Introduction. The current state of income distribution and the particularities of the labor market is a key indicator in identifying opportunities for ensuring the country’s economic development and macroeconomic stability as a necessary basis for inclusive growth. In Ukraine, against the backdrop of an unbalanced economy, high unemployment, gender inequality, social stratification and increasing income inequality, the labor market needs to change the development vector, taking into account the demands of inclusive economic growth. Purpose. The purpose of our article is to investigate the state of distribution of population incomes and labor market features through the prism of an inclusive approach to economic growth and to identify basic principles for overcoming labor market imbalances, as well as to explore the key priorities of the Europe 2020 economic growth strategy. Methods. Based on the analysis of scientific-theoretical approaches to the interpretation of the concept of the labor market, income distribution, the essence of inclusive growth and international methods of assessment and calculation of the index of inclusive development, we applied a systematic approach using analytical, monographic, macroeconomic, economic and mathematical methods of studying this problem. Results. Today, in the labor market of Ukraine, there is a balanced demand for labor, which is reflected in a shortage of workers of specialties and excess supply of workers with higher education, and there is still unmet demand for vacancies, one of the reasons for the mismatch of requirements, the offered professions and the level of qualification available in employees. It is confirmed that the vector of inclusive development of the economy of Ukraine will help to overcome imbalances in the labor market, will become one of the factors of balanced development and will increase the standard of living of the population and reduce the income gap. Reducing the income gap as one of the main priorities of inclusive growth should be realized through improving the social policy of the state, ensuring structural transformations in the Ukrainian economy, establishing a real minimum wage and the size of the consumer basket, improving the monitoring of labor market forecasting and education the labor market in skilled labor and the expansion of opportunities for increasing the competitiveness of the workforce through the improvement of educational services. Discussion. The basic principles of inclusive development should be the principles of equal opportunities; the principle of justice for all; the principle of openness; the principle of inclusive solutions; the rule of law; the principle of inclusive democracy; principles of decent work and decent living standards; the principle of entrepreneurial activity for all; the principle of social cohesion; principle of being scientific. The subject of our further research is to identify the infrastructure functions of an inclusive labor market.

In point of view of labour market the immigration has become the major factor in recent times. The main tasks of immigration policy: compensation of labour shortages in relation with demographic and aging population problems; to satisfy the long-term demand for labour in some business sectors; to ensure the labor supply of innovation-qualified investment processes; organizing of preparation of experts from requested profession; to limit the short-term unskilledlabor immigration; creating the necessary conditions and broaden the opportunities for immigration for business use.

The article examines the problems of employment of persons with disabilities and the peculiarities of regulatory and legal support in the field of regulation of employment of persons with disabilities. The employment rate of people with disabilities is a priority for a good life and an important indicator that gives them the right to feel like full members of society and get a positive impact on their psychological state. The concepts of state policy in the field of employment regulation of persons with disabilities are analyzed. The accumulated international and domestic experience shows that the effective solution of these problems is possible only within the model in which the political goals of the state, legal, economic, organizational and scientific skills, components of the social protection of persons with disabilities are pensions, state social insurance, state social insurance. support, system of benefits and compensations. Ukraine only at the first stage to inclusive development Inclusive development is based on the distribution of welfare, elimination of discrimination and participation of all labor resources, which provides a high standard of living for the majority of the population. Approaches to the definition of the terms “disability” and “persons with disabilities” in the legislation of different countries are systematized. Domestic legislation provides for a number of economic levers of influence on enterprises, institutions, organizations that use hired labor, in order to ensure employment of this category of citizens. The main problems of employment of people with disabilities and ways to overcome them are identified. Integrating people with disabilities into the labor market is a complex multilateral process that requires each country to find a specific combination of measures and funding opportunities. Successful implementation of measures is essential to create a comprehensive labor market with equal opportunities for all members of society.

