AbstractThis chapter explores conflict and cooperation around water infrastructure in relation to contestations over water and land in peri-urban Khulna, Bangladesh. It analyses how these contestations, together with the effects of climate change and urbanization, contribute to water insecurity. These dynamics are explored by viewing the peri-urban space as a hydro-social system where physical infrastructure (a sluice gate), hydrological processes and various actors interact. Through participatory appraisal, stakeholder analysis and social power mapping, we analyse the emergence, manifestations and implications of conflicts, and how power relations influence the conflict dynamics. The chapter further presents the process and outcome of participatory actions for capacity-building of communities to facilitate their empowerment by elevating their knowledge level and negotiating capabilities toward securing water and resolving conflicts. We argue that conflicts and water insecurities of peri-urban communities largely emerge from the absence of their participation in the planning and management of water infrastructure, and their limited capacity to resist changes in the control of water and agricultural land. The chapter concludes that peri-urban communities lack the power and agency to mitigate the impacts of urbanization and climate change, while neither urban nor rural planning processes formally recognize the peri-urban and its specific water security problems and needs. This policy gap leads to increasingly complex conflicts and water insecurities. Success and sustainability of alternative livelihood choices and collective action by marginalized communities depend much on continued advocacy, cooperation among and between communities and government agencies, commitment of a trusted neutral actor, and mutual understanding and respect for each other’s positions.

Climate change (CC) and its impacts on the socio-economy and the development of communities has become an issue causing very special concern. The rise in global temperatures, in sea levels, extreme weather phenomena, and salinization have occurred more and more and have directly influenced the livelihoods of rural households in the Red River Delta – one of the two regions projected to suffer strongly from climate change in Vietnam. For farming households in this region, the major and traditional livelihoods are based on main production materials as agricultural land, or aquacultural water surface Changes in the land use of rural households in the Red River Delta during recent times was influenced strongly by the Renovation policy in agriculture as well as the process of industrialization and modernization in the country. Climate change over the past 5 years (2005-2011) has started influencing household land use with the concrete manifestations being the reduction of the area cultivated and the changing of the purpose of land use.

We analyzed the agricultural land-use changes in the coastal areas of Tien Hai district, Thai Binh province, in 2005, 2010, 2015, and 2020, using Landsat 5 and Landsat 8 data. We used the object-oriented classification method with the maximum likelihood algorithm to classify six types of land uses. The series of land-use maps we produced had an overall accuracy of more than 80%. We then conducted a spatial analysis of the 5-year land-use change using ArcGIS software. In addition, we surveyed 150 farm households using a structured questionnaire regarding the impacts of climate change on agricultural productivity and land uses, as well as farmers’ adaptation and responses. The results showed that from 2005 to 2020, cropland decreased, while aquaculture land and forest land increased. We observed that the most remarkable decreases were in the area of rice (485.58 ha), the area of perennial crops (109.7 ha), and the area of non-agricultural land (747.35 ha). The area of land used for aquaculture and forest increased by 566.88 ha and 772.60 ha, respectively. We found that the manifestations of climate change, such as extreme weather events, saltwater intrusion, drought, and floods, have had a profound impact on agricultural production and land uses in the district, especially for annual crops and aquaculture. The results provide useful information for state authorities to design land-management strategies and solutions that are economic and effective in adapting to climate change.

For countries in Southeast Asia that mainly rely on surface water as their water resource, changes in weather patterns and hydrological systems due to climate change will cause severely decreased water resource availability. Warm weather triggers more water use and exacerbates the extraction of water resources, which will change the operation patterns of water usage and increase demand, resulting in water scarcity. The occurrence of prolonged drought upsets the balance between water supply and demand, significantly increasing the vulnerability of regions to damaging impacts. The objectives of this study are to identify trends and determine the impacts of extreme drought events on water levels for the major important water dams in the northern part of Borneo, and to assess the risk of water insecurity for the dams. In this context, remote sensing images are used to determine the degree of risk of water insecurity in the regions. Statistical methods are used in the analysis of daily water levels and rainfall data. The findings show that water levels in dams on the North and Northeast Coasts of Borneo are greatly affected by the extreme drought climate caused by the Northeast Monsoon, with mild to the high risk recorded in terms of water insecurity, with only two of the water dams being water-secure. This study shows how climate change has affected water availability throughout the regions.

