The advent of information and communication technologies (ICTs) has revolutionised how library resources are made and transmitted to end-users. It has effectively improved the standard of education and research in tertiary institutions worldwide by providing various essential resources, including e-books, journals and databases. However, it has been observed that students still abstain from making the best usage of the digital library, instead using search engines rather than institutional digital libraries. This study investigated the factors influencing the behavioural intention of postgraduate (PG) students to use electronic information resources (EIRs). The Unified Theory of Acceptance of Technology (UTAUT) model was adopted. A cross-sectional research design was used to assess the factors influencing the use of EIRs. A sample of 362 PG students was determined using a Monte Carlo simulation approach. Data were collected from participants via the administration of 400 copies of the questionnaire. Confirmatory Factor Analysis (CFA) and the Covariance-Based Structural Equation Modelling (CB-SEM) were used to analyse data collected. The findings revealed that performance expectancy (PE) and effort expectancy (EE) were the two constructs that influenced PG students’ behavioural intention to use EIRs. In contrast, social influence (SI) and facilitating condition (FC) did not change the PG students’ behavioural plan to use EIRs. The study recommended the need for adequate training for postgraduate (PG) students on the obligation to accept and use EIRs.

Developing countries have established promising e-Government initiatives with the objectives of enhancing the accessibility of government services and information for their citizens. Purpose: This research attempts to explore and investigate the key challenges and Issues that facing e-government adoption and the factors influencing citizen in Iraq. Methodology: The research depended on qualitative approach, the participants comprised undergraduate and postgraduate students at Baghdad university because university students are amongst the adult population for whom the Internet has become part of their daily routine. population of 369, Potential participants for the focus groups were identified from the questionnaire survey. Finding: The findings show that Trust and Awareness significant and direct relationship with adoption of e-government in Iraq. Corruption was found to have significant and negative relationship with the adoption of e- government.

In reality, there are many high school students who do not determine exactly the career and the university which they want to attend. As the result of an investigate of Nguoi Lao Dong newspaper, over 60 percents of students admit that they had not have good vocational guidance when they registered to the university [1]. Therefore, a conceptual model of factors influencing students' college choice was developed to indentify the key factors and to evaluate the level of influence of these factors on high school students' university choice decisions. The result of 227 valid questionares from grade 12 students, school year 2008-2009 at 5 high schools at Quang Ngai province indicated 5 main factors influencing to the students' college choice including factors on future occupation opportunity; factors on information available; factors on student characteristics; factors on fixed college characteristisc and factors significant persons. The result of multiple linear regression model confirmed the relationship between these five factors above and the high school students' university choice decisions with the theories are supported at the statistically significant level of 0.05. And from this result, proposing motions to help families, schools and education organizations have practical approaches in order to well orient create good conditions for high school students to have the best university choices.
