This paper analyses a large number of factors related to the influence degree of urban waterlogging in depth, and constructs the Stack Autoencoder model to explore the relationship between the waterlogging points’ influence degree and their surrounding spatial data, which will be used to realize the comprehensive analysis in the waterlogging influence on the work and life of residents. According to the data of rainstorm waterlogging in 2016 July in Wuhan, the model is validated. The experimental results show that the model has higher accuracy than the traditional linear regression model. Based on the experimental model and waterlogging points distribution information in Wuhan over the years, the influence degree of different waterlogging points can be quantitatively described, which will be beneficial to the formulation of urban flood control measures and provide a reference for the design of city drainage pipe network.

Abstract With the rapid development of urban construction, smart city has become an important trend in the future, which is inseparable from the intellectualization of drainage pipe network. At the same time, with the increasing frequency of urban flood disasters, the old drainage pipe network system will cause significant economic losses, which requires modern cities to establish intelligent management and control of drainage pipe network. However, the situation of drainage facilities in most cities in China is complex, which requires strengthening modern means such as monitoring, operation management and planning services. Therefore, the research on intelligent management and control system of drainage pipe network based on big data technology is of great significance. Firstly, this paper analyzes the importance of intelligent management and control system. Then, this paper puts forward the main algorithms for big data processing. Finally, this paper constructs the intelligent management and control system of drainage pipe network.

River channel occupation has made cities in the mountainous areas more vulnerable to floodwater out of river channels during rapid global urbanization. A better understanding of the influence of river channel occupation on urban flood disasters can serve as a reference in planning effective urban flood control strategies. In this study, taking a flood event that occurred on July 26th, 2017 in a city on the Loess Plateau as an example, field surveys, dynamics detection of the river channel using remote sensing technology, and scenario simulations with a two-dimensional flow and sediment model were utilized to quantitatively analyze the impacts of river channel occupation on urban inundation and sedimentation. The results show that river channel dynamics reduced by construction can be successfully detected using the combination of high-resolution images and Landsat time-series images. The variation of the water level–discharge relationship caused by the narrowing of the river channel and the increase of the flood-water level caused by water-blocking bridges/houses result in a significant reduction of the flood discharge capacity. The contribution of the narrowing of the river channel was 72.3% for the total area inundated by floodwater, whereas 57.2% of urban sedimentation was caused by the construction of bridges/houses within the river channel. Sustainable flood mitigation measures were also recommended according to the investigations and research findings in this study in order to reduce the social, environmental and economic damages caused by floods.

On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

The purpose of this study is to encourage ownership, responsibility and to develop stakeholders and policy makers for the river normalization program in the pre-construction, construction and post-construction stages. The use of the IPA method to measure community satisfaction in the quadrants on the Importance Performance Matrix map. The results of the study showed that the socialization from the Department of Water and Public Works, when the project was finished, was not in line with community expectations. Flood control projects that have been built, coordination with the contractor at the time of project implementation, socialization from the city government prior to project implementation, socialization from the city government when the project is finished, socialization from the river hall at the time before project implementation, socialization from the river hall at the time the project was completed, dissemination of information from the irrigation service prior to project implementation, and community involvement in project implementation. The process of land clearing, and the price agreement that has been reached. Improved land clearing, and price agreements that have been reached can be reconsidered because their impact on the benefits felt by the community is very small.

Water level and streamflow extracted from 891 hydrological episodes from both dry and flood seasons covering a period of 1954–2009 were analyzed to investigate stage–flow relations. Results indicate the following. (1) Since the early 1990s the low/high flow is increasing/decreasing. The water level, particularly the high level, is consistently decreasing. An abrupt decrease of water level is observed since the early 1990s at the lower East River. (2) Stage–streamflow relation is usually stable in the river reach with no significant bedform morphological changes. Changes in the geometric shape of the river channel are the major cause of the change in the stage–streamflow relation. (3) An abrupt decrease of water level at the Boluo station is mainly the result of abnormally rapid downcutting of the riverbed due to extensive sand dredging within the channel which caused serious headwater erosion. This human-induced modification by downcutting of the river channel may lead to significant hydrological alterations and may have critical implications for flood control, conservation of eco-environment, and also for basin-wide water resources management in the lower East River basin.

This study built a coupling model of hydrology and hydrodynamics for flood forecasting and reservoir-dam joint scheduling. And using HTML5, java, and WebGIS technology, developed a flood control operation system based on B/S framework for Beijing, integrated real-time information and fundamental information of metrology, rainfall, water flow, engineering situation, and waterlogging of Beijing. Through verification, the system has been successfully adopted to analyze the 2018 Ampil typhoon and provide a scientific basis for reservoirs operation including Yaoqiaoyu, Shachang, Haizi, ensuring safety of the reservoirs and reducing the economic loss of downstream area of reservoir.
