Abstract Mitochondria contain elaborate machineries for the import of precursor proteins from the cytosol. The translocase of the outer mitochondrial membrane (TOM) performs the initial import of precursor proteins and transfers the precursors to downstream translocases, including the presequence translocase and the carrier translocase of the inner membrane, the mitochondrial import and assembly machinery of the intermembrane space, and the sorting and assembly machinery of the outer membrane. Although the protein translocases can function as separate entities in vitro, recent studies revealed a close and dynamic cooperation of the protein import machineries to facilitate efficient transfer of precursor proteins in vivo. In addition, protein translocases were found to transiently interact with distinct machineries that function in the respiratory chain or in the maintenance of mitochondrial membrane architecture. Mitochondrial protein import is embedded in a regulatory network that ensures protein biogenesis, membrane dynamics, bioenergetic activity and quality control.

One of main problems of modern society there is complex safety of the difficult systems of different nature. Today the problems of creation of the difficult nonlinear dynamic reliable systems go out on the first plan. An improvement of the existent theoretical and methodological going is near organization of control system by economic security of enterprise from position of sinergistical approach. An increase of multi-variant approach of development of the economic systems is reason of change of methodology of economic researches and a nonlinear economic theory comes on changing to the traditional economic theory. Invariants, non-linearity, coherentness and factorable synthesis, are the base concepts of sinergistical theory of management. Any socio-economic system presents by a soba complex of functional subsystems, that is bound by inter se the processes of intensive dynamic cooperation, exchange information. Application of synergetics showed in researches of economy, that most cases have an evolution direction of that through nonlinear character of connections in the system is determined by the action of insignificant factors basic direction of motion of the socio-economic systems, as a rule, informative, that prove in bifurcational processes. The condition of development and viability of any enterprise are maintenances of dynamic equilibrium, that are the aim of the system of economic security of enterprise — it’s attractor. By principles of management of enterprise economic security from positions sinergistical approaches are: complication, non-linearity, dynamic. The system of economic security of enterprise is base on principle of feed-back. Leaning on sinergistical approach, set forth raising of sinergistical synthesis of nonlinear control system by economic security. Exactly sinergistical effects that are characterized as management results in the systems cause the change of quality, and are the adequate instrument of providing of economic security.

The generation of construction and demolition waste (CDW) is a problem for societies aspiring to sustainability. In this regard, governments have the responsibility to support the CDW recycling through subsidies. However, the information asymmetry, as well as the “dynamic nature” of the CDW recycling market, results in a number of barriers for the government to promote CDW recycling. In this paper, we establish a mathematical model that includes the government and the recycling enterprise in the presence of dual information asymmetry including the unknown recycling technology level and unobservable recycling efforts in one-stage and two-stage cooperation. Using the incentive theory, the static and dynamic optimal recycling incentive contracts of the government were designed, and the optimal decisions of the recycler were identified. A numerical simulation revealed that by designing reasonable contracts, the government can encourage the recycler to report the true technical level and achieve information screening. Furthermore, the subsidy of the high-tech recycler remained unchanged under different circumstances. However, the subsidy of the low-tech recycler was closely related to the probability of misreporting and the proportion of technology types. This finding suggests that the government and recycler are inclined towards long-term dynamic cooperation.

In modern society, the importance of quality education is steadily increasing, and the spiritual, cultural and moral potential of society is associated with its development. Based on a study of the civic education model, we will present elements related to the country’s commitment to open government at the international level and propose strategies for implementing specific policies that support these commitments regarding education and global citizenship. Therefore, our goal is to provide the scientific community with practical tools for quality education in the mechanism of openness of state bodies based on Al-Farabi’s research. The need of society and the state for the innovative development of the economy in a rapidly developing world is continuously associated with the improvement of universities in the formation of vocational training for graduates - future specialists. The country needs such personnel who are ready to create and introduce innovations in the field of open government, with the possibility of control by society, as well as the dynamic cooperation in active way of participation of citizens themselves in management and to monitor government initiatives and their legitimacy. Continuous improvement of the quality of education should be the goal not only of the country’s leadership, but also of each citizen individually and of society as a whole.
