Against measurement? — On the concept of information

The creation of information models requires the use of known methods and the development of new methods of formalizing the pre-design research process. The modeling process consists of four stages: data collection on the object of management - pre-project research; creation of a graphical model of business processes taking place in the enterprise; development of a formal model of business processes; business research by optimizing the formal model. To support the creation of workflow management services and systems, the complex offers methodologies, standards and specialized software that make up the developer's tools. This can be ensured only by modern automated methods based on information systems. It is important that the information collected is structured to meet the needs of potential users and stored in a form that allows the use of modern access technologies. Before discussing the effectiveness of FIM, it should be noted that the basic concept of information itself is still not the same. In a pragmatic way, it is a set of messages in the form of an important document for the system. Information can be evaluated not only by volume, but also by various parameters, the most important of which are: timeliness, relevance, value, aging, accuracy, etc. in addition, the information may be clear, probable and accurate. The methods of its reception and processing are different in each case.

Аннотация: В современном развивающемся обществе все больше расширяется роль и значение информации. Информация становится ключевым фактором развития человеческой цивилизации. В этих условиях важное место в структуре личности принадлежит ее информационной культуре, предполагающей владение источниками информации, способностью к ее поиску и активному использованию в жизненных процессах. В овладении молодежью информационной культуры важная роль принадлежит вузам и вузовским библиотекам. В статье показаны актуальность рассматриваемой проблемы, значение этих факторов становлении информационной культуры молодых поколений в период получения высшего образования, когда идет формирование всей культуры личности в целом. Раскрывается содержание понятия информационной культуры, кратко характеризуется современное состояние формирования информационной культуры в вузах Кыргызстана, определяется роль вузовских библиотек в воспитании информационной культуры студентов. An important role in the mastery of information culture by young people belongs to universities and university libraries. The article shows the relevance of the problem, the importance of these factors in the formation of the information culture of young generations during the period of higher education, when the formation of the entire culture of the personality as a whole is in progress. The content of the concept of information culture is revealed, the current state of the formation of information culture in universities of Kyrgyzstan is briefly characterized, the role of university libraries in the education of students' information culture is determined. Introduction. The lack of a coherent systemology law does not enable the use of evidence-based formalization to solve the basic theoretical problems of law interpretation and enforcement. The development of an appropriate formal-theoretical apparatus is possible on the basis of a productive systemological concept. The justification of this concept is based on the study of philosophical bases and fundamental principles (integrity, dynamic equilibrium, feedback, etc.) and the use of logical and linguistic methods of problem-oriented system approach. Theoretical Basis. Methods. The conceptual and logical modeling of legal ergasystems, the systems analysis and resolution of the theory-applied base of technology of two-tier legal regulation; the synthesis and modification of private scientific results of the author published in 2000–2019, with copyright in the author’s scientific works and educational publications. Results. The contemporary conceptual variant of combined “ICS”-approach (“information, cybernetic and synergetic”) as a general methodology of analysis and optimization of legal ergasystems, as characterized by the following conditions: the substantiation of the appropriate three-part set of methodological research principles, corresponding to the triple-aspect physical nature of the study of complex legal systems as ergasystems; the clarification of the conceptual and logical model of the legal ergasystem taking into account the fundamental feedback principle; the definition of the law of necessary diversity of William R. Ashby is justified and corresponding conditions of realize of effective technology of two-level (normative and individual) legal regulation; the definition of basic concepts and methodological principles of modern systemology of legal regulation; the justification of the functional organization of the Invariant Rational Control Loop. Discussion and Conclusion. A developed conceptual object-oriented version of combined “ICS”-approach for analysis and optimization of legal ergasystems is a methodological basis for the development of a working formal-theoretical apparatus of legal regulation systemology. This will formalize the decisions of the main theoretical problems of law interpretation and enforcement, as well as developing and implementing special information and legal technologies based on the concept of information and functional databases and knowledge. This will in turn ensure the information increases the effectiveness of the system of legal regulation of public relations as an information and cybernetic system subject to the subjective organizing process of human activity and the objective synergetic processes of disorganization.

In this chapter I provide additional rationalization for using the info-metrics framework. This time the justifications are in terms of the statistical, mathematical, and information-theoretic properties of the formalism. Specifically, in this chapter I discuss optimality, statistical and computational efficiency, sufficiency, the concentration theorem, the conditional limit theorem, and the concept of information compression. These properties, together with the other properties and measures developed in earlier chapters, provide logical, mathematical, and statistical justifications for employing the info-metrics framework.

We generalize the Jensen-Shannon divergence and the Jensen-Shannon diversity index by considering a variational definition with respect to a generic mean, thereby extending the notion of Sibson’s information radius. The variational definition applies to any arbitrary distance and yields a new way to define a Jensen-Shannon symmetrization of distances. When the variational optimization is further constrained to belong to prescribed families of probability measures, we get relative Jensen-Shannon divergences and their equivalent Jensen-Shannon symmetrizations of distances that generalize the concept of information projections. Finally, we touch upon applications of these variational Jensen-Shannon divergences and diversity indices to clustering and quantization tasks of probability measures, including statistical mixtures.

In 1979, James Gibson completed his third and final book “The Ecological Approach to Visual Perception”. That book can be seen as the synthesis of the many radical ideas he proposed over the previous 30 years – the concept of information and its sufficiency, the necessary link between perception and action, the need to see perception in relation to an animal's particular ecological niche and the meanings (affordances) offered by the visual world. One of the fundamental concepts that lies beyond all of Gibson's thinking is that of optic flow: the constantly changing patterns of light that reach our eyes and the information it provides. My purpose in writing this paper has been to evaluate the legacy of Gibson's conceptual ideas and to consider how his ideas have influenced and changed the way we study perception.

Many children in the USA spend a significant amount of time in center-based childcare. However, research has yet to explore their information practices in this setting. This study investigates young children’s perceptions of the concept of information and their own information-seeking practices within the context of their day care classroom. The participants included 13 children between three and five years of age. Data was collected using participant observation, semi-structured interviews, child-led photo tours, and photo-elicitation interviews. The findings indicate that the children did not perceive the concept of information in a manner consistent with adult understandings of the term, and that they engaged in information-seeking related to finding out new things on their own, through interactions with others, and through classroom resources, activities, and routines. The findings have implications for both researchers and practitioners working with young children.

The “Nuclear Materials and Radioactive Waste Management Act” (NMRWMA) in Taiwan has been in use since 2002. To promote further administrative efficiency and improve regulatory capacity, an amendment of the act has been initiated by the Atomic Energy Council (AEC). It is now being reviewed by outside experts and related communities so as to include the best understanding of risk management factors. For the future decommissioning challenges of nuclear facilities, the act is also being amended to comply with the regulatory requirements of the decommissioning mandates. Currently the Taiwan government is conducting government reorganization, and AEC will be reformed but will remain as an independent regulatory body. AEC will then be capable of improving the regulatory capacity for facilitating licensing and inspection, ensuring operational safety, environmental protection and public involvement, and giving a more flexible administrative discretion, such as expending the margin of penalty. The amendment is also required to provide a formal legal basis for the Nuclear Backend Fund, and to mandate the waste producers to take responsibility for any final debt repayment. In addition, this amendment promotes measures to prevent accidents or emergencies concerning radioactive materials and facilities and procedures to reduce the impact and effect of any unexpected events. Furthermore, this amendment intends to implement the concept of information transparency and public participation so as to meet the public needs. Finally, radioactive waste final disposal tasks have to be completed by waste producers under the supervision of the AEC.
