the main areas of concern lie in the small tributaries in the south and east of the catchment, which have lower dilution capacity and high agricultural and effluent inputs, and where mean Total Reactive Phosphorus (TRP) in some cases exceed 1 mg-P l-1. Indeed, mass load calculations have demonstrated that the lowland south and east portion of the catchment contributes more than 85% of the whole-catchment TRP and more than 78% of nitrate (NO3‾) loads. Ratios of NO3‾:Ca were used to fingerprint different water-types across the catchment, linked to weathering and agricultural activity. The Wye catchment has been subject to two major sets of perturbations during the study period: (i) climatic fluctuations, with a drought during 1995-6, followed by a subsequent drought-break in 1997/8, and extreme high river flows in the autumn/winter of 2000/2001, and (ii) introduction of tertiary P-treatment at major sewage treatment works in the catchment. The implications of these perturbations for the nutrient water quality of the Wye catchment are discussed. Recommendations are made for more targeted monitoring to directly assess diffuse source nutrient contributions. This paper presents the outcome of an inventory of planted wetland systems in the UK which are classified according to land use type and are all examples of sustainable drainage systems. The introduction of constructed wetlands to treat surface runoff essentially followed a 1997 Environment Agency for England and Wales report advocating the use of “soft engineered” facilities including wetlands in the context of sustainable development and Agenda 21. Subsequently published reports by the UK Construction Industry Research and Information Association (CIRIA) have promoted the potential benefits to both developer and the community of adopting constructed wetlands and other vegetated systems as a sustainable drainage approach. In addition, the UK Environment Agency and Highways Agency (HA) have recently published their own design criteria and requirements for vegetative control and treatment of road runoff. A case study of the design and performance of a constructed wetland system for the treatment of road runoff is discussed. The performance of these systems will be assessed in terms of their design criteria, runoff loadings as well as vegetation and structure maintenance procedures. The differing design approaches in guidance documents published in the UK by the Environment Agency, CIRIA and HA will also be evaluated.

The European Environment Agency warns that Europe consumes too many resources and causes environmental degradation all over the world. This leads to growing demands on natural systems for food, water and energy. To achieve sustainability and ecological resilience it is necessary to complement technology-focused measures with approaches addressing consumption behaviors, changing lifestyles, enhancing knowledge and education. There are environmental communication approaches stimulating responsible consumption and ecofriendly behaviors, conducted by science and educational institutions, non-governmental organizations and others. Among them, originating from Germany, are the alternative city tours, spread also in other western countries. The aim of this case study is to design and verify urban eco tours for an eastern country - Bulgaria in order to increase young people's sensitivity to sustainability through responsible consumption and to encourage them for ecofriendly alternatives of everyday goods and services. An approach for their implementation in Bulgaria is developed and proved through qualitative and quantitative analysis, involving two different groups of youth – multipliers leading the tours and teenagers taking part. The case study presents urban eco tours as an environmental protection tool, using information about environmental impact of consumption, combined with motivational activities, to change attitudes and encourage young people for ecofriendly lifestyles.  Keywords: environmental communication, education for sustainable development, eco tour, consumption, ecology
