AbstractNature-based solutions (NBS) implementation in urban contexts has proven outcoming multiple benefits to reverse the current trend of natural resources’ degradation adversely affecting biodiversity, human health, and wellbeing. Yet, the current urban-planning policy frameworks present a rigid structure to integrate NBS definitions, and their co-benefits to get mainstreamed and up scaled on a wider urban spatial dimension. In this research, we test a complete co-creation pathway that encourages decision-makers to embed citizen engagement methodologies as an approach to co-design and co-implement NBS in shared-governance processes aiming to increment the greening of urban spaces, towards more inclusive and climate resilient cities. On one hand, we assess a tendency to involve a multiplicity of stakeholders that collaborate to the establishment of an Urban Innovation Partnership (UIP) aiming at increasing the social awareness around NBS themes, and at the same time tackling both financial and governance aspects. On the other hand, the innovation embedded in NBS paves the way to combine a multi-scalar flexibility in implementation tools and place-based urban actions, hence resulting in widespread economic, environmental, and social impacts in place. The novelty in embedding the co-creation process in urban-planning practice lies in catalyzing resources towards the transposition of research into practice through policy and planning tools for local authorities and decision-makers. Three front-runner cities (Hamburg, London, and Milan) are under investigation as part of Clever Cities—a Horizon 2020 project—aiming at implementing NBS in diverse urban-regeneration processes, through nine up-running Urban Living Labs (ULLs). Grounded on a comparative analysis of these three cities, key characterization for NBS implementation framework could be categorized into: (1) current urban-planning greening strategies in each context, (2) specific environmental and societal challenges addressed, (3) different typologies and scales of NBS integration within urban morphologies, (4) specific governance process as response to co-design and co-implementation processes, and (5) availability of financial investment and main stakeholders. As research results, we emphasize using co-creation approach in urban planning to embed and upscale NBS in an inclusive shared-governance process, hence contributing to social awareness and acceptance. Meanwhile, spatial, and financial challenges could be majorly resolved using a multi-scalar approach to manage newly embedded urban-greening policies at the urban level. Lastly, the implementation scale of NBS with local communities requires a radical paradigmatic shift in societal, individual and administrative urban-planning practices.

In recent years, nature-based solutions have been increasingly promoted as a climate change adaptation instrument, strongly advocated to be co-created. Achieving clear, coherent, and ambitious urban greening strategies, embedded in urban planning and developed in a co-creative, participatory and inclusive manner, is highly challenging within the EU enlargement context. In this article, such challenges are studied through two recent urban development initiatives in Belgrade, the Capital of Serbia: the first initiative focuses on planning the new Linear Park, within the framework of the CLEVER Cities Horizon 2020 project; the second initiative envisages the transformation of the privatised Avala Film Complex in the Košutnjak Urban Forest, primarily led by private interests but supported by the local authorities. The multiple-case study research method is applied, with an exploratory purpose and as a basis for potential future research on evaluation of co-creation processes for NBS implementation. The theoretical basis of this article is founded in the research on sustainability transitions, focusing on multi-level perspective (MLP) framework. The urban planning system in Belgrade and Serbia is observed as a socio-technical regime of the MLP. In such framework, we recognize co-creative planning of the Linear Park as a niche innovation. We interpret opposition towards planning of the Avala Film Complex as escalation, or an extreme element of the socio-technical landscape, comprised of civic unrests and political tensions on one side, combined with the climate crisis and excessive pollution on the other side. Moreover, the article examines informal urban planning instruments that can be implemented by the practitioners of niche innovations, that could support urban planners and NBS advocates in the Serbian and EU enlargement contexts to face the challenges of motivating all stakeholders to proactively, constructively and appropriately engage in co-creation.

The shared governance structure is a nursing practice model which is a hallmark of engaging the front line team into the role of leading practice excellence. The main principles of shared governance include ownership, accountability, empowerment, team building, leadership, innovation, autonomy, and practice equity. Combining these key shared governance principles with formal models can drive sustainable action planning for improvement. This article offers an exemplar describing how we improved shared governance in a community hospital setting. After evaluating findings from a gap analysis, we incorporated guiding frameworks such as the A3 action planning process; the Plan, Do, Check, Act cycle; and Lean methodologies to increase nursing engagement in the shared governance process. Clinical nurses and interdisciplinary teams developed action plans for quality and patient satisfaction improvements. We describe specific improvements to our process, offer examples of our improved outcomes, and discuss essential shared governance factors that were critical to our successes.

Based on the critical stance of citizens towards urban planning, growing attention has been directed towards new forms of citizen participation. A key expectation is that advanced digital technologies will reconnect citizens and decision makers and enhance trust in planning. However, empirical evidence suggests participation by itself does not foster trust, and many scholars refer to a general weakness of these initiatives to deliver the expected outcomes. Considering that trust is reciprocal, this article will switch focus and concentrate on planners’ attitudes towards citizens. Do urban planners generally think that citizens are trustworthy? Even though studies show that public officials are more trusting than people in general, it is possible that they do not trust citizens when interacting with government. However, empirical evidence is scarce. While there is plenty of research on citizens’ trust in government, public officials trust in citizens has received little scholarly attention. To address this gap, we will draw on a survey targeted to a representative sample of public managers in Swedish local government (N = 1430). First, urban planners will be compared with other public officials when it comes to their level of trust toward citizens’ ability, integrity and benevolence. In order to understand variations in trust, a set of institutional factors will thereafter be tested, along with more commonly used individual factors. In light of the empirical findings, the final section of the article returns to the idea of e-participation as a trust-building strategy. What would make planners trust the citizens in participatory urban planning?

