Knowledge has been widely recognised as the most important factor of production in a "new economy". The production, dissemination and utilisation of knowledge are therefore essential for development. Some countries, Malaysia among others, have embarked on an ambitious plan to use knowledge as a base for economic development, by-passing earlier stages of industrialisation. Some commentators have, in contrast, asserted "that it is doubtful that the knowledge revolution will let developing countries leapfrog to higher levels of development" as "the knowledge economy will actually expand the gap between rich and poor" (Persaud, 2001:108). The paper discusses this controversy by arguing that the knowledge-gap (k-gap) is in fact a precondition for development. It is, however, no natural phenomenon but it is constructed by experts and governments. Socio-economic indicators are used to show that the existing global knowledge gap is widening between Southeast Asia and the OECD countries and within ASEAN. Malaysia, whose government has pursued a vigorous strategy of knowledge development is moving ahead of other ASEAN nations, but falling behind industrialised countries. Factors explaining the situation are outlined in this article.

This chapter offers a critical examination of the “collaborative development model” (UNESCO, 2005) or the Knowledge Societies discourse. By comparing international indicators and flagship publications of the Knowledge Economy and the Knowledge Society, the author uncovers a paradox: How can an idea centered on knowledge, sharing, and openness further cement global and local inequalities? By employing Southern/decolonizing theory, the author suggests a response from the Global South that allows for a more complex, symphonic, and inclusive development paradigm, compared to the Western ideas of linear stages of development. Three core aspects of Knowledge Societies are highlighted: The value of sharing, financing of education, and knowledge-on-knowledge. The author contends that fully embracing the concept of Knowledge Societies entails much more than country level indexing and benchmarking; it means opening up the world in terms of trade, mobility, and data, employing new technology in cross border collaborations and acknowledging our humanity's interconnectedness or ubuntu.

Due to the continued high price of oil and gas, the oil-rich State of Qatar has used its large budget surpluses in the last decade to finance human capacity development, including research, higher education, and the reshaping of its K-12 educational system. This chapter argues that the recent substantial educational reforms in the State of Qatar are closely intertwined with planned future economic transformation (diversification). Although Qatar possesses the world's third largest reserves of natural gas, this resource is ultimately finite and over-reliance on one major economic driver (hydrocarbons) for the bulk of GDP creates boom and bust cycles that have shaped Gulf politics and social development since the 1970s. This chapter examines Qatar's educational efforts to build a knowledge economy to transition away from a resource-rich export-based hydrocarbon economy towards economic activities linked to patents, research, trademarked technologies, skills, and knowledge products.

Abstract In the global world, changes that strike our educational system occur daily. In that matter, most of the traditional guidelines have been thrown away in order to strive towards new goals and methods, the external ones, which satisfy the continually changing labor market. The purpose of an individual in that kind of a system is to adapt in order to satisfy its needs while Socrates searches for happiness inside a man itself - a man possesses knowledge and wisdom for himself and his freedom, not others. With his method of dialectic speech, he seeks his truth and that of others and offers lots to think about. His teaching, which emphasizes love and desire for learning and real knowledge that leads to becoming an independent man, has been inspiring people for over twenty-five centuries, and it should be taken into consideration when thinking about youth, younger generations, and their future. In this paper, we are comparing and showing the differences in education today and the one in Socrates’ time. This paper highlights changes brought by the Bologna Declaration, but also the directionality in the labor market today, which makes the universities entrepreneurial centers. What does that mean for the knowledge economy we are striving for? Can we even state that we really are a knowledge society if we only aspire to knowledge that is dictated by the constantly changing labour market? We compare the knowledge to which we aspire with the knowledge which Socrates searches for and show the disadvantages of today’s educational system along the way. Here we offer Socrates’ ideas and opinions, which lead to possible progress towards genuine wisdom.

Organizations often experience problems and challenges due to the development of rigid bureaucratic rules and procedures, which may represent obstacles to creativity and innovation. In a global knowledge economy, innovation is an important competitive parameter. Consequently, anything that may stimulate innovation in an organization’s creative energy fields is valuable. This paper addresses one question: What management roles of an innovation leader may enhance the development of innovation in an organization’s creative energy fields? Methodology used is conceptual generalization. The article suggests, clarifies and discusses four roles of an innovation leader’s that may have a positive impact on an organization’s innovation performance in creative energy fields. The roles are conceptualized as “the innovation leader as an expert”, “the innovation leader as a reputation builder”, “the innovation leader as a relationship builder”, and the “innovation leader as a creative change force”. The article argues how these four roles are important in promoting innovation in organizations. By doing this, the article contributes to the extant knowledge on how four different roles of an innovation leader’s may enhance an organization’s innovation performance in creative energy fields.
