More than a third of students enter higher education at a community college; most aim to earn a baccalaureate. Drawing on sense-making theory and longitudinal qualitative data, we examined how community college students interpret state transfer policies and how their interpretations influence subsequent behavior. Data from 3 years of interviews revealed how students adjudicate between multiple intersecting policies. The higher education context, where institutions provided competing signals about policies, left students to navigate complex messages to achieve their transfer goals. Students’ approaches to understanding transfer policies primarily followed one of two patterns: adopting policy signals as step-by-step procedures or adapting and combining policy signals to create a customized transfer pathway. Both approaches had important implications for students’ transfer outcomes.

Although community colleges are important entry points into higher education for many American students, few studies have investigated how community college students engage with different genres or develop genre knowledge. Even fewer have connected students’ genre knowledge to their academic performance. The present article discusses how 104 ethnically, culturally, and linguistically diverse students reported on classroom genre experiences and wrote stories about college across three narrative genres (Letter, Best Experience, Worst Experience). Findings suggest that students’ engagement with classroom genres in community college helped them develop rhetorical reading and writing skills. When students wrote about their college lives across narrative genres, they reflected on higher education in varied ways to achieve differing sociocultural goals with distinct audiences. Finally, students’ experience with classroom and narrative genres predicted their GPA, implying that students’ genre knowledge signals and influences their academic success. These findings demonstrate how diverse students attending community college can use genres as resources to further their social and academic development.

Community colleges are under persistent pressure to spend more on technology. In lieu of bolting technology onto essential academic and administrative process at additional net cost, savvy community college leaders are planning and implementing academic service redesign strategies to achieve measurable outcomes constituting gains in academic productivity. This paper presents case studies of four higher education institutions that contracted with Collegis for a range of planning, marketing, student recruiting, academic, and technology management and support services. To be able to accomplish more with less, three strategies are discussed: (1) redesigning individual course sections to increase learning and convenience, (2) redesigning common courses to decrease costs and increase learning outcomes, and (3) redesigning program delivery to participate in flex markets.

At a time when countries seek to redefine their education policies towards stabilization, prosperity, and democratization of opportunities, the idea of community college offers a powerful connective solution to community, industry, and national economies. American higher education is currently experiencing a convergence of three trends: a rise in adult learners as the largest population of students on college campuses, an increased focus on academic STEM degree programs and credentials, and the proliferation of promise programs that provide financial assistance to students. Community colleges as open access institutions are at the nexus of where these three trends converge and thrive. This chapter provides an overview of these three trends with recommendations for practice to guide community college leaders and faculty who are charged with management of these three trends during this unique time in higher education.

Free higher education has become a major policy discussion of the past few years, one that is often debated or supported along partisan lines. Those supporting this policy initiative often point to the rising cost of a college education and the barrier it creates for underrepresented populations hoping to access higher education. Others point to a broken financial aid system that leaves more individuals financing their education through student loans, adding to a massive national loan debt now exceeding a trillion dollars. Various arguments for and against a free-tuition program within the American higher education system are addressed. While an argument can be made that all public American higher education should be tuition-free, limiting a large-scale federal program to the American community college has economic and political implications that could make the policy more feasible for a larger percentage of the American public.

This paper discusses the development of community colleges in the United States and Canada, outlines some of their key distinguishing characteristics and the main models that have developed with regard to student entry to higher education and student transfer between institutions, and attempts an evaluation of the community college idea, looking at both strengths and weaknesses. The paper then explores the possible relevance of the community college for Australian higher education today.

Purpose – The purpose of this paper is to investigate how the effects of 8Ps of services marketing affect students’ selection of self-financing sub-degree programmes in Hong Kong. The factors that affect students’ selection of self-financing sub-degree programmes have not been studied in higher education market of Hong Kong. This research is to fill the gap by examining the effects of 8Ps (“Product Elements”, “Price and Other User Outlays”, “Place and Time”, “Promotion and Education”, “People”, “Process”, “Physical Environment” and “Productivity and Quality”) on self-financing sub-degree programmes in Hong Kong. Design/methodology/approach – The research taken was a quantitative survey of students at Community College at Lingnan University in Hong Kong. Findings – The results reveal that “Productivity and Quality” is the most important element of 8Ps of services marketing. Accreditation of programmes seeking recognition in Hong Kong and overseas can increase student enrolment. “Promotion and Education” element is the least important element of 8Ps of services marketing. Self-financed higher education institutions should develop strategies to build relationships with the secondary school teachers and counsellors rather than invest money on advertising. Research limitations/implications – The data were collected from a particular community college in Hong Kong only. Practical implications – Management can increase student recruitment by allocating minimum amount of limited resources to recruit maximum number of students. Originality/value – This research adds knowledge to the marketing of higher education in Hong Kong. The management of self-financing sub-degree programmes can use the findings of this research as a reference to develop their marketing strategies.

With rising and wide spread expectations that commu-nity colleges will become stronger forces throughout the nation, the stage is now set for these institutions to become even bigger players in the landscape of higher education, economic development and social justice by helping to create a more inclusive, well-educated and engaged citizenry. This article looks inward at what com-munity college leaders, faculty and student services pro-fessionals need to do to transform their institutions into colleges that are truly ready to meet these rapidly grow-ing expectations and to be able to take full advantage of these new opportunities. Four key areas at the institution-al level are discussed that must be addressed in order for community colleges to make substantial and necessary improvements in student learning and development. These include: (1) expanding the definition and under-standing of what leads to student learning and success; (2) realigning and tightly coupling every function and activity at the college to better support student learning and success; (3) confronting the myth that community colleges are innovative and flexible institutions; and (4) instituting a new kind of leadership that is focused firmly on improving student learning and success. There are enormous opportunities waiting for community colleges that will require dramatic transformation and change throughout the organization.
