The paper discusses Rawls’ and Habermas’ theories of deliberative democracy, focusing on the question of religious reasons in political discourse. Whereas Rawls as well as Habermas defend a fully inclusivist position on the use of religious reasons in the ‘background culture’ (Rawls) or ‘informal public sphere’ (Habermas), we defend a moderately inclusivist position. Moderate inclusivism welcomes religiously inspired contributions to public debate, but it also makes normative demands on public argumentation beyond the ‘public forum’ (Rawls) or ‘formal public sphere’ (Habermas). In particular, moderate inclusivism implies what we call a ‘conversational translation proviso’ according to which citizens have a duty to supplement religious with proper political arguments if – but only if – they are asked to do so by their co-discussants. This position, we argue, is more in line with the deeper intuitions behind Rawls’ political liberalism and Habermas’ deliberative model than is the fully inclusivist alternative. This article analyses the ways in which socio-political opposition is expressed by looking into the morally loaded discourse of political legitimacy in Burkina Faso that emerged after the assassination of the journalist Norbert Zongo in December 1998. Through the analysis of different political statements, newspapers and various comments from the ‘street’, it locates the struggle against impunity in a social and political undercurrent in Burkinabe society. In this context, notions of the public space are central, because the public space defines both the boundaries of public debate and the behaviour of key political actors. Two recurrent themes in Burkinabe political discourse, namely ideas of truth and courage, and the legitimacy of White people, illustrate the various ways in which socio-political opposition seeks to define the public space within which politics is to be practised and the behaviour to be observed by those acting there. But the struggle against impunity also takes place on a symbolic level at which key symbols are appropriated, interpreted and incorporated into political discourse.

<p class="ABSTRACT"><span lang="EN">The idea of Gamwell on“religion as rational” was based on the concept that religious freedom is nothing other than a political discourse that can be figured out only through a democratic resolution. Changing paradigm from “religion as non-rational” to “religion as rational” is a necessary condition for entering a public debate. Yet, the sole public debate or public view is not enough to solve the modern political problematic. The public debate must be guided by a constitutional procedure affirmed by the body politic so that it fulfills the criteria of formal claim about justice. Applying qualitative research and literature review this research tried to reveal: Gamwell’s idea of religious freedom, the features of the Islamic State as described by Abdul Rauf and Gamwell’s concept of religious freedom and the idea of establishing the Islamic State advocated by Abdul Rauf.</span></p><p class="ABSTRAK">Gagasan Gamwell tentang "agama itu rasional" didasarkan pada konsep bahwa kebebasan beragama tidak lain adalah wacana politik yang hanya bisa diraih melalui resolusi demokratis. Mengubah paradigma dari "agama sebagai tidak rasional" menjadi "agama sebagai rasional" adalah syarat yang diperlukan sebelum memasuki debat publik. Namun, debat publik atau pandangan publik saja tidak cukup untuk memecahkan masalah politik modern. Perdebatan publik harus dipandu oleh prosedur konstitusional yang ditegaskan oleh badan politik sehingga memenuhi kriteria klaim formal tentang keadilan. Dengan menggunakan penelitian kualitatif dan kajian pustaka penelitian ini mencoba mengungkapkan: gagasan Gamwell tentang kebebasan beragama, ciri-ciri Negara Islam seperti yang dijelaskan oleh Abdul Rauf, dan konsep Gamwell tentang kebebasan beragama, serta gagasan untuk mendirikan Negara Islam yang dianjurkan oleh Abdul Rauf.</p>

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.

Ever since the outbreak of the COVID-19 pandemic, questions of whom or what to trust have become paramount. This article examines the public debates surrounding the initial development of the German Corona-Warn-App in 2020 as a case study to analyse such questions at the intersection of trust and trustworthiness in technology development, design and oversight. Providing some insights into the nature and dynamics of trust and trustworthiness, we argue that (a) trust is only desirable and justified if placed well, that is, if directed at those being trustworthy; that (b) trust and trustworthiness come in degrees and have both epistemic and moral components; and that (c) such a normatively demanding understanding of trust excludes technologies as proper objects of trust and requires that trust is directed at socio-technical assemblages consisting of both humans and artefacts. We conclude with some lessons learned from our case study, highlighting the epistemic and moral demands for trustworthy technology development as well as for public debates about such technologies, which ultimately requires attributing epistemic and moral duties to all actors involved.

This article explains how the issue of inclusion is central to Habermas’s theory of democracy and how it is deeply rooted in his conception of a political public sphere. After recalling Habermas’s views on the public sphere, I present and discuss various objections raised by other critical theorists: Oskar Negt and Alexander Kluge, Nancy Fraser, Axel Honneth and Iris Marion Young. These criticisms insist on the paradoxically excluding effects of a conception of democracy that promotes civic participation in the public debate. Negt, Kluge and Fraser develop a Marxist line of analysis that question who can participate in the public sphere. Honneth and Young criticize in various ways the excluding effect of argumentation: are unargumentative speeches excluded from the public debate? I show how Habermas’s model can provide some responses to these various objections by drawing inspiration from his treatment of the gap between religious and post-metaphysical world views.

I am reminded of the expression: why are the bankers so keen to find new ways of losing money when the old ways seem to have worked perfectly well!The state pension has been going in a recognisable form for only 100 years and only for the last 60 as a universal pension; and only for the last 30 years in the form that we all might recognise today.If the Actuarial Profession can bring value to something from the past, it is to bring a perspective and a context to it so that we can learn from it. In this way, the Profession can create an informed climate within which public debate on matters of public interest can take place. As you will all know, the Financial Reporting Council are pressing the Profession hard to give tangible evidence of its commitment to the public interest, and this book falls into that category, creating an informed background for debate on a matter of huge public interest.

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.
