Abstract The experiment in China that produced the world's first babies with “edited” DNA comes out of an international research program aimed at producing an HIV cure. An atmosphere of secrecy surrounded this experiment at the edge of the law. Volunteers who signed up for the experiment were HIV-positive tonzghi—gay and bisexual “comrades” already living with closely guarded secrets and conflicted desires. Impure hopes—a mix of heterosexual dreams about reproductive futurity and biotech speculation about an HIV cure—drove the research forward. Volunteers were caught between dreamworlds, harboring hopes that were not entirely their own. The story of these patients is tangled up with CRISPR, a fast and cheap tool for manipulating DNA that contains tantalizing promises of medical breakthroughs for innovators and investors. Speculation in the innovation economy produced an earlier gene-editing experiment in the United States that brought HIV-positive veterans of ACT UP together with biotechnology entrepreneurs. After achieving promising results, a fickle market pushed gene-editing enterprises away from HIV cure research. Building on earlier work about impure science, this article makes an argument against purity to consider the contours of hope in ethically compromised times. Hope demands ongoing articulation work. As powerful political and economic forces threaten to steal queer hopes or simply capitalize on them, it is important to make our own ethical, political, and discursive cuts—to selectively renew some articulations while breaking other connections.

Abstract The assessment method of the level of industrial city (Zaporozhіzhia) development influence affected by knowledge and innovation economy has been proposed in the article. Assessment of the sustainable development level is represented by three components: economic, social and environmental, each of which is characterized by certain indicators. The algorithm has been worked out to determine knowledge and innovation impact for urban sustainable development. It is comprised of three successive stages: indicators characterizing a certain sub-vector are determined in the first stage; sub-vector indexes are calculated in the second stage: the knowledge and innovation index; the knowledge and innovation index is calculated based on the additive and multiplicative model in the third stage. The knowledge and innovation index is defined as “stimulus” (booster) and “restriction” (depreciation) of urban sustainable development, that is, defined as specific ratios. To substantiate the importance of knowledge and innovation impact, not only quantitative approach to evaluation, but also qualitative analysis based on matrix methods have been applied. Changing specific ratios and the degree of specific ratios impact on urban sustainable development allows to analyze changes (increase or decrease) of sustainability level amid weights alterations. Changing specific ratios forms the priorities of economic policy and strategic landmarks.

Russia's long-term dependence on the development model of the resource economy can achieve the construction of the "oil curse", and the innovative economy has become an inevitable choice for its economic development. Measures to optimize the environment and mechanisms for innovation. In order to travel the actual situation of Russia's innovative economic development, this article uses the Solow model to formulate time data from 2000 to 2018, constructs an economic development model of Russian economic innovation, and constructs an economic development model of technological innovation. The results show that Russia's technological innovation has a negative growth effect, and there are still upcoming events in the development of Russia's innovation economy.

Abstract In this paper we revealed the problems of development of border rural areas, causing their low economic and social attractiveness. We determined that the development of border rural areas involves the formation of mechanisms for the growth of economic and social activity. The methodological basis of the study is the concept of development of border rural settlements as the most important parts of the economic space. This development is based on the integrated use of economic, social and environmental resources while launching innovative and diversification projects as part of the regional development strategy. We showed the need to form a network of growth centres throughout the region, just as competing for economic, social and environmental resources, so complementing each other in terms of integrated use of resources. The global mission of border rural areas in the innovation economy as well as possible incentives to increase the socio-economic attractiveness of rural areas have been identified. The need for state support for cross-border rural areas was economically justified by identifying opportunity costs. A policy of “smart” protectionism and its effectiveness for the development of border rural areas was described. We proposed a model and main mechanisms for the development of economic, social and environmental activity in the border rural areas. We also revealed the specifics of development of border rural areas of the Republic of Buryatia where world heritage sites are located.

Currently, with the expansion of technological innovations, the economy of the Russian Federation is being transformed. For this reason, it becomes necessary to assess its innovation potential and compare it with the level of innovation potential of other countries. The economies of the BRICS countries were selected for the study, and the United States was also considered as an example of a developed innovation economy. To assess the innovation potential of these countries, groups of indicators were identified that determine the degree of innovation development. The study used data from the Science and Technology section of the World Bank site and applied the methods of correlation and regression analysis. The results of the analysis make it possible to identify and compare the key factors in the development of innovation potential in the countries under consideration.

As an important economic and social transformation strategy that has been adopted throughout the world, the formation of local innovation ecosystems constitutes a network of cooperation in favor of local development through the innovation economy formed by different types of actors. Among these actors, innovation habitats stand out, in particular, innovation centers that bring together in a single location several mechanisms, programs and other habitats in one place, and can thus become an epicenter of innovation ecosystems. However, depending on the degree of maturity of the ecosystem, the management and integration of an innovation center may have certain difficulties in its execution, therefore, this article presents a governance model, called hive, based on the case of the innovation center Jaraguá in Maceió/AL, recently launched within an ecosystem still under construction. At the end, a unique new look at the governance of an innovation center in a reference ecosystem is launched, demonstrating its main obstacles, strengths and how the flow of knowledge is developed in it.

Shaping innovation economy in Russia stipulates passing-over from traditional partial models to system-integrated models of development accompanied by building institutional vector of succession of federal and regional institutions. A special role in processes of interaction between state, business and science is entrusted to institutions of development, which are to foster knowledge generation and successful practices of innovatization. The article studies specific features of scientific and innovation activity support funds, which help realize measures aimed at stimulating and raising efficiency of the scientific and innovation sector on the regional level. State support of institutions of development and science was analyzed and experience of such funds in the Krasnoyarsk area, Tatarstan, Perm area, Smolensk region was investigated as they demonstrate positive dynamics and adequacy in principle lines of functioning. Problems and drawbacks of these funds' work were systematized by 4 large groups: institutional and legal, finance and economic, organizational and managerial and social ones. On the basis of this analysis measures aimed at improving the organizational efficiency of funds and upgrading the regional innovation environment were identified. A conclusion was drawn about the necessity to intensify state and non-state support of fundamental and applied research, to stimulate setting-up of collaborative partnerships in order to raise scientific, technological and innovation competences in regions in view of solving strategic tasks of development.
