AbstractProposed ways of improving adaptation to climate change have most often been supported by narrowly framed and separate analysis. This article investigates how different levels of vulnerability and resilience interplay with adaptation to extreme temperatures, what is the nature of these relationships and whether lower vulnerability and higher resilience contribute to increased adaptation. This article explores the governance implications of a project that, unlike other, brings together vulnerability, resilience and adaptation assessments. The project has made significant advances in addressing the current deficit integrated assessments for shaping governance propositions. Such propositions argue that the diverse levels of vulnerability and resilience convey important bases for (1) targeting at-risk older individuals; (2) developing vulnerability reduction actions; (3) resilience building actions; and (4) understanding ‘success cases’ and learn from them for developing appropriate policy measures. Taken together, these propositions offer a social, psychological and health framework not simply for governing extreme temperatures but for governing responses to climate change at large.

AbstractIn this short paper, I look back at the early stages of the Corona crisis, around early February 2020, and compare the situation with the climate crisis. Although these two problems unfold on a completely different timescale (weeks in the case of Corona, decades in the case of climate change), I find some rather striking similarities between these two problems, related with issues such as uncertainty, free-rider incentives, and disincentives of politicians to adequately address the respective issue with early, farsighted and possibly harsh policy measures. I then argue that for complex problems with certain characteristics, it may be necessary to establish novel political decision procedures that sidestep the normal, day-to-day political proceedings. These would be procedures that actively involve experts, and lower the involvement of political parties as far as possible to minimize the decision-makers’ disincentives.

The research presented in this paper is aimed at defining a model that enables the management of the relationship between private vehicles and public transport applying the available instruments of city transport policy such as parking policy and public transport policy measures. Statistical data used for modelling is sourced from the database in a wide range of EU cities. The target model was developed in the form of stepwise regression analysis. Very favourable statistical results were obtained, and the subsequent tests on the city of Novi Sad (250000 inhabitants) led to the conclusion that the obtained results were suitable for implementation in practice. The results of the implemented procedure are of great importance for the enhancement of the existing transport policies in cities, as they enable the development of strategies for finding combinations of instruments that would bring the transport system and urban environment into a desired-viable rather than consequential condition.

Developments in the field of automated mobility will greatly change our mobility and the possibilities to get from one place to another. This paper presents different scenarios for personal mobility in Austria, anticipating the possibilities and developments in the field of automated vehicles (AVs). The scenarios were developed using a systematically formalized scenario technique and expand the social and political discourse on automated mobility, which is currently characterized by a lack of experience and visibility as an established transport service. Using system dynamics modeling techniques, i.e., the Metropolitan Activity Relocation Simulator (MARS), impacts of the scenarios on the Austrian transportation system are estimated. The simulations show that, without suitable transport policy measures, automated mobility will lead to a significant increase in the volume of individual traffic and to modal shift effects with lower traffic volumes for public transport, walking and cycling. In addition, without a link between AVs and post-fossil propulsion systems, increases in pollutant emissions can also be expected. In contrast, the simulation results of an increased use of AVs in public transport show positive effects for the support of a more sustainable mobility. Hence, transport policy measures accompanying the introduction and development of automated vehicles will be needed in the future to reach a sustainable development.

Climate change is posing a threat on present and future food security in low income countries. But, the actual effect of the climate change on food security is not known. Using secondary data reported by the government, the paper examines the effects of climate change on food security in Nepal in the context of policies of commercialization of farm production. Statistical analysis is used to delineate the situation of food security in the country and regression analysis for exploring the effects of global warming on domestic production of major cereals. The results are discussed at global, national, household and individual levels empirically and qualitatively. The results suggest that a rise in minimum temperature decreases the productivity of rice increasing threat of food insecurity. The paper suggests some policy measures for improving food security situation in the country and open up some areas for further research. This research explores how satellite images of Arctic sea ice contribute to climate change discourse. Different discourses require distinct responses. Policy measures are contingent upon representation, be it i.e. a threat or opportunity. The representations discussed are by the NSIDC and NASA, which hold a visual hegemony. First, the introduction discusses visual studies in policy research and identifies a simplified dichotomy of a threat discourse and environmental citizenship. Moreover, the methodology of visual discourse analysis based on poststructuralism is described. The delineated images portray a vertical, planar view allowing for spatial reference. Arctic sea ice is a visible climate change effect and the absence of boundaries, intervisuality with the Earthrise icon and focus on environmental effects support a discourse of citizenship.

This paper investigates how anthropogenic climate change is presented to the Irish public by three of Ireland’s most important national newspapers. We argue that Irish newspapers do not report climate change in an objective and unbiased way and illustrate how through the acts of agenda setting, news framing and in how they construct public discourse they present the issue in a narrow ideological form. Evidence is provided to support the argument that ecological modernisation is used by Irish newspapers to construct the issue of climate change. Our study uses three levels of analysis: (1) we calculate the trend in the coverage of climate change between 1997 and 2012 to uncover what events are correlated with peaks in coverage; (2) we conduct an in-depth frame analysis of a large sample of articles to determine how the issue is classified and categorised; and (3) we conduct a discourse network analysis to uncover which actors are given a voice, which policy measures they favour and with whom they share policy positions. The data we find support our theoretical arguments, leading us to the conclusion that Irish newspapers produce and reproduce a narrow ideological worldview that is articulated, shared and propagated by Ireland’s political and economic elites.