The article substantiates that in order to ensure the effective development of economic systems, the issues of rational use of natural resources and environmental safety are significant. Environmental problems for modern economies of the world are systematized. The aim of the research is to study the theoretical and practical experience in the formation of an inclusive society and the “green” economy of the regions in the Republic of Belarus based on the analysis of the mechanism for introducing circular technologies at the micro level, schemes for engaging vulnerable groups of the population, creating “green” jobs, creating courses on the principles of inclusion economy in the workplaces. The following tasks were set and resolved: the mechanism for the formation of the inclusive society and the “green” economy in the Republic of Belarus was identified through the introduction of circular technologies at the micro level; considered the features of involvement in employment of vulnerable groups of the population; identified and systematized features of creating “green” workplaces; specificity of courses for on-the-job training on the principles of inclusion and “green” economy is grounded. The research methodology is based on the principles of systems analysis, formal logic and an interdisciplinary scientific approach. Monographic and descriptive method was used in the formation of theoretical and practical basis for development an inclusive society with elements of the “green” economy; method of analysis and synthesis, method of statistical data analysis in the short-term analysis. The novelty of this research lies in the fact that the theoretical and practical foundations for building the inclusive society through the tools of the “green” economy and education have been studied and scientifically grounded. The conclusions are that the creation of “green” jobs, learning the principles of a “green” economy, as well as the implementation of other measures to ensure the sustainable development are necessary. And development of inclusive society and “green” economy depend on ability of government and firms to teach their basic principles and create inclusive and “green” workplaces and jobs. As recommendations it is proposed to involve older labor resources in employment, taking into account coordination of the vocational qualification structure of labor supply and technical and technological parameters of workplaces; to assess development of the international labor market and sustainable development of the labor market with created by authors list of indicators; to develop an electronic web resource with information about the skills of the workforce, indicating the geography of workplaces and schemes for building up the necessary skills contributes to the advance preparation of the workforce; and to organize and conduct courses for employers and employees in the field of inclusive development and “green” jobs.

Dual studies is an extremely attractive today, although not yet, common form of integrated education. Are they studies of the future? Considerations about the nature and importance of this type of studies in the process of vocational education, which should be determined by the needs of the modern labor market have been included in this article. The author shall review the selected offers of Polish universities in conducting of dual studies. Necessary conditions to start and conduct this form of education, as well as the potential benefits for stakeholders (students, employers, universities as institutions) have been presented in this publication. The dual studies are presented as a  way of enterprising attitudes developing and professional competence of students (including the highly valued in the social competence labor market). Encouragement of universities that do not yet offer dual studies to consider the possibility of their launch in selected fields of studies is the purpose of this article. In the paper the process of starting this form of education through diagnosing the needs analyses is proposed.

Introduction. After the global economic crises, there was a need to open and develop new opportunities for productive employment and to translate economic growth into extensive progress in all spheres of life. Therefore, the concepts of inclusive growth, inclusive economy, inclusive labor market aroused interest. Inclusive economic growth is a prerequisite for the evolutionary progress of society, because it is based on appropriate optimal employment and interaction of all actors in the social and economic environment. The countries of the European Union have put inclusive development at the heart of the growth agenda. Purpose and objectives. The aim of the study is theoretical and applied aspects of the implementation of inclusive growth on the example of the project "Inclusive labor market to create jobs in Ukraine" and to identify the main areas of solving interrelated problems in the implementation of this project. One of the objectives of the study is to substantiate the recommendations for the implementation of the project management process in public and social organizations in terms of inclusive growth. Results. The article considers the theoretical and methodological principles of the inclusive labor market and its components. The concepts of inclusive growth and inclusive labor market are defined. The preconditions and principles of the project "Inclusive labor market for job creation in Ukraine" in order to implement the latest management techniques, technologies and tools to improve labor market regulation are considered. Models of projects of participation of divisions of the State employment service of Ukraine for the purpose of introduction of standards of management of projects to management of projects of social and public spheres of the Ukrainian society are created. Conclusions. It is determined that an important institutional factor for the inclusive development of regions is an effective economic policy. State (public) regulation of regional development should be systemic, indirect, recommendatory and, most importantly, strategic. The socio-economic policy of the region should reflect the principles and goals of the administration and regional economic entities, directions and priorities of their activities, which are based on the national strategy. mechanisms for overcoming the economic crisis. Given these complexities, the project management system should become a key management methodology in today's information world. This management system is effective in the development and implementation of social innovations.
