Heilongjiang Province, whose pillar industries are made up of petroleum and coal exploitation, chemicals fabrication and mechanical devices manufacture, is one of the most important industrial bases in China. The leading enterprises from the three pillar industries make up the 59.2% of the total quantity and contribute the 57.3% of the total GDP in Heilongjiang Province. But as a matter of fact, according to the latest statistics, unit GDP carbon emissions of these three industrials are as high as 4. They are the typical industries whose characteristics are high energy consumed and intense carbon emission. As a result, adopting new energy and switching the developmental pattern to a low carbon model are a crucial step in Heilongjiang Province. The authors study this research by the methods of calculating the relevant datum and comparative analysis, and put forward three low carbon energy strategies: making full use of the bio-energy with the leading representatives of Ethanol Alcohol Gasoline and Dimethyl Ether (DEM); increasing investment on wind power project, and utilizing the potential water resources. With the operation of these strategies, we can reduce the carbon emissions and lead the industry to a green and sustainable way.

During the next National Twelfth Five-Year Plan period, more and more water conservancy projects will be used agent construction mode in our country. The research of the management performance evaluation model for water conservancy is significant in improving the agent construction system both in theory and in practice. Considering the characteristics of the water conservancy project, a conceptual model of management performance is established, including agent construction structure and agent construction conduct. And a three-dimensional management performance evaluation model of water conservancy agent construction project is constructed based on the SCP (Structure-Conduct-Performance) analysis paradigm. Through literature review and questionnaire survey, this paper further refined evaluation dimension. Finally, a comprehensive and practical performance evaluation index system which consists of the 13 first-class, 39 second-class indexes is established. Thus, lay solid foundation for the performance evaluation and performance improvement.

Abstract Water conservancy investment affects economic development. To scientifically analyze its economic efficiency, this paper employs a projection pursuit clustering model based on the real-coded accelerated genetic algorithm to reduce the number of output index systems for each year, and the relative economic efficiency is obtained for 13 cities in Heilongjiang Province during the period 2007–2012 using a data envelopment analysis (DEA) model. The spatial distribution regulation is described based on the average efficiency derived for the period 2007–2012. Finally, the output values are optimized for ineffective cities under the optimization principle according to the 2012 values. The results show that the output index system is different for each year. Most cities exhibit comprehensive effectiveness, and the development of water conservancy is generally good. The spatial distribution regulation of economic efficiency tends to be high in the south and low in the north because it is related to local economic development and water policies. To achieve comprehensive effectiveness, the output indices need to be adjusted. This study assists with the promotion of efficient development plans for water conservancy systems and the economic efficiency of water conservancy investment in Heilongjiang Province.

The time for completion on a construction project is of great importance and is sometimes referred to as being of the essence. Having a known completion date that the contractor shall be willing to commit to carries both advantages and implications. That is, if the contractor inexcusably overruns this completion date, he becomes liable for delay damages which usually take the form of liquidated damages (LD). During the course of construction, several circumstances may surface which have the effect of the time for completion to be said to have become at large, a situation that can hinder the triggering of the LD clause by employers. This paper aims to explain the concept of time at large and its reasons and implications, while viewing its applicability under both the common and civil law systems. It highlights the conditions whose prevalence justifies the time on the construction contract to be called to have become at large. The work represents the foundation for constructing a method that can aid in systematically testing if such a calling can be viewed as justifiable.
