The article is devoted to measuring solvable demand of population for energy supply services and the level of budgetary guardianship in Khabarovsk Krai. The authors show the differentiation in availability of energy supply services for consumers, explained by the geographical contrasts and existing system of settlement. There are two sources of energy supply in Krai: “Far Eastern Generating Company” (AO “DGK”) and objects of public energetics. The population pays for only a part of actual producers’ costs for energy supply services; the remaining part is compensated by the state through budgetary means. There are two ways to compensate high tariffs on energy supply for population: subsidies and privileges for consumers and subsidies for producers. The population that gets its energy from AO “DGK” pays for energy supply services almost entirely, while population that uses the services of public energetics pays only partially, with the state taking the burden upon itself to compensate the producers’ costs. In case of transitioning to full compensation, the scale of social budgetary support will increase significantly, which contradicts the logic of institutional transformation, aimed at lowering the financial burden of the state.

The subjects of future innovative research are likely to be the sources of material and energy supply of economic activity, the principles of formation and content of knowledge, methods of reducing environmental damage and preserving the natural habitat of people, alternatives to solving innovative problems, criteria for choosing preferred options Economic activity in the coming periods will not only change its content, but will also face the emergence of new problems and the need to solve them.

This text aims to discuss the foundations of the energy and humanitarian crisis that, in early November 2020, affected the state of Amapá. In order to achieve this goal, we firstly present how the process of Amapá's integration with the National Interconnected System (SIN) took place, and then point out the technical weaknesses that incurred in the interruption of the energy supply in the state. In parallel, we discuss the business structure and financial logic involved in the poor provision of the service offered by the company responsible for the Macapá substation. Finally, we introduce some information about the political causes and consequences of the blackout, raising questions about the privatization process of urban infrastructures whose functioning is essential to life in Amazonian cities.

This chapter scrutinizes the role of the state in ensuring electricity supply and protecting end-consumers along a spectrum of energy market models. On the one end, there are markets dominated by virtual state monopolies, such as the South African example, where supply and consumer protection take on a different shape, compared to those on the other end of the spectrum, where distribution of energy to end-consumers is privatized. The European Union (EU) exemplifies the latter. Analyses of both the Australian and Nigerian models of energy supply and end-consumer protection are included to demonstrate variations within privatized markets, and comment on the role of the state in implementing privatization. Issues of procedural and participatory justice are considered. Social justice issues are raised, furthermore, in that the type of consumer protection in a system is influenced by the degree of affluence of the community and the resilience of the system of governance.

This article presents a comprehensive study of energy supply problems for state-owned enterprises. The categories considered (financial activity, legal interests, energy system) allow to reveal the special importance of state enterprises for the state economy. Identification of energy supply problems of state-owned enterprises will allow to assess the optimal power capacities of the public legal sector. The revealed regularities of the energy potential will allow us to assess the risks when planning and predicting energy efficiency. The dynamics of the increase in the consumption of electricity by state enterprises is traced, at the same time as the search for alternative sources of resource support is on. The developed infrastructure of state-owned enterprises implies the search for technologically justified solutions to obtain energy resources in an innovative way. Recommended approach of energy saving systems usage will allow the enterprise manages to optimize the costs. State enterprise is a unique organizational and legal form with the participation of public and legal entities that allow the state to participate in economic processes in the most optimal, efficient and effective way and realize the most significant state tasks. Such tasks include: implementation of public interests, provision of society with necessary goods and services, implementation of separately subsidized activities, production of military equipment, cartridges, gunpowder, chemical production, disposal of hazardous waste. These tasks emphasize a special priority for the presence of public legal entities in this sector of the economy. The legal nature of state enterprises allows for the most effective implementation of this activity.
