This special issue features policy priorities, public perceptions, and policy options for addressing post-disaster return migration in the United States, Japan, and a couple of Asian countries. It includes a series of case studies in these countries, which are based on a sustained dialogue among scholars and policymakers about whether and how to incentivize the return of displaced persons, considering social, economic, and environmental concerns. The research team, composed of researchers from Indonesia, Japan, Sri Lanka, and the United States, undertook a collaborative and interdisciplinary research process to improve understanding about how to respond to the needs of those displaced by natural disasters and to develop policy approaches for addressing post-disaster return. The research focused on the following three key issues: objectives of return migration (whether to return, in what configuration, etc.), priorities and perceptions that influence evacuees’ decision-making regarding return, and policies and practices that are used to pursue return objectives. This special issue includes ten articles on the following disaster cases: the Great East Japan Earthquake in 2011, Hurricane Katrina in 2005 and Hurricane Sandy in 2012, the Great Indian Ocean Tsunami in 2004, and the Great Sumatra Island Earthquake in 2009. Important lessons for the future were secured out of these case studies, covering the entire phase of return, namely planning, implementation, and monitoring.

More than 600,000 prisoners are released from incarceration each year in the United States, and most end up residing in metropolitan areas, clustered within a select few neighborhoods. Likely consequences of this concentration of returning prisoners include higher rates of subsequent crime and recidivism. In fact, one-half of released prisoners return to prison within only 3 y of release. The routine exposure to criminogenic influences and criminal opportunities portends a bleak future for individuals who reside in neighborhoods with numerous other ex-prisoners. Through a natural experiment focused on post-Hurricane Katrina Louisiana, I examine a counterfactual scenario: If instead of concentrating ex-prisoners in geographic space, what would happen to recidivism rates if ex-prisoners were dispersed across space? Findings reveal that a decrease in the concentration of parolees in a neighborhood leads to a significant decrease in the reincarceration rate of former prisoners.

Abstract The landfall of Hurricane Katrina (2005) near New Orleans, Louisiana, on 29 August 2005 will be remembered as one of the worst natural disasters in the history of the United States. By comparison, the extratropical transition (ET) of the system as it accelerates poleward over the following days is innocuous and the system weakens until its eventual demise off the coast of Greenland. The extent of Katrina’s perturbation of the midlatitude flow would appear to be limited given the lack of reintensification or downstream development during ET. However, the slow progression of a strong upper-tropospheric warm pool across the North Atlantic Ocean in the week following Katrina’s landfall prompts the question of whether even a nonreintensifying ET event can lead to significant modification of the midlatitude flow. Analysis of Hurricane Katrina’s outflow layer after landfall suggests that it does not itself make up the long-lived midlatitude warm pool. However, the interaction between Katrina’s anticyclonic outflow and an approaching baroclinic trough is shown to establish an anomalous southwesterly conduit or “freeway” that injects a preexisting tropospheric warm pool over the southwestern United States into the midlatitudes. This warm pool reduces predictability in medium-range forecasts over the North Atlantic and Europe while simultaneously aiding in the development of Hurricanes Maria and Nate. The origin of the warm pool is shown to be the combination of anticyclonic upper-level features generated by eastern Pacific Hurricane Hilary and the south Asian anticyclone (SAA). The hemispheric nature of the connections involved with the development of the warm pool and its injection into the extratropics has an impact on forecasting, since the predictability issue associated with ET in this case involves far more than the potential reintensification of the transitioning system itself.

Abstract Efforts to understand biological functions and develop management schemes specific to Bos indicus-influenced cattle raised in tropical and subtropical environments are critical to meet the increasing global demand for protein. In the United States, B. indicus breeds are mostly used to generate B. indicus × B. taurus crosses with increased thermal and parasite tolerance, while retaining some productive characteristics of B. taurus cattle. Although crossbreeding represents a proven strategy to improve cattle adaptation almost immediately, research has also attempted to identify B. taurus genetics that can withstand subtropical and tropical climates. Reduced milk production and delayed reproductive maturation appear to be related with tropical adaptation of B. taurus breeds, as a means to conserve energy under stressful conditions and limited nutrition. Moreover, longevity may be the ultimate adaptation response to unfavorable environments, and retention of bulls and heifers from proven cows is the recommended strategy to improve longevity in B. indicus-influenced herds. Besides selection for longevity, other aspects should be considered when planning reproductive management in tropical and subtropical regions. Bos indicus and B. taurus breeds have multiple differences pertaining to reproductive function, including age at puberty, ovarian dynamics, and pregnancy development. Nutritional strategies such as the stair-step regimen, and use of exogenous progesterone (P4) inserts are options to hasten puberty attainment of late-maturing B. indicus-influenced heifers. Yet, limited pharmacological alternatives are available for reproductive management of B. indicus-influenced females in the United States, which rely on GnRH-based protocols not specifically designed to the reproductive function of B. indicus breeds. In contrast, hormonal protocols based on exogenous P4, estradiol esters, and equine chorionic gonadotropin are available for use in B. indicus females in South America. These include protocols tailored to prepubertal heifers, anestrous cows, and cycling nulliparous or parous females, which often yield pregnancy rates of 50% to fixed-time artificial insemination. The global dairy industry also faces similar challenges in increasing demand and production as the beef industry. Selection of cows capable of sustaining optimal milk yield, reproductive success, and health status in hot and humid conditions is essential for optimal dairy production in subtropical and tropical regions.

