Introduction. Effective functioning of transport infrastructure is a basic condition for modernization of the Ukrainian economy and improvement of the quality of life of the population. Currently, there are no effective tools and techniques for comprehensively assessing the effectiveness and priority of project implementation within public-private partnership (PPP) models.The research hypothesis is to find out how public-private partnerships can act as an effective tool for government regulation of innovative development of transport infrastructure.The aim is to conduct a qualitative and quantitative assessment of the efficiency of the implementation of projects in the field of transport infrastructure using PPP models.The methodology of the study is the apparatus of system, economic and statistical analysis, construction of mathematical models, with their subsequent computer implementation.Results: clarified the concept of public-private partnership in the field of transport infrastructure; systematic analysis and classified models of PPP were carried out with identification of their main features; identified the main factors and parameters (financial and economic characteristics of the projects) that determine the effectiveness of PPP in transport infrastructure and proposed algorithm for evaluating the effectiveness of PPP projects; performed research on the ranking of characteristic risks for transport infrastructure projects, performed ranking of characteristic risks; a mathematical model of risk assessment of PPP projects in transport infrastructure has been developed; practical recommendations are given to improve the mechanism for assessing the efficiency and priority of implementation of transport infrastructure development projects based on PPP.Conclusions: it is proved that ranking and implementation of public-private partnership models on the basis of the developed basic principles (payment, competitiveness, equality of all economic agents in access and in the right of PPP contract negotiation) allows to realize the benefits of a comprehensive PPP mechanism for each of its participants. The practical recommendations of the mechanisms for assessing the risks and priorities of PPP projects in the field of transport infrastructure will improve their implementation by further shaping the overall environment of PPP development, enhancing the support and guarantees of the state and developing a unified concept of PPP mechanism development in Ukraine.

In the modern economy, very often there is the problem of lack of state funding in major infrastructure projects. In this regard, partnership between the public and private sectors of the economy is becoming a more effective way of solving problems related to the modernization of transport infrastructure, construction and provision of services, the development of urban areas. Especially of public-private partnership mechanism true for regional economies, where thanks to it there is a more dynamic development of local capital markets, goods and services. The study analyzed the conceptual apparatus, essence and forms of public-private partnership, identified the features and risks in the implementation of PPP projects, assessed the results of global and domestic experience in the use of public-private partnerships, developed recommendations for improving the procedures for implementing public-private partnerships in the field of development of the infrastructure of the Russian airport enterprises.

In the modern economy, there are problems associated with investing in infrastructure development. Its facilities are public goods. Therefore, private business is not interested in their creation and development. And the state does not have sufficient resources to solve the problems of infrastructure development. Therefore, the mechanism of interaction between the state and business on the basis of public-private partnership (PPP) has spread in this sphere. The analysis shows that the forms of PPP depend on the country (region) and industry. Therefore, increasing the effectiveness of PPP, as the authors have shown, should be based on the specificity of projects. The article analyzes the experience and perspectives of PPP development in the Russian transport industry. The authors concluded that the interaction of power and private capital is the most effective mechanism in modern conditions for the creation and development of transport infrastructure in Russia. At the same time, the article focuses on the financial component of PPP in transport.

The object of research - the development of transport infrastructure of EU countries, trends, prerequisites for successful implementation. The purpose of the work is to study the experience of implementing transport infrastructure development projects on the basis of public-private partnership in the countries of the European Union. The results of the study will be used to form an information base on transport infrastructure development projects that have been implemented on the basis of public-private partnership. Relevant information will be used to compare the expected performance of domestic projects with similar projects in the European Union The research method is monographic and statistical. The article is devoted to the study of trends in the application of the mechanism of public-private partnership in the development of transport infrastructure of the European Union. It was found that since 2013, the volume of investment and the number of projects implemented on the basis of PPP, tend to decrease. Thus, compared to 2013, the amount of capital invested in 2019 decreased by more than 50%. The transport infrastructure consistently ranks first among the sectors of the economy in terms of investments made on the basis of partnership between the state and private business. At the same time, the leaders of investments in PPP projects are such countries as Great Britain, France and Germany. According to the number of implemented projects - France, Great Britain and Belgium. Appropriate preconditions must be created for the effective implementation of PPP projects. Further areas of research are the study of programs, policies and practices used by other countries that actively involve the private sector in the provision of transport infrastructure services; development of relevant recommendations for the implementation and improvement of Ukraine's policy and practice in the field of transport infrastructure development. Background: This article is based on a multidimensional empirical research study investigating aspects of the suitability of the public–private partnership environment of Uganda for road infrastructure development. The foundation of the article is the implementation of the relationship between existing legal and regulatory frameworks on the ground in Uganda.Aim: Key aspects and realities of the legal and policy frameworks that support public–private partnership, road investment projects and programmes in Uganda are examined from the perspective of a transparent, effective and efficient service delivery.Setting: A brief exposition of Uganda’s historical realities and present challenges, especially in terms of road infrastructure, an introduction of key aspects of the legal and regulatory frameworks is presented.Methods: The research is based on an exploratory research design methodology founded on a thorough literature review, exhaustive documentary analysis of primary and secondary sources and 30 interviews with senior and middle managers in the public and private sectors in Uganda. A semi-structured questionnaire was utilised.Results: The analysis of data was based on a dissection of the policies and systems as foundations of solid implementation, existing legal violations, the local private sector’s present conundrum and capacity gaps, the realities of integrity and corruption and the existing approach of citizens towards the problems and challenges.Conclusion: The lack of integrity in both the private and public sector has serious negative effects on the processes, functions, planning, designing, outputs and outcomes of infrastructure initiatives undertaken.

This article describes the main impact peculiarities of huge transport projects implemented by public-private partnership on Russian Federation socio - economic development. The research was based on the deep data analysis of changing socio-economic indicators of six different Russian regions (including regions of different federal districts), where were implemented (or are being implemented) of huge transport infrastructure projects, implemented by public-private partnership over the past 10 years. The method of statistical data analysis, obtained in the research, was conduct by using STATISTICA software package, Federal state statistics service information and Public-private partnership platform of infrastructural projects in Russian Federation.