<p>In order to mitigate climate change and reduce the anthropogenic greenhouse gas (GHG) emissions, the Kyoto protocol has been adopted in 1997 and the Paris Agreement entered into force in 2016. The Paris Agreement have ratified 190 out of 197 Parties of the United Nations Framework Convention on Climate Change (UNFCCC) and Croatia is one of them as well. Each Party has obliged regularly to submit the national inventory report (NIR) providing the information on the national anthropogenic GHG emissions by sources and removals by sinks to the UNFCCC. Reporting under the NIR is divided into six categories / sectors, and one of them is land use, land use change and forestry (LULUCF) sector, where an issue of uncertainty estimates on carbon emissions and removals occurs. As soil respiration represents the second-largest terrestrial carbon flux, the national studies on soil respiration can reduce the uncertainty and improve the estimation of country-level carbon fluxes. Due to the omission of national data, the members of the University of Zagreb Faculty of Agriculture, Department of General Agronomy have started to study soil respiration rates in 2012, and since then many different studies on soil respiration under different agricultural land uses (i.e. annual crops, energy crop and vineyard), management practices (i.e. tillage and fertilization) and climate conditions (i.e. continental and mediterranean) in Croatia have been conducted. The obtained site specific results on field measurements of soil carbon dioxide concentrations by <em>in situ</em> closed static chamber method will be presented in this paper.</p>

Background Recent incidents of racism at predominantly White institutions (PWIs) have gained increased national attention. The backlash to individuals speaking out against racialized practices is often masked through discourse that dismisses the adverse effects of racism. Because university administrators often center their responses to incidents of racism on upholding free speech, scholars should analyze the ways that administrators’ responses might reinforce the existence of such racist behaviors and affect marginalized students. Purpose and Research Questions Rather than placing the burden on students to disrupt institutionalized racism, the author critically analyzed the discourse administrators utilized in their responses to understand the role of power in language. The following research questions informed the study: (a) what are the various characteristics of the discourse of university administrators as they respond to incidents of racism? and (b) how do university administrators’ responses to racism support or disrupt larger patterns of social power and privilege? Research Design The author utilized critical discourse analysis (CDA) to deconstruct relationships between the speech patterns of university presidents and larger Discourses about social power. Through a process of description, interpretation, and explanation, the author sought to reveal the underlying ideologies that go beyond surface-level discourse about free speech. Data Collection and Analysis Based on the context of increased police brutality and student protests on college campuses, the author reviewed data on recent incidents of racism at PWIs. The three final cases chosen for analysis represented varying approaches utilized by administrators to respond to racist incidents. Through multiple phases of coding, the author interpreted relationships between textual patterns to reveal a larger narrative about administrative accountability. Findings Each university president utilized a different approach to campus racism. The major discourse patterns represented were (a) a direct reproach of individuals as accountable for racism; (b) an indirect and theoretical approach to the reality of racism; and (c) a denial of or diversion from racism through authority. Conclusions and Recommendations Across the cases, administrators utilized speech that either downplayed the existence of racism or defined it through privilege or colorblind ideology. With the last incident resulting in the firing of the president, the analysis revealed ways that presidents can utilize emotional speech without substantial action. In order to be more responsive to marginalized communities, administrators need to intentionally engage with marginalized groups who are often silenced because their beliefs do not fit the standard of the dominant norm.

