Steel moment-resisting frames (MRFs) are well known for their ductile and stable hysteretic behaviour. For this reason, they are an attractive and effective structural system for seismic resistance. Current seismic design codes, namely Eurocode 8, provide system performance factors that should be used in the seismic design under different ductility classes. However, recent research studies have shown that the use of the code-prescribed performance factors lead to stiffer and heavier structural solutions that are not consistent with the performance-based design assumptions. A new methodology, Improved Force-Based Design (IFBD), has recently been proposed with the aim of a more rational determination of the adopted value of the behaviour factor, q, instead of using the upper bound reference values provided by the design code. This paper investigates if the obtained values of q for both EC8 and IFBD concerning steel MRFs are not only adequate, but also provide sufficient margins against collapse under maximum considered earthquake (MCE) ground motions. To this end, the methodology proposed in FEMA P695 was used. Additionally, the expected direct economic seismic losses are computed according to the PEER-PBEE methodology.

The development of a common Earthquake Loading Standard for Australia and New Zealand which has the potential for most countries in SE Asia is discussed in this paper. An historical perspective of earthquake loading standards in the two countries is introduced for background. In addition, two internationally recognised standards, Uniform Building Code (UBC) and Eurocode 8, covering earthquake loadings for areas of both low and high seismicity are presented. A seismic zoning scheme similar to the UBC approach is tentatively suggested for describing the seismic hazard of Australia and New Zealand. It is suggested that the requirements for design and detailing could vary from nominal tying together to capacity design procedures for the lowest and highest seismic zones respectively.

Abstract This paper presents the problems, the solutions, and the development state of the novel 0.18 μm Cu Metal Process through failure analysis of the Alpha CPU under development at Samsung Electronics. The presented problems include : “Via Bottom Lifting” induced by the Cu Via void, “Via Bottom dissociation” due to the IMD stress, “Via side dissociation” due to the poor formation of the Barrier Metal, “Via short/not-open failure” due to the IMD lifting, and Cu metal Corrosion/Loss. The analysis was carried out on the Via Contact Test Chain Patterns, using the “Electron (ION) Charge Up” method. After carefully analyzing each of the failure types, process improvement efforts followed. As a result, the pass rate of the via contact Rc was brought up from a mere 20% to 95%, and the device speed higher than 1.1 GHz was achieved, which surpasses the target speed of 1 GHz.
