The importance of this research arises from its attempt to correct the weaknesses encountered by most developing countries namely The Republic of Sudan due to the absence of strategies that set leading guidelines for successful privatization processes. This research provides a full answer to a crucial question] How can successful privatization be achievedin developing countries? [The objective of this research extends to help privatization decision makers to avoid problems arising from application, as well as enhancing privatization programs by offering strong support to achieve their targets. Themethodology adopted by this research is a combination of many research methodologies such as descriptive, analytical, comparative, inductive and deductive approaches. The research findings are many, namely privatization is a complicated phenomenon, andat the same time, represents a junction where interests of conflicting parties meet  corruption & cronyism that may accompany the execution of privatization has aggravated more economic & social problems. The recommendations proposed by this research include, more attention should be paid to promote awareness (among the top executive authorities, senior government staff & privatization process executors) to the risks associated with improper designing & incorrect implementation of privatization. Support and follow-up from the top government authorities to privatization programs will help minimize the problems that might hinder application. Governments to provide their countries with thenecessary prerequisites for successful privatization should adopt proper actions

In this paper, the author tries to emphasize the importance of international and positive legal guarantee of property rights as well as the issue of return of confiscated property or market compensation, and especially to come to conclusions that would help better respect the human right to peaceful enjoyment of property. In that sense, certain judgments of the European Court of Human Rights were analyzed. Special attention in the paper is paid to the types of restitution and the low coefficient of compensation, which violates and calls into question the fairness of the process itself. A brief critical review of the privatization process was also made. Thus, it was pointed out that the restitution procedure should have been carried out first, and then privatization. The poor quality of services as a result of abuses in privatization was also pointed out.

To celebrate the 10th anniversary of Praktyka Teoretyczna journal, we have invited our long-lasting collaborators and comrades to reflect once again on the concept of the common and it’s possible futures by posing the following questions: a) what is the most important aspect of the current struggles for the common?; b) what are the biggest challenges for the commonist politics of the future?; and c) where in the ongoing struggles do you see a potential for scaling-up and spreading organisation based on the common? In his reply, Eric Blanc draws our attention to contemporary teachers strikes as a movement with radical potentialities that greatly exceed merely reversing the privatization process of education.

Abstract Background: The break-up of Yugoslavia has led to a transition from planned to the market economy. The main task of transition is privatization, which implies transferring most of the former social ownership to private individuals. The privatization process has marked the end of the twentieth century in Croatia and still carries many unanswered questions that have arisen because of the persistent need for privatization in the former, unconsolidated state. Objectives: The main objective of the paper is to make a comparison of respondents’ perception of Croatian privatization in 2018 compared to 1998. The aim is to investigate the similarities and changes in the attitudes of the Croats regarding the privatization processes that Croatia has engulfed in several stages. Methods/Approach: The survey was conducted on a sample of one hundred Croatian citizens about their perception of the privatization process in Croatia in 2018. Results of the survey in 1998 and 2018 were compared using the chi-square test. Results: The respondents in 2018 are convinced that the main goals of privatization have not been realized. Citizens’ distrust towards the system and institutions conducting the privatization process is greater in 2018 compared to 1998. Conclusions: Respondents perception of privatization has not changed significantly concerning the 20-year gap. Dissatisfaction due to the unfulfilled fundamental goals is still present, as is the need for revision of privatization.

The impact of the 1998 financial crisis on the dynamics of market reforms and the privatization process in Russia and St. Petersburg is examined in the article. The activity of the government aimed at curbing the crisis tendencies in the first half of 1998, as well as the activity of the Cabinet of E. M. Primakov on the reanimation of the Russian economy in September — December 1998, is analyzed. The main reasons for the default, the impact of the crisis on privatization activity, the state of industrial enterprises, the banking sector, the transformation of integrated business groups, the level of welfare of the population, the state of relations “center-regions” are considered, and the social reaction to these changes is investigated. The state of the industry is revealed on the example of St. Petersburg enterprises. The approaches of the government of E. M. Primakov to the privatization policy are investigated. The features of personnel policy in the Ministry of State Property of the Russian Federation and the Committee for the Management of City Property of St. Petersburg are considered. The study of the causes and consequences of the default showed that this event became a key event in the development of the Russian economy, significantly influenced the pace of privatization activity and the state of financial and industrial groups, and also became the starting point for subsequent economic growth.

Business activity is aimed at increasing the market value of the object of evaluation. It helps to increase competitiveness, increase production and sales, which determines the relevance of the study in terms of privatization of enterprises in the alcohol industry. The purpose of the research is to determine the relationship between business activity indicators and methodological approaches to determine the value of alcohol companies, choosing the optimal approach in terms of reforming the alcohol industry, analysis of the privatization process in the field of “Ukrspirt” in 2020. The essence of business activity in broad and narrow meanings is defined. The analysis of business activity on the basis of coefficients and the rule of the economy of the enterprise on the example of financial statements of SE “Ukrspirt” are carried out. Conclusions on resource efficiency in 2018–2020 were made. Factors influencing the financial results of SE “Ukrspirt” in 2020 were identified: production of raw materials for domestic producers of antiseptics, demonopolization of the industry, privatization of state-owned enterprises. A short description of the income, market and cost approaches to determining the value of the enterprise is carried out. The influence of indicators of business activity on the choice of the approach of estimation of the enterprises of alcoholic branch is defined. It is substantiated that the optimal approach to determining the value of alcoholic enterprises subject to privatization is the cost approach, because it ignores the value of income, does not depend on the profitability of the object, is used to assess material-intensive enterprises, based on the balance value of property. It was established that the value of assets increased 2,5 times due to valuation of all fixed assets of SE “Ukrspirt”, commissioning of certain fixed assets that were not previously used. It is substantiated that the initial (starting) prices of privatization objects were formed at the level of book values. An analysis of the privatization process in the field of SE “Ukrspirt” is carried out: in the III quarter of 2020 were sold the first 18 PA (place of activity and storage of alcohol), in 2021 will put up for sale objects that have recently carried out production activities. Revenues to the state budget as a result of the reform of the alcohol industry have been estimated.

This text aims to discuss the foundations of the energy and humanitarian crisis that, in early November 2020, affected the state of Amapá. In order to achieve this goal, we firstly present how the process of Amapá's integration with the National Interconnected System (SIN) took place, and then point out the technical weaknesses that incurred in the interruption of the energy supply in the state. In parallel, we discuss the business structure and financial logic involved in the poor provision of the service offered by the company responsible for the Macapá substation. Finally, we introduce some information about the political causes and consequences of the blackout, raising questions about the privatization process of urban infrastructures whose functioning is essential to life in Amazonian cities.

This study provides an overview about the privatization process of the national airlines in Vietnam, representing for a key large SOE which has been privatized. Therefore, it helps to reflect the process of the country in term of the government perspectives in general, through which to bring ideas or suggestion for more efficient policy to favor liberalization.
