Breaking new ground in food regime theory: corporate environmentalism, ecological feedbacks and the ‘food from somewhere’ regime?

This article will apply food regime theory to an examination of the rise and fall of the apple industry in Nova Scotia between 1862 and 1980. From the 1860s until World War II, apples were a booming cross-Atlantic export business that continued the colonial bonds to Britain. But after the war, Britain developed its own domestic apple industry, and Nova Scotia apples failed to capture a loyal and secure market based on taste or quality. This led to the decline of the industry by the 1980s. Since that time, a new local apple industry based on taste and craft processing has arisen in Nova Scotia.  This article affirms the broad historical analysis of food regime theory, while drawing attention to the need for an ecological enhancement of the theory.

This contribution is a critical review of research on the global agri-food system directly or indirectly identified as political ecology (PE). It shows how food, famine and agricultural production were important topics to early proponents of PE, especially with regards to a critique of neo-Malthusian thought. It then traces further developments in the field and highlights the productive tension between materialist and poststructuralist streams, as well as the influence of actor-network theory. Further on, the paper discusses three neighbouring theories and frameworks with a potential to stimulate current political ecologies of food and agriculture, namely critical agrarian studies, food regime theory and world-ecology. Finally, seven clusters of potential research topics for a political ecology of the global agri-food system are identified. In conclusion, the relevance of PE as a theoretical lens is reiterated and the need for fruitful application of political ecology and related approaches is expressed.

AbstractHunger and food insecurity are viewed as global problems, requiring global responses. Even though there is no distinct field of ‘international food law’, many areas of international law in some way deal with issues related to global hunger and food insecurity. Hunger and food insecurity are immensely complex problems that cannot possibly be understood and addressed through an inherently limited disciplinary perspective. This article argues that food regime theory – an analytical tool developed and used mostly in the field of sociology – can provide a useful means through which to better lay bare the role of international law in constituting global food relations. If international lawyers are serious about contributing to reducing global hunger and realizing food security, it is imperative to situate international law and its specialized fields within the broader political economy of food.

American urban historians have begun to understand that digital mapping provides a potentially powerful tool to describe political power. There are now important projects that map change in the American city along a number of dimensions, including zoning, suburbanization, commercial development, transportation infrastructure, and especially segregation. Most projects use their visual sources to illustrate the material consequences of the policies of powerful agencies and dominant planning ‘regimes.’ As useful as these projects are, they often inadvertently imbue their visualizations with an aura of inevitability, and thereby present political power as a kind of static substance–possess this and you can remake the city to serve your interests. A new project called ‘Imagined San Francisco’ is motivated by a desire to expand upon this approach, treating visual material not only to illustrate outcomes, but also to interrogate historical processes, and using maps, plans, drawings, and photographs not only to show what did happen, but also what might have happened. By enabling users to layer a series of historical urban plans–with a special emphasis on unrealized plans–‘Imagined San Francisco’ presents the city not only as a series of material changes, but also as a contingent process and a battleground for political power.

This chapter reviews the history of green entrepreneurship, arguing that green entrepreneurship was shaped by four different temporal contexts between the mid-nineteenth century and the present day. Although there were significant achievements over the entire period, it was only in the most recent era that green business achieved legitimacy and scale. Green entrepreneurs often had religious and ideological motivations, but they were shaped by their institutional and temporal context. They created new markets and categories through selling their ideas and products, and by imagining the meaning of sustainability. They faced hard challenges, which encouraged clustering which provided proximity advantages and higher trust levels. Combining profits and sustainability has always been difficult, and the spread of corporate environmentalism in recent decades has not helped. Although commercial success often eluded pioneers, by a willingness to think outside of traditional boxes, they have opened up new ways of thinking about sustainability.

This chapter examines the greening of large conventional firms since 1980, the acquisition of many green entrepreneurial firms, and the rise of “greenwashing.” While noting that this development appeared to signal the success of green business, and the scaling needed for sustainability to make a real impact, there were also major problems. In particular, there were frequent and large gaps between corporate rhetoric and reality, threatening consumer disillusion and making it harder for more genuinely green firms to make their distinctive case. Corporate environmentalism was also constrained by the huge pressure on firms to meet quarterly returns, making it hard for large corporations to pursue truly radical sustainability strategies.