ABSTRACT Every nation faces the possibility of a major natural disaster and few plans are in place to deal with the massive consequences that follow. When Hurricane Katrina reached landfall, the human toll and extent of damage made it the worst natural disaster in American history. The news headlines were filled with the images of desperation and the efforts of the thousands of heroes across the spectrum of government who worked tirelessly to help the citizens of the Gulf Coast of the United States recover. Less visible to the American public was the vast environmental impact caused by millions of gallons of oil released by hundreds of individual oil spills. The total oil volume lost to the environment is estimated at over 8.2 million gallons, making it the second largest oil spill in United States history. Moreover, this spill was the first major environmental disaster managed under the newly published National Response Plan, a plan developed following the tragic events of the terrorist attacks of September 11, 2001. This paper will describe how response managers overcame the incredible challenges of managing multiple oil spills in an enormous area devoid of the support infrastructure, human resources and the logistics network normally present in major spills within the United States. The authors will offer a first hand account of the strategies employed by the response management system assembled to combat the spills. They will describe key lessons learned in overcoming competition for critical resources; the importance of combining scientific, legal and other support in determining response options such as burning and debris removal; and the methodology employed in creating a Unified Area Command that included multiple responsible parties. Finally, this paper will provide insights to processes within the Joint Field Office, an element of the National Response Plan, and how well it performed in supporting response efforts.

The outbreak of H5N1 avian influenza in Asia raises serious concerns about an influenza pandemic of the kind seen in 1918. In addition, the recent federal response to Hurricane Katrina highlights the need for advanced local preparation for biological disasters. It is clear that there will not be enough vaccine early in an influenza pandemic. Without vaccine, the role of antivirals, especially oseltamivir (Tamiflu™), in treatment and prophylaxis becomes of paramount importance. It is unlikely that the Centers for Disease Control and Prevention (CDC) will be able to stockpile enough oseltamivir to protect every first responder in the United States. Thus, it is important that local governments and hospitals consider stockpiling oseltamivir for the treatment and/or prophylaxis of local first responders.

Previous research concerning climate change in the United States clearly illustrates the necessity for observing how ecological systems are influenced by natural disasters (Staudinger et. al. 2013; Nelson et. al. 2013). Traditionally, ecology is concerned with the relationships between organisms (human and other living beings) and their environment (Tyler & Spoolman, 2013). Human understanding of how organisms are affected by, how they adapt to, and how they work to sustain their environment has become even more diverse in recent years (Staudinger et. al. 2013). This may be due to a number of environmental factors that have occurred in recent years. However, this paper seeks to examine the ecological effects of the wind factor. In particular, we address the ecological effects of hurricanes as it relates to (1) environmental outcomes and alterations among organisms in the United States, (2) the well-being and adaptation of human and organismic life (i.e. animals, plants, etc.) post Hurricane Katrina and Camille (3) and how hurricanes alter and transform health and restoration patterns in the U.S.

Response to Hurricane Katrina and public commentary by high-profile individuals has made race a focus in the media and brought racial inequality to the attention of people in the United States. Analyzing responses to an article in the Atlanta Journal-Constitution, I find that, even after this very public event that brought race to the forefront in the U.S., people relied on the ideologies of meritocracy and color blindness to rationalize inequality. Findings of how the myth of meritocracy is utilized, along with how people argue against it, can be used to keep race at the forefront of the nation's attention while furthering discussions of inequality. The academic community is challenged to keep the voices of alternative ideologies in the spotlight and to use the tragedy of Hurricane Katrina to create change.

Abstract The 2005 Atlantic hurricane season was the most active of record. Twenty-eight storms occurred, including 27 tropical storms and one subtropical storm. Fifteen of the storms became hurricanes, and seven of these became major hurricanes. Additionally, there were two tropical depressions and one subtropical depression. Numerous records for single-season activity were set, including most storms, most hurricanes, and highest accumulated cyclone energy index. Five hurricanes and two tropical storms made landfall in the United States, including four major hurricanes. Eight other cyclones made landfall elsewhere in the basin, and five systems that did not make landfall nonetheless impacted land areas. The 2005 storms directly caused nearly 1700 deaths. This includes approximately 1500 in the United States from Hurricane Katrina—the deadliest U.S. hurricane since 1928. The storms also caused well over $100 billion in damages in the United States alone, making 2005 the costliest hurricane season of record.
