Under the ecological perspective, the new type of urbanization, green and low-carbon coordinated development is a powerful engine for economic development. Based on the analysis of the existing results of the new urbanization green development and low-carbon development factors, a new index system of influencing factors for the coordinated development of green and low-carbon urbanization was constructed. And then concludes the results of the analysis by using the relevant statistical data of Heilongjiang Province from 2007 to 2017, using the principal component analysis method and using SPSS statistical software. Finally, puts forward some relevant countermeasures and suggestions on scientific and technological innovation, the industrial structure and cultural education, etc.

Abstract Water conservancy investment affects economic development. To scientifically analyze its economic efficiency, this paper employs a projection pursuit clustering model based on the real-coded accelerated genetic algorithm to reduce the number of output index systems for each year, and the relative economic efficiency is obtained for 13 cities in Heilongjiang Province during the period 2007–2012 using a data envelopment analysis (DEA) model. The spatial distribution regulation is described based on the average efficiency derived for the period 2007–2012. Finally, the output values are optimized for ineffective cities under the optimization principle according to the 2012 values. The results show that the output index system is different for each year. Most cities exhibit comprehensive effectiveness, and the development of water conservancy is generally good. The spatial distribution regulation of economic efficiency tends to be high in the south and low in the north because it is related to local economic development and water policies. To achieve comprehensive effectiveness, the output indices need to be adjusted. This study assists with the promotion of efficient development plans for water conservancy systems and the economic efficiency of water conservancy investment in Heilongjiang Province.

Microirrigation is by far the most progressive irrigation method, with efficiencies reaching 92-98 %. According to the International Commission on Irrigation and Drainage, the world's agricultural land, which is irrigated through micro-irrigation systems, is constantly growing and now stands at over 20 million hectares. By the "Irrigation and drainage strategy in Ukraine until 2030" micro-irrigation methods are defined as one of the strategic directions of the state policy of the branch. Research on the direction of "micro-irrigation of crops" in Ukraine began from the late 60's of the last century. The historical aspect of the development of research in this area is thoroughly covered in previous scientific papers. Therefore, the purpose of this study is a comprehensive analysis of the basic fundamental and applied results of research of the scientific school on micro irrigation IWPaLR NAAS in the early XXI century and substantiation of perspective directions of their development. Using theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the authors systematized the most significant scientific results in terms of normative, methodological, technical and technological components. The list of normative and methodological documents prepared by IWPaLR NAAS in the direction of microirrigation is given. The results of developments in the technological component are detailed according to the research objects: water regime and processes of water consumption of crops, fertigation, pestigation, the influence of local moistening, fertilizers and water of different quality on the soil-plant-technical means of irrigation system, the formation of soil moisture zones, methods of appointment timing of vegetation irrigation and irrigation management systems. The key scientific results of the irrigation facilities’ testing laboratory are highlighted. The list of developed and implemented by the IWPaLR NAAS technical means of microirrigation systems is given. The strategic directions of further scientific research are substantiated, which should meet the global trend for environmentally friendly irrigation, as well as resource and energy conservation. The need of Ukraine in the systems of microirrigation of agricultural crops for the period up to 2030, the role of current and future developments of the scientific school of micro irrigation IWPaLR NAAS on their implementation are determined.

The forest ecological function zone in Heilongjiang Province is an important barrier for maintaining ecological security in my country. Its forest ecological environment has great influence on the sustainable development of regional economy and society and the ecological security of neighboring regions. Based on reading domestic and foreign related documents on forest ecological benefit compensation, this article firstly discusses the current situation and problems of the forest ecological benefit compensation system in Heilongjiang Province. Secondly, it analyzes the current status of the implementation of the international forest ecological benefit compensation system and draws relevant enlightenment to China. At last, it summarizes and propose countermeasures and suggestions to improve the forest ecological benefit compensation system in Heilongjiang Province.

Against the background of globalization and informatization, innovation is the primary driving force for regional economic and social development. Urban agglomerations are the main body of regional participation in global competition, and promoting the construction of the Guangdong–Hong Kong–Macao Greater Bay Area is an important strategy for China’s regional economic development. Aimed at the differences in location advantages among cities in the Guangdong–Hong Kong–Macao Greater Bay Area, based on the theory of innovation chain, we developed a three-stage model of “knowledge innovation-scientific research innovation-product innovation”. A three-stage DEA model was used to measure the innovation efficiency of cities in the Greater Bay Area at different stages, and two progressive two-dimensional matrices are constructed to locate the innovation development of cities according to the efficiency value. The results show the following: ① The overall innovation efficiency of the Greater Bay Area urban agglomerations gradually decreased in the process from knowledge innovation and scientific research innovation to product innovation, and the innovation efficiency among cities was unbalanced. ② Shenzhen, Guangzhou, and Hong Kong all performed well in the whole innovation stage, while other cities in the Greater Bay Area showed weakness in innovation at different stages. Based on this, this paper puts forward relevant countermeasures and suggestions for promoting and optimizing collaborative innovation in the Greater Bay Area taking into account factor flow, industrial structure, and innovation network of urban agglomerations.

Although there are many good tools to evaluate coffee, such as rigorous cupping protocols, all of them require improvements in order to benefit scientific research. One aspect to highlight is that coffee is a very important product worldwide and has been and is being investigated for its complexity. All research and any improvement in crop or processing ends-up being verified in the coffee cup quality, which is accomplished through the cupping procedures. However, sufficient tools have not been designed in order to manage the cupping procedures, in accordance with the technological level we have available now. Basically, sheets of paper are used to manage the cupping scores, which hinder the subsequent analysis process, making hard to know what happens inside coffee beans with greater precision and thoroughness. Another worrying aspect is that each region, at each country uses a different format with different flavor references to carry out the scoring, which has generated problems of unity of criteria on the analysis and this is not good to the coffee business. This paper presents the design of a web platform to make information storage and results processing of cupping procedures of specialty coffees easier. The main objective is to achieve better managing of the cupping model for the sensory analysis using a digital environment, allowing greater agility in the treatment of results and a more organized management of the information of the specialty coffees.

The reservoir filling arising out of the water conservancy and hydropower engineering development inundated a lot of fertile farmlands and good soils. Especially it was mountainous with scarce land in the southwest area, and the contradiction between man and land was prominent. The soil-based resettlement mode only possessed the textual meaning, rather than the practical operational meaning. It is necessary to adopt the urbanization and industrialization resettlement, so as to enable the resettlement to move out as well as dwell securely and become rich step by step. Through the field research, this paper summarizes the type during the urbanization process of reservoir resettlement in Guizhou Province at the present stage, discovers the existing difficulties and problems in the resettlement, and puts forward the relevant countermeasures and suggestions.

If we make a set of measurements, such as narrow-band or multicolour photo-electric measurements, which are designed to improve a scheme of classification, and in particular if they are designed to extend the number of dimensions of classification, i.e. the number of classification parameters, then some important problems of analytical procedure arise. First, it is important not to reproduce the errors of the classification scheme which we are trying to improve. Second, when trying to extend the number of dimensions of classification we have little or nothing with which to test the validity of the new parameters.Problems similar to these have occurred in other areas of scientific research (notably psychology and education) and the branch of Statistics called Multivariate Analysis has been developed to deal with them. The techniques of this subject are largely unknown to astronomers, but, if carefully applied, they should at the very least ensure that the astronomer gets the maximum amount of information out of his data and does not waste his time looking for information which is not there. More optimistically, these techniques are potentially capable of indicating the number of classification parameters necessary and giving specific formulas for computing them, as well as pinpointing those particular measurements which are most crucial for determining the classification parameters.
