On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

The purpose of this study is to encourage ownership, responsibility and to develop stakeholders and policy makers for the river normalization program in the pre-construction, construction and post-construction stages. The use of the IPA method to measure community satisfaction in the quadrants on the Importance Performance Matrix map. The results of the study showed that the socialization from the Department of Water and Public Works, when the project was finished, was not in line with community expectations. Flood control projects that have been built, coordination with the contractor at the time of project implementation, socialization from the city government prior to project implementation, socialization from the city government when the project is finished, socialization from the river hall at the time before project implementation, socialization from the river hall at the time the project was completed, dissemination of information from the irrigation service prior to project implementation, and community involvement in project implementation. The process of land clearing, and the price agreement that has been reached. Improved land clearing, and price agreements that have been reached can be reconsidered because their impact on the benefits felt by the community is very small.

The urban flood control should be regulated according to the topography, rivers and the regional economics of the city. The regulating reservoirs will be built or rebuilt in the mountain area upstream; the flood would be drawn downstream through the diversion channel. The flood in city would be reduced. The program would to control the rivers in urban area, reduce the elevation of rivers downstream by the non-engineering measure in order to decrease the effect of the backwater. In this paper, we suggested that the program of artificial damaged embankment and the flood compensation foundation as the main measures for flood control in urban area. The safety of the urban area will be ensured by both engineering measures and non-engineering measures from the flood of the rivers.

Abstract:  Palembang City locates on a lowland where the altitude is between 12 and 30m above sea level. There are many small rivers that flow into a main river, Musi river. Due to the topographical configuration and a seasonal heavy rainfall, those rivers had been overflowed and the city had an inundation disaster. Bendung watershed is one of the nineteen watersheds in Palembang City, and the watershed also experiences the inundation disaster frequently due to the flood caused by a poor river maintenance and drainage system.The local government of Palembang City has applied some flood control projects such as a normalization project to reduce the flood damages. These measures checked the river flow over the dike, but some areas still suffered from the flood damages due to their topography. Based on the current situation, this study evaluates the efficiency of the existing normalization project in this watershed to find a solution that reduces the flood in those areas. Furthermore, this study investigates the feasibility of infiltration-well system to overcome the flood in those areas. The feasibility study includes the cost and benefit analysis to realize the infiltration-well system for easing the inundation problem.Abstrak: Kota Palembang terletak di dataran rendah dengan ketinggian antara 12 sampai 30m di atas permukaan laut. Karena konfigurasi topografi dan curah hujan musiman yang tinggi, sebagian Kota Palembang sangat rentan terhadap genangan dan bencana banjir . DAS Bendung merupakan salah satu dari sembilan belas DAS yang ada di Kota Palembang, dan DAS tersebut juga sering mengalami bencana genangan akibat banjir yang disebabkan oleh sistem drainase yang buruk.Pemerintah Daerah Kota Palembang telah menerapkan beberapa proyek pengendalian banjir seperti proyek normalisasi sungai. Proyek ini cukup sukses mencegah air sungai bendung meluap melewati tanggul sungai tersebut, tetapi beberapa lokasi yang jauh dari sungai bendung masih mengalami genangan karena topografinya. Berdasarkan kondisi ini, studi ini mengevaluasi efisiensi proyek normalisasi di DAS ini untuk mencari solusi yang dapat mengurangi banjir di wilayah tersebut. Selanjutnya studi ini mengkaji kelayakan sistem sumur resapan untuk mengatasi banjir di wilayah tersebut. Studi kelayakan lain meliputi analisis biaya dan manfaat sistem sumur resapan untuk mengatasi masalah genangan.

After changing its city branding several times, Semarang now has a new city branding, namely "Semarang Variety of Culture." However, the city branding reaped contra from academics and cultural figures because Semarang was considered not sufficient yet in terms of representing its cultural diversity. Responding to this, the Semarang City Government and the Semarang City Public Works Department created a public service advertisement on CCTV socialization for flood control in the city of Semarang with a transgender figure as the ad star. This research was qualitative research designed with Seymour Chatman's Narrative Analysis. The research found a commodification and objectification of transgender people who imitated the feminine style of women in the advertisement. In other words, the public service announcement of Semarang CCTV socialization lowered the femininity, which is synonymous with women.The public service advertisement also violated the moral codes adopted by the majority of the Indonesian people.

This paper presents a framework of objectives and indexes for sponge cities implementation in China. The proposed objectives and indexes aims to reflect whether the city is in accord with the sponge city. Different cities have different objectives and indexes as each city has its own geologic and hydrogeological conditions. Therefore, the main problems (e.g., water security and flood risks) in the central urban area of Changzhou city, China were evaluated scientifically. According to the local conditions, four objectives and eleven indexes have been made as a standard to estimate the sponge city and set a goal for the city development to reach the goal of sustainable urban development. The strategy of process control was implemented to improve the standard of urban drainage and flood control facilities, regulate total runoff and reduce storm peak flow, and the ecological monitoring of the function of the rivers and lakes. The objectives of sponge cities include water security, water quality improvement, healthy water ecosystems, and water utilization efficiency. Urban flood prevention capacity, river and lake water quality compliance, and annual runoff control are the key objectives to encourage the use of non-conventional water resources.

Due to excessive rainfall in June of 2013, several rivers located in and near the City of Calgary, Canada experienced significant flooding events. These events caused severe damage to infrastructure throughout the city, precipitating a renewed interest in flood control and mitigation strategies for the area. A major potential strategy involves partial diversion of Elbow River flood water to the proposed Springbank Off-Stream Storage Reservoir. A large scale physical model study was conducted to optimize and validate the design of a portion of the new project. The goals of the physical model were to investigate diversion system behaviors such as flow rates, water levels, sediment transport and, debris accumulation, and optimize the design of new flow control structures to be constructed on the Elbow River. In order to accurately represent the behavior of debris within the system due to flooding, large woody debris created from natural sources was utilized in the physical model and its performance was compared to that of debris of the same size fabricated from pressed cylindrical wood dowels. In addition to comparing the performance of these two debris types, the impact of root wads on debris damming was also investigated. Significant differences in damming behavior was shown to exist between the natural debris and the fabricated debris, while the impact of root wad on damming affected the dam structure and formation. The results of this experiment indicate that natural debris is preferred for studies involving debris accumulation.