Purpose: The increase in social awareness, politics and environmental regulation, the scarcity of raw materials and the desired “green” image, are some of the reasons that lead companies to decide for implement processes of Reverse Logistics (RL). At the time when incorporate new RL processes as key business processes, new and important decisions need to be made. Identification and knowledge of these decisions, including the information available and the implications for the company or supply chain, will be fundamental for decision-makers to achieve the best results. In the present work, the main types of RL decisions are identified.Design/methodology/approach: This paper is based on the analysis of mathematical models designed as tools to aid decision making in the field of RL. Once the types of interest work to be analyzed are defined, those studies that really deal about the object of study are searched and analyzed. The decision variables that are taken at work are identified and grouped according to the type of decision and, finally, are showed the main types of decisions used in mathematical models developed in the field of RL.    Findings: The principal conclusion of the research is that the most commonly addressed decisions with mathematical models in the field of RL are those related to the network’s configuration, followed by tactical/operative decisions such as the selections of product’s treatments to realize and the policy of returns or prices, among other decisions.Originality/value: The identification of the main decisions types of the reverse logistics will allow the managers of these processes to know and understand them better, while offer an integrated vision of them, favoring the achievement of better results.

The author raises the issue of improving the public hearing procedure. The author analyses the established practice of public hearings in Russia, criticizes the new Urban Planning Code adopted in the Russian Federation, and expresses her concerns about the violation of its provisions regulating public hearings and discussions. These concerns are the outcome of an extensive in-depth research into the practice of public hearings, the analysis of their minutes and resolutions; the process of monitoring the course of public hearings, and sociological surveys launched among different categories of respondents in Moscow. The author analyzes the findings of the polls launched among Muscovites, as well as the expert interviews given by the deputies of the Moscow State Duma and members of urban initiative groups. The author’s conclusion is that the conversion of public hearings into an efficient public and political institute requires the reconsideration of their organization and implementation processes, let alone the assignment of a legal status to resolutions of public hearings. The author proposes a two-step public hearing model that will make it possible to expose projects to thorough expert evaluations by independent specialists and to launch extensive discussions among urban residents.

The Walking Suitability Index of the Territory–T-WSI is an innovative methodology to assess walkability. Unlike other methods and tools in this field designed to evaluate walkability on given origin-destination paths, T-WSI is conceived for area-wide assessments, typically at the neighborhood level. This can be achieved by visual surveys to collect data, which are easy to perform at street level, their further process via an algorithm, and their aggregation to assess the walking performance levels of the test area. The paper describes such methodology, which includes the development of 12 indicators associated with four main evaluation categories (Practicability, Safety, Urbanity and Appeal), and its application to a case study in a medium-size town in central Italy. Results are described and elaborated to highlight T-WSI’s contribution to help decision makers in the urban governance process, typically in the fields of land use, mobility management and maintenance, coherently with the research objective to enlarge the potential of walkability methodologies thus far available up to area-level assessment.

As a result of accelerated growth during the past decade, land use change over time and its accompanying problems represents a policy area germane to New Hampshire. Accurate projections of the future pattern of land use would be helpful to decision makers responsible for land use policy. Such projections could assist policy makers either directly in formulating land use plans or indirectly in justifying the need (or lack of need) for overt land use planning. Future projections, based upon various alternative land use policy scenarios, will increase the quantitative supply of information to decision makers in a two-fold manner. First, such estimates provide an insight into the current trend in land use mix and, secondly, give an overview of what impacts various policies directly have upon land use change.

<p>The purpose of this paper is to investigate the current trend of solid waste management in Nigeria and to identify the major challenges inhibiting the attainment of sustainable solid waste management in the country. The study relied on a desktop study approach; hence, data were obtained from previous publications relevant to the current study, particularly from peer reviewed publications. Sources such as waste management agencies websites, reports and documents, journal articles, environmental organizations reports and books were also used to obtain information and data.</p><p>It was found that solid waste management is a major concern in the country. Inadequate environmental policies and legislations, low level of environmental awareness, poor funding and inappropriate technology, corruption and unplanned development were some of the challenges facing solid waste management in the country. As a result, the paper concludes that for waste management to work, various aspects of Government services such as engineering, urban planning, Geography, economics, public health and law among others must be brought together under a proper policy to deliver an effective waste management system.</p>

This paper is a reflective overview of the knowledge on online conversion of services in the perspective of urban planning. It points that traditional planning aimed at building optimal spatial relationships between particular functions in urban environment. Particular decision-making rules have been introduced, contributing to a hierarchical land-use structure. This traditional approach has been recently challenged by the rapid ICT development which added a lively, virtual, and non-spatial dimension of urban economy. The well-established foundations of urban planning started to shake, calling for a new paradigm. This paper looks for an alternative to conventional planning which would be able to develop policies for omnichannel services (i.e., enterprises that use both online and offline channels for communicating and distributing their products). The advantages of ‘e-planning' in managing omnichannel services sector are outlined and a conclusion is drawn that only a multi-channel approach can bring appropriate answers to contemporary developments in services sector.
