This article presents the methodology of information analysis, required for planning safe road transport of sensitive cargoes. Based on the literature studies we found that the traditional approaches applied to analyze traffic information are insufficient to ensure safe transport of sensitive loads as they fail to take into account several threatening factors. In addition, the need was noted to develop the procedures that may allow to choose a transport route considering appearance of so-called high-risk zones within road infrastructure, analyze the interdependence of such zones with errors made during the design or operation of road infrastructure and investigate the impact of road traffic on the frequency of road accidents involving Heavy Goods Vehicle. Therefore, article aims to present an integrated approach to traffic information analysis. Thus a multiple stage data ordering procedures were proposed, based on grouping information on accident rates and inclusion of audit results of selected route sections. Considering that transport infrastructure plays an important role in transport safety, the proposed methodology includes the analysis of errors in infrastructure and a merger in the sections the detected risk zones within the road infrastructure in any location. Application of this methodology can improve the planning of road transport of sensitive cargoes. Its verification was carried out on the example of a selected route running through Poland. During the audit of the route, it was found that a number of incorrect design solutions were applied on its separate sections, which may lead to high values of the severity factor for potential collisions and indicator of possible post-accidental losses. As a result of the research, the areas of the route were identified, where high-risk zones are located that threaten the safety of road traffic of vehicles, including those carrying sensitive loads. Research results may be of interest for those, who are involved in planning and organization of sensitive cargo transport, both in domestic and in international relations.

The results of the study are derived from a framework for estimating and recovering damage from emissions, the assimilation potential and sustainable development goals taken into account as well. The identified conditions for the establishment of an effective system for internalizing economic damage from emissions in the territory are limited to ensuring the fairness and consistency of the decisions taken, formation of incentives for continuous improvement of the situation and achievement of the goals of sustainable development in the territories. The main conditions are to reduce the limitations of traditional methods and to overcome uncertainty in the analysis of data. The development of assimilation potential should generate income for its owner (the source of income is the polluter). If payments for cap-and-trade payments are insufficient, the state must subsidize the activity. Since the estimation of the cost of cap-and-overs is done in some part in isolation, it is possible to identify the economic feasibility of its operation within the framework of the model. Due to importance and complexity, one of the main elements and conditions of an effective system of internalization of externalities in the territory is the solution of the problems of road transport.

The goal of the European Union is to reduce CO2 emissions by 20% till 2020. This objective is transferred to municipalities through the Covenant of Mayors initiative which was established by the European Commission in 2008. In line with this, this paper presents an integration of Sustainable Energy Action Plans on the Croatian island of Korcula. This was developed through a methodology that uses factors, derived from the statistic, that have an influence on the energy consumption. Energy consumption and the Baseline CO2 emissions inventory for municipalities on Korcula in the public sector, households, tertiary sector and road transport are calculated. Total CO2 emissions for listed sectors in baseline 2012 are 42,923 tCO2, and with recommended actions and measures this can be reduced by approx. 22% till 2020. There are planned joint actions, so all municipalities on the island can cooperate together to maximise their limited financial and human capacities. There has been suggested the establishment of action group for actions implementation which will include representatives from municipalities and other stakeholders. Investments for measures in household sector in joint and individual approach was compared and it was concluded that achieving economy of scale with an integrated approach would accelerate their implementation. The integrated approach enables small neighbouring municipalities to develop one strategy and act together towards achieving goals taken by submitting to the Covenant of Mayors.

This study presents an integrated approach in the effect of using economic decision tools in continuous improvement. Some of the economic decision-making tools have limitations, which hinder managers when trying to reach the right decision. This study presents the idea of continuous improvement to eliminate the negative impact of the decision-making tools. Well-defined strategies, quality related issues, and economic analysis tools were used in our approach to deeply examine the hidden issues and impact of implementing the decision-making tools in continuous improvement. In addition, it explored the interconnection between the key component of continuous improvement and intangible factors that affect the decision-making.

The efficiency of the functioning of urban passenger transport routes has been studied in the paper. It has been established that the functioning of urban passenger transport routes takes place in a non-isolated environment, which affects the system from the moment of its formation and can lead to discrepancy between the calculated and actual efficiency of the system. As a result of the fucntioning indicator analysis of the passenger transportation route, it has been revealed that the environment of the route functioning affects the efficiency in a complex manner. Consequently, the mutual influence of one factor on others should be taken into account. Performance evaluation should be carried out for the entire route system, and not within the separately considered subsystem. As a result of the analysis of such key indicators as income, fuel costs, lubricants, maintenance and repair, discrepancies have been found between the planned values of indicators and actual data. It is determined that the distribution function of the random variables of these indicators is described by a normal law. At the final stage of the study, regularities in the influence of the road transport enterprise parameters on the probability of investment return have been obtained. The proposed integrated approach to determining the efficiency of urban passenger transport routes is based not only on the established, but also on the stochastic parameters that occur during the functioning of these routes. An algorithm has been developed for determining the efficiency of urban route passenger traffic, which takes into account the interrelation of income and expenses, modern ideas about the patterns of change in the prpbability of development of optimistic, pessimistic and intermediate scenarios for improvement of route efficiency events. The algorithm is based on formalized dependences of the change in time of the probabilities of income and expenses which are taken into account in the operation process of urban passenger transport routes with their various parameters.

The systemic transformation of the Russian society in modern market conditions assigns a special role to economic sciences, which form the economic outlook of citizens. The continuous improvement of the quality of economic education in general and methods of teaching economic disciplines, in particular, seems to be undeniably relevant. In the context of a two-level education system in the Russian Federation, the theoretical unpreparedness and dogmatic practical orientation of graduates of economic training areas is completely unacceptable. In this aspect the role of a teacher in the educational process and the use of modern educational technologies and their constant improvement are especially significant. The above mentioned circumstances determine the relevance of the topic of the study. The research substantiates the need for continuous improvement of an integrated approach to teaching economic disciplines, systematizes the experience of teaching economic disciplines in Russian higher educational institutions. The article proposes a new understanding of the process of improving teaching methods of economic disciplines and improving the quality of economic knowledge of students, the author’s list of methods of teaching economic disciplines is given. The following research methods have been used: a formalized method for parsing and analyzing methodological developments, systematization and data synthesis.

Communications with vehicles has come a long way since 1979, when drivers made ‘check calls’ from roadside telephone boxes. With the advent of mobile phones, fleet managers were able to contact their drivers, whenever they wanted – well almost. But talking requires two people to be available at the same time. Usually the driver does not concentrate, because he is driving, and has to call back – more charges, and when did you last record a phone conversation? Now, satellite communication allows transmission of vehicle position and data. Messages sent to vehicles are stored in the vehicle (and by the sender). Messages sent to the office are stored at the office. Neither messages or positions can be intercepted. The purpose of this paper is to illustrate why the ‘key to better fleet management’ is in integrating data from messages with other systems. Pre-formed messages requiring only the ‘blanks’ to be filled bring standardisation to the system. Message fields can be formatted so that specific data may be collected and posted to other software packages. Users of such systems report savings in manpower by reducing duplication of work e.g.: a message confirming the delivery of a consignment, sent by the driver, is posted to the accounts system and an invoice raised automatically. The future includes transmission of bar codes, signatures on PODs (proof of delivery notes) and viewing of consignment positions, by customers, on the Internet. The conclusion must be that – in the battle for survival, where making profit can sometimes depend on saving costs – it will be those companies that embrace technology to link all their systems so as to exchange data, who will win out.
