Cooperation of Business Processes – A Central Point of the Content, Technical, and Human Aspects of Organization Management

Nowadays, the implementation of business process management modern tools in companies becomes a mater of acceptation of an effective organization management. The first ultimate precondition for achieving this goal is a properly structured company. An attention in the study is placed on business process reengineering due to preparing preconditions for smooth implementation of enterprise information system (EIS). Since there are differences between tools of business processes redesign and information systems development, then a main focus was on overcoming existing semantic gaps. With aim to solve this problem the specific modeling method has been used that was clear for company’s staff and usable for EIS designers. Used modeling approach was supported by QPR software.

This chapter contributes by proposing the definition, the structure and the processes of Computational Organization Management Networks (COMN) which are new organizations whose principles of operation are based on the concepts of Hierarchic Cognitive Systems (as proposed in Chapter III) along with those of Telecommunications Management Networks of the International Telecommunication Union (ITU-T, 2000). Structured with functional layers and the roles which range from technical and managerial to institutional levels of analysis, and also equipped with technological, operational, managerial and business processes, the concept of Computational Organization Management Networks (COMN), as proposed in this chapter, plays an important part in the developments of future organizations where cognitive machines and Cognitive Information Systems (CIS) are prominent actors of governance, automation and control of the whole enterprise. Moreover, this chapter introduces the concept of immersive systems in order to provide the new organization with the capability of immersiveness.

The article gives consideration to modern trends of a new economical epoch, which results in transformations under conditions of running industrial and economic activity. In view of this fact substantiation has been provided on the necessity of changing principles of organizations’ structure and functionality for successful long-standing development thereof. The authors pay special attention to the relevancy of suchlike changes in the sphere of construction production, since “new” is adopted comparatively slower there than in the other branches of industry. As a result, the investigations of indicators of a new industrial base in construction are distinguished by the authors and the characteristic features of building business model of construction organization management are described. The article provides a conclusion that the application of business model of construction organization management under consideration in conditions of new industrial base will help construction organizations to adapt its business system and strategy to modern transformations of industrial and economic sphere, select innovations and develop business processes, which will most fully implement goals of organizations proper and satisfy demands of their key partners.

Bureaucratic reform is essentially an attempt to reform and fundamental changes to the system of governance, especially concerning the institutional aspects (organization), management (business processes) and human resources apparatus and so forth. The DKI Jakarta Provincial Government in following up the implementation of Bureaucratic Reform has issued Governor Regulation No. 156 of 2016 concerning the 2015 - 2017. Bureaucracy Reform Road Map. One of the implementation of the bureaucratic reform road map is in the area of Human Resources, namely by the placement of Civil Servants Civil (PNS). This study was conducted to analyze the perceptions of employees related to the placement of employees in the DKI Jakarta Provincial Government whether it is in accordance with the job analysis document and workload analysis, position formation and position competency standards. The research method used in this study is a descriptive method with a qualitative approach, which uses simple questionnaire data collection techniques aimed at employees within the DKI Jakarta Provincial Government. The results of this study can be concluded that the placement of employees within the DKI Jakarta Provincial Government in addition to considering the needs of agencies but also has considered the documents mentioned above. However, in its implementation, the placement of employees still has many gaps, namely as many as 54.2% of respondents stated that in the placement of employees in their institutions there were still gaps. As many as 93.2% of respondents stated that the placement of employees in institutions has an important role in the performance of agencies / organizations. Based on this there are several other factors that need to be considered in the placement of employees within the DKI Jakarta Provincial Government. ABSTRAKReformasi birokrasi pada hakikatnya merupakan upaya untuk melakukan pembaharuan dan perubahan mendasar terhadap sistem penyelenggaraan pemerintahan terutama menyangkut aspek-aspek kelembagaan (organisasi), ketatalaksanaan (business prosess) dan sumber daya manusia aparatur dan lain sebagainya. Pemerintah Provinsi DKI Jakarta dalam menindaklanjuti pelaksanaan Reformasi Birokrasi telah menerbitkan Peraturan Gubernur Nomor 156 Tahun 2016 tentang Road Map Reformasi Birokrasi Tahun 2015-2017. Salah satu pelaksanaan road map reformasi birokrasi tersebut adalah pada area Sumber Daya Manusia (SDM) yaitu dengan pelaksanaan penempatan Pegawai Negeri Sipil (PNS). Penelitian ini dilakukan untuk menganalisis persepsi pegawai terkait dengan penempatan pegawai di lingkungan Pemerintah Provinsi DKI Jakarta apakah telah sesuai dengan dokumen analisa jabatan dan analisa beban kerja, formasi jabatan serta standar kompetensi jabatan. Metode penelitian yang digunakan pada penelitian ini adalah metode deskriptif dengan pendekatan kualitatif, yang menggunakan teknik pengambilan data kuisioner sederhana yang ditujukan kepada para pegawai di lingkungan Pemerintah Provinsi DKI Jakarta. Hasil penelitian ini dapat disimpulkan bahwa penempatan pegawai di lingkungan Pemerintah Provinsi DKI Jakarta selain mempertimbangkan kebutuhan instansi namun juga telah mempertimbangkan dokumen-dokumen tersebut diatas. Akan tetapi dalam pelaksanaannya, penempatan pegawai masih terdapat banyak kesenjangan, yaitu sebanyak 54,2% responden menyatakan bahwa dalam penempatan pegawai di instansinya masih terdapat kesenjangan. Sebanyak 93,2% responden menyatakan bahwa penempatan pegawai pada instansi memiliki peran penting terhadap kinerja instansi/organisasi. Berdasarkan hal tersebut terdapat beberapa faktor lain yang perlu diperhatikan dalam penempatan pegawai di lingkungan Pemerintah Provinsi DKI Jakarta.

Information clarity and order are essential for the successful functioning of an organization. The more information an organization has about the internal and external environment, the higher is the likelihood of its operation, self-survival and development. Optimal management with minimal resources in private and public organizations can be achieved by reducing the entropy of the system. In economics, the term entropy is associated with the extent of uncertainty. Practice shows that the understanding and application of the theory of entropy for the correct handling of the organization management is manifested as an important source of a high level of organization and increasing the efficiency of activities. Entropy factors must be taken into account to run an organization flawlessly.
