Abstract To ensure that road transport safety measures are effective and efficient, forecast tools should be applied to help with strategic decision-making. Models of road safety measures provide such tools. The paper presents a proposed macro model of road accident casualties. The proposed models of road accident fatalities are built from a database covering more than fifty countries worldwide. The concepts of model design can be used for developing factor-based models to describe strategic societal risk on the road networks of selected countries worldwide. One of the concepts was applied to model the number of road accident fatalities. The analyses used Smeed’s model and its modifications developed for the needs of this analysis.

Safety is one of the main conditions for the functioning of the transport. The most attention is paid to the technical aspects of transport safety. However, accidents in transport are caused by many different factors and these primarily are: human factors, organizational factors, technical factors and environmental factors. Statistical data indicate that the main cause of accidents and disasters in transport are human errors. Thus, the elimination or reduction of their number could significantly improve the safety in transport. In the article the issues of human reliability in the context of ensuring safety are discussed. Additionally, the classification of human errors was given and an analysis of the causes of these errors was conducted. The main emphasis was put to present and evaluate of the selected methods of qualitative and quantitative Human Reliability Analysis (HRA), such as: THERP, ASEP, HEART, SPAR-H, ATHEANA, CREAM.

AbstractThe article presents the general characteristics of road transport safety in Poland over the years 2009-2019. The key objective of this study was to investigate the main factors of road accidents in Poland. Up till now, the number of road accidents has been analysed in detail on the basis of data on collisions from rear, side and frontal perspective. Moreover, in the article, statistics regarding the number of perpetrators of accidents by gender and age are summarized, as well as dynamics aspects of changes related to new passenger vehicles and trucks in Poland in 2009-2019 are indicated. As a result, the intensity of rear collisions rather than frontal collisions is apparent. Hence, an inconspicuous rear collision by not braking a speeding vehicle carries a risk of the upper cervical spine.

The article discusses the issues of road transport safety. The methods of preventing and limiting the effects of road accidents as well as the concepts of the safety improvement model have been presented, as well as suggestions for some solutions for the coming years that may significantly improve the situation on roads. The concept proposed in the article was based on a statistical analysis of road accidents and cause-and-effect analyzes of selected road accidents in the Drawsko District in the West Pomeranian Voivodship.

В статье проведен анализ положений законодательства о полномочиях органов внутренних дел, связанных с обеспечением безопасности на автотранспорте. В этой связи анализируются новеллы законодательства о транспортной безопасности и основные нормативные правовые акты, которые их конкретизируют, применительно к автотранспорту. Указаны положительные стороны и недостатки этих новелл и практики их применения. Предлагаются некоторые меры, направленные на усиление роли органов внутренних дел на рассматриваемом участке работы. The article analyzesthe provisions of the legislation on the powers of the internal affairs bodies related to ensuring transport safety on motor vehicles. In this regard, the authors analyze the novelties of the legislation on transport security and the main regulatory legal acts that specify them in relation to motor transport. The author points out the positive aspects and disadvantages of these novels and the practice of their application. Some measures aimed at strengthening the role of the internal affairs bodies in this area of work are proposed.
