Resumen Se presenta una propuesta basada en el desarrollo de una aplicación para dispositivos móviles que cuenten con sistemas operativos Android, integrando dos herramientas de demarcación como es realidad aumentada y geo posicionamiento, contribuyendo a una mejor movilidad de personas invidentes en la cuidad de Tunja; además se presenta el estado del arte de trabajos relacionados con dispositivos móviles y realidad aumentada, dando soporte al desarrollo de actividades en poblaciones con este tipo de discapacidad; la articulación de este tipo de tecnologías permite obtener dispositivos de gran utilidad para su desenvolvimiento autónomo. La solución consta de un primer módulo de geo-referencia el cual se encarga del almacenamiento de los puntos geográficamente importantes sobre rutas seleccionadas para el estudio; un segundo módulo trata de escoger la ruta óptima que la persona puede recorrer, adicionalmente se integra la funcionalidad en realidad aumentada, la cual basándose en los puntos reconocidos estratégicamente y la información recibida sobre esta, ayudara a reconocer los lugares por los que la persona pueda guiarse como referencia durante su trayectoria. Palabras Clave: Realidad Aumentada, dispositivo móvil, discapacidad visual, movilidad, invidentes.   Abstract We present a proposal based on the development of an application for mobile devices that have Android operating systems, integrating two tools demarcation as augmented reality and geo positioning, contributing to the improved mobility of blind people in the city of Tunja, plus it presents the state of art related work and augmented reality mobile devices, supporting the development of activities in people with this type of disability, the articulation of these technologies allows for useful devices for autonomous development . The solution consists of a first geo - reference module which is responsible for storage of important geographical points on routes selected for the study, a second module deals with choosing the optimal path that the person can go, additionally integrates the functionality in augmented reality, which recognized based on the points strategically and information received about this, help you recognize the places that a person can be guided as a reference during his career. This study aims to determine the best route to tourist sites in Surabaya. An optimal path will be obtained from three path choices. The method used is Sugeno Fuzzy Logic, by obtaining membership degrees with fuzzification and then being applied to the appropriate rules, followed by the deflation process to produce optimal and less optimal output. There are six tourist attractions to be visited including Tugu Pahlawan, Food Junction Pakuwon, Atlantis Land, Surabaya Zoo (KBS), Suroboyo Carnival, and Mangrove. There are three starting points (Surabaya City Hall, Purabaya Terminal, and Tanjung Perak Port). The criteria used in this study are distance to tourist attractions, time taken, and road density. These criteria were chosen based on almost all tourist locations in the city of Surabaya through the crowds along the main city lanes in Surabaya. Data is obtained through google maps by comparing three paths and the optimal path will be determined to be passed to get to tourist attractions in Surabaya. The results of this study obtained six optimal paths from each starting point. Penelitian ini bertujuan untuk menentukan jalur terbaik menuju lokasi wisata di Surabaya. Akan diperoleh jalur optimal dari tiga pilihan jalur. Metode yang digunakan adalah logika fuzzy sugeno, dengan cara mendapatkan derajat keanggotaan dengan fuzzifikasi dan kemudian diimplikasikan ke dalam rule yang sesuai, dilanjutkan proses defuzzfikasi untuk menghasilkan output optimal dan kurang optimal. Terdapat enam tempat wisata yang akan dikunjungi diantaranya Tugu Pahlawan,  Food Junction Pakuwon, Atlantis Land, Kebun Binatang Surabaya (KBS), Suroboyo Carnival, dan Mangrove. Ada tiga titik awal (Balaikota Surabaya, Terminal Purabaya, dan Pelabuhan Tanjung Perak). Kriteria yang digunakan pada penelitian ini adalah jarak ke tempat wisata, waktu yang ditempuh, dan kepadatan jalan. Kriteria tersebut dipilih berdasarkan hampir seluruh lokasi wisata yang ada di kota Surabaya melewati keramaian di sepanjang jalur utama kota yang ada di Surabaya. Data diperoleh melalui Google maps dengan membandingkan tiga jalur dan akan ditentukan jalur optimal yang akan dilewati untuk menuju tempat wisata di Surabaya. Hasil dari penelitian ini diperoleh enam jalur yang optimal dari setiap titik awal.

Waste collection is one of the targets of smart cities. It is a daily task in urban areas and it entails the planning of waste truck routes, taking into account environmental, economic and social factors. In this work, an optimal path planning algorithm has been developed together with a practical software platform for smart and sustainable cities that enables computing the optimal waste collection routes, minimizing the impact, both environmental (CO2 emissions and acoustic damage) and socioeconomic (number of trucks to be used and fuel consumption). The algorithm is executed in Net2Plan, an open-source planning tool, typically used for modeling and planning communication networks. Net2Plan facilitates the introduction of the city layout input information to the algorithm, automatically importing it from geographical information system (GIS) databases using the so-called Net2Plan-GIS library, which can also include positions of smart bins. The algorithm, Net2Plan tool and its extension are open-source, available in a public repository. A practical case in the city of Cartagena (Spain) is presented, where the optimal path planning for plastic waste collection is addressed. This work contributes to the urban mobility plans of smart cities and could be extended to other smart cities scenarios with requests of optimal path planning.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