The relevance of the study is associated with the speed of modern sociopolitical processes in the territories, the emergence of new participants and tools for achieving their own and collective interests. The aim of the article is to describe the real urban processes of sociopolitical interaction in the conditions of reactive relations, taking into account the interests and positions of the participants, the content and dynamics of interaction. The methodological basis of the study is the concept of social action and power relations by M. Weber, the concept of resources by A. Giddens, research works by L.L. Shpak, who considers interaction in the aggregate of regional everyday sociopolitical practices. The article proposes a framework for the study of rapid reactive actions and relationships that can significantly accelerate the flow of social and political interactions. The analysis of reactive relations, the dynamics of the nature of social and political interaction on the scale of the urban space, as well as confirmation of signs of reactivity of relations, is based on the analysis of two cases of Kemerovo related to the improvement of the urban space, demonstrating at the same time the practice of social and political communications. For the Statue of Saint Barbara case, the method of content analysis is used to study the Internet audience; the method allows analyzing the density and coherence of information communications taking into account the inclusion and/or belonging of users in relation to the analyzed data. The use of the method of analyzing event data in the media (event analysis) for the Lazurny case illustrates the dynamics of social and political interaction. As a result, it has been revealed that, in the context of new reactive relations, the communicative potential of ordinary users (citizens) grows in the social and political interaction of a city or a certain territory. The practices of social interaction considered in the article are replenished from the implementation of innovative projects within the framework of urban communities. An important role is played by the constantly changing conditions for the transmission and accumulation of information significant in the urban space, as well as by the activity resource – active drivers of modern communication. The prospect of further research is the search for new tools and indicators of a new quality of social and political interaction in the context of reactive relations

Green revolution started at mid of twentieth century was the answer of anxiousness reminded by Malthusian that food scarcity problems in relation with population growth. In concurrence with exploitation of fossil fuel for agriculture mechanization as well as agrochemicals in the form of inorganic fertilizer and pesticide, green revolution by introducing high yielding varieties of cereals and grains was able to nourish the world population by increasing productivity. Indeed, from beginning of mechanization with fossil fuel based as advised by Rudolf Diesel then Arrhenius would be affected to the release of CO2 to the atmosphere and consequently exaggerating climate change as suffered by current and future generations. Under green revolution based on cereals and grains affected forest conversion into open agricultural land, because both commodities are sun-loving crops, which are hate to the shade. On the other hand, to slow the severity of climate change natural forest must be conserved tightly. Entering third millennium demand of food production with ecologically friendly is stronger. Hence, green revolution needs to be amended into greener perspectives. Thus, implementation of agro-forestry into wide range of agro-ecological zone is urgently innovated. Fortunately, shade tolerant of root crops has significant advantage to be developed under agro-forestry. Under shade of forest canopy at basal forest strata, root crops are able to sequester CO2 to be converted into carbohydrate and other compounds to provide food for the dweller. Back to nature is not only a slogan, with root crops under agro-forestry is a reality; fresh root up to 30 t ha-1 can be harvested yearly as the source of food and renewable fuel as well. As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage.

Introduction: Flood is one of the climate change induced hazards occurring in most parts of the world. It exposes humanity and many socio-ecological systems to various levels of risks. In Nigeria, extreme rainfall events and poor drainage system have caused inundation of several settlements to flooding. To contain the disaster, risk mapping were among the measures recommended. Aims: The aim of this paper is to highlight flood risk zones (FRZ) in Uhunmwonde Local Government Area (LGA), Edo State, Nigeria. Methodology: Flood risk (FR) was mapped using hazards and vulnerability and implemented using geographic information system (GIS)-based multi-criteria analysis analytic hierarchy process (MCA-AHP) framework by incorporating seven environmental and two socio-economic factors. Elevation, flow accumulation, soil water index of wettest quarter, normalized difference vegetation index, rainfall of wettest quarter, runoff of wettest quarter and distance from rivers constituted the hazard component while population density and area of agricultural land use was the vulnerability layer. The climate change induced flood risk was validated using the responses of 150 residents in high, moderate and low flood risk zones. Results: The resulting flood risk map indicated that about 40.4% of Uhunmwonde LGA fell within high flood risk zone, 35.3% was categorized under moderate flood risk zone whereas low flood risk zone extended up to about 24.3% of the LGA. The high number of respondents who reported occurrence of flooding with frequency being very often and the fact that flooding was a very serious environmental threat during on-the-spot field assessment validated the generated climate change induced flood risk. Conclusion: The utilitarian capabilities of GIS-based MCA-AHP framework in integrating remotely-sensed biophysical and climate change related flood inducing indicators with socio-economic vulnerabilities to arrive at composite flood risk was demonstrated.
