Este trabalho discute a vulnerabilidade do sistema de drenagem urbana da cidade do Recife sob o aspecto urbanístico e climático (precipitações intensas e oscilações de maré). Realizou-se uma pesquisa bibliográfica, apresentando um diagnóstico expedito sobre as peculiaridades da drenagem urbana da cidade, discutindo as intervenções estruturais realizadas no sistema e as medidas implementadas para o enfrentamento das mudanças climáticas. Verificou-se que as ações e medidas que propiciem uma melhor adaptação para a adequação do sistema de drenagem na região, diante da influência das alterações climáticas, ainda são muito tímidas. De uma maneira geral, conclui-se pela necessária gestão integrada do saneamento, a efetiva aplicação das medidas não estruturais, e a utilização combinada de técnicas compensatórias e estruturais que vise à sustentabilidade do sistema, considerando também, os efeitos das alterações climáticas.    A B S T R A C T This paper discusses the vulnerability of urban drainage system of the city of Recife considering the urban and climate aspect (intense rainfall and tide oscillations). It presents an expeditious diagnosis on the urban drainage peculiarities of the city, discussing the structural interventions carried out in the system and the measures implemented for coping with climate change, considering the aspect of the urban drainage. It was verified that the actions and measures that allow a better adaptation to the adequacy of the drainage system in the region, given the influence of climate change, are still very timid. It is concluded, in general, in favor of the necessary integrated management of sanitation, the effective implementation of non-structural measures, and the combined use of compensatory and structural techniques aiming at the sustainability of the system, considering the effects of climate change as well.  Keywords: Urban planning; climate change; urban drainage.

Sponge city refers to a new urban construction concept used to solve urban flood disasters and water ecological problems. It is important for the construction of ecological civilization. It plays an important role in the green development and livability of the city. In the construction of a sponge city, it is necessary to make special urban planning and improve the top-level design. In recent years, China has developed a number of sponge city pilot projects. The numerous experiments act as important references for the urban construction in China. This paper mainly analyzes the requirements for the construction of sponge city and discusses several problems as well as solutions in the construction.

Integrating sustainable urban water management into the urban planning process is essential for developing water-resilient cities. To this end, the central government of the People’s Republic of China initiated the “Sponge City” programme. However, challenges and gaps exist in current urban planning practice. The operationalizable planning approach to realise the multiple objectives of Sponge City is missing in the existing guidelines. Using a local example of Sponge City planning in Nanjing City as a case study, this paper outlines the current Sponge City approach from the perspectives of planning content and planning process. A qualitative comparative analysis between Nanjing’s Sponge City planning and Auckland Water Sensitive Design, as well as an evaluation of the Sponge City approach through the lens of Dutch urban water management, identified key missing elements that would enhance the current Sponge City planning approach. Examples include targets for pluvial flood protection, a strategy for planning interventions, and tools for interdisciplinary cooperation in the planning process. This enhanced approach was successfully applied in the Sponge City planning for Qinhuai District, Nanjing City. Nevertheless, challenges on data availability and the decision-makers’ mindsets called for more efforts on the interface of research and policy development for upscaling the Sponge City approach.

<p>A presente pesquisa objetivou verificar as taxas de impermeabilização e tempo de concentração das sub-bacias presentes na área urbana de Barra do Garças – MT, Pontal do Araguaia – MT e Aragarças – GO. Tais variáveis podem auxiliar no ordenamento territorial da expansão urbana, bem como no planejamento urbano dessas cidades. Os resultados demonstraram que nas áreas já urbanizadas, o grau de impermeabilização e tempo de concentração das sub-bacias apresentaram  níveis considerados “médios e altos”, o que é preocupante, devido a relação dessas variáreis ao crescimento das vazões e volume escoado, e, consequentemente, aumento da frequência de inundações. Medidas não-estruturais, como legislação de uso do solo, com regras e incentivo para aumento de áreas permeáveis em lotes, bem como implantação de soluções alternativas de drenagem urbana que promovam o retardamento das águas pluviais, são soluções que podem ser implementadas na área em estudo.</p><p align="center"><strong><em>Analysis of the waterproofing rate and time of concentration in urban sub-basins of Barra do Garças – MT, Pontal do Araguaia – MT e Aragarças – GO</em></strong></p><p><strong>Abstract</strong><strong>: </strong>This study aimed to verify the waterproofing rates and time of concentration of these sub-basins present in the urban area of Barra do Garças – MT, Pontal do Araguaia – MT e Aragarças – GO. Such variables can assist in land use of urban expansion and the urban planning of these cities. The results demonstrated that in urban areas already, the degree of waterproofing and time of concentration of the sub-basins presented levels considered "medium and high", which is worrying, because the relationship of these variables to the growth of flows and runoff, and, consequently, increased frequency of floods. Non-structural measures such as land use legislation, with rules and incentive to increase permeable areas on lots, and implementation of alternative solutions to urban drainage that promote the slowing of rainwater, are solutions that can be implemented in the study area.</p>

Making a deep cut on the curb inlet has been used in some sponge-city (SPC) projects for road-bioretention stripes to manage stormwater runoff since they were easily implemented in the field. The efficiencies of the deep-cut curb inlets in those projects were unknown for lacking equation to evaluate their efficiencies. Two kinds of retrofit scenarios are commonly used: (1) The curb-cut cases when the deep cut is made only over the width of the curb inlet; (2) the road-curb cut cases when both the curb inlet and a small part of the road surface have a deep cut. An updated two-dimensional flow simulation program, FullSWOF-ZG, was used to determine two important parameters in road curb inlet design: The 100% interception curb inlet lengths (LT) and the curb inlet efficiencies (Eci). Eight-hundred retrofit modeling cases were compared with the no-cut cases to quantify the efficiency improvement of the deep-cut curb inlets. The simulation results show both LT and Eci of the curb-cut cases do not improve much. This case study with limited combinations of longitudinal and cross slopes and inlet lengths demonstrated that Eci of the road-curb cut cases improves to a large extent so that they can be used in the SPC projects and other urban drainage projects to reduce the flooding potentials. A general equation used to design and evaluate the road-curb cut inlets can be developed based on more simulation cases with a wide range of input parameters in a future study.

In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.
