Zusammenfassung Hintergrund Die Verfügbarkeit von Glücksspielen ist in Deutschland seit Mitte der 1970er-Jahre stark gestiegen. Als Reaktion auf potenzielle Folgeschäden dieses Entwicklungstrends wurden von industrieller und staatlicher Seite Maßnahmen eines verantwortungsbewussten Umgangs mit Glücksspielen (Responsible Gambling) ergriffen. Kritische Analysen dieses Präventionsansatzes verweisen alternativ auf ein Konzept der öffentlichen Gesundheitsfürsorge (Public Health). Fragestellung Vor dem Hintergrund des neuen Glücksspielstaatsvertrags, der am 01. Juli 2021 in Kraft getreten ist, stellt sich die Frage, wie die beiden Ansätze einzuordnen und hinsichtlich einer effektiven Schadensbegrenzung zu bewerten sind. Methode Im Zuge eines narrativen Reviews erfahren die Kernaussagen dieser beiden Ansätze eine kritische Analyse. Ergebnisse Das Konzept des verantwortungsbewussten Umgangs mit Glücksspielen fokussiert primär auf die individuelle Verantwortung und Vulnerabilität der Spieler*innen. Verhältnispräventive Maßnahmen, wie die Reduktion der Verfügbarkeit, Beschränkungen der Spielanreize durch Eingriffe in die Spielstruktur und Werberestriktionen, die Interessenkonflikte der Anbieter hervorrufen, fehlen weitgehend. Der interdisziplinäre Public-Health-Ansatz ist breiter ausgerichtet und berücksichtigt neben individuellen Risikofaktoren zielgenauer soziale, umweltbezogene und wirtschaftliche Faktoren, die zusammen mit der Identifizierung schädlicher Eigenschaften des Produkts „Glücksspiel“ zu einer umfassenden Präventionsstrategie führen. Schlussfolgerung Neue Erkenntnisse in den Bereichen Forschung und Praxis sowie die zunehmende Akzeptanz evidenzbasierter Public-Health-Strategien wecken Hoffnungen, dass dieser Weg zukünftig auch in Deutschland beschritten wird.

These stakeholders use a public health lens with a social justice focus to advocate for communities that have been disproportionately impacted by problem gambling, behavioral health, and other related issues. They argue that, in addition to other considerations, a social justice perspective can inform responsible and problem gambling efforts across the United States and international jurisdictions. They believe that the public health continuum of services, which includes prevention, intervention, treatment, and recovery supports, provides ample opportunities to make significant progress in this area. Historically, the field of problem gambling has focused on the individual experience of gambling, with a particular emphasis and advocacy on treatment. Oppressed and marginalized populations and entire communities are often absent from this traditional lens.

This chapter focuses on the empirical, data-driven research pertaining to the public health issue of whether or not gambling expansion significantly alters the prevalence rate of disordered gambling and how this research can inform responsible gambling policies and practices. It is a legitimate public health concern that the expansion of gambling opportunities will contribute not just to increases in the prevalence rate of those who gamble and in gambling involvement (e.g., number of days gambling) but also to an increase in the rate of disordered gambling. This latter point is the central issue of this chapter. The authors rely on recent and peer-reviewed publications, although at times “gray” publications (i.e., government reports not in the peer-reviewed literature) are included.

This chapter examines how academics working in the field of gambling studies understand the concept of responsible gambling (RG). The authors begin with a discussion of the concept, theory, and objectives underpinning RG. They discuss the varying definitions of RG and how it has been featured in recent applications of public health theory in the gambling field. The authors consider the strengths and weaknesses of RG principles and then examine how understanding of RG might differ across different stakeholder groups (e.g., academics, the industry, and community welfare groups) and how this influences the practical application of RG principles. This is followed by analysis of the evidence available concerning the application of RG principles to practical situations as well as the facilitators and barriers to effective RG research. The authors conclude with a discussion of academic views about how to enhance research evidence and the practical application of RG principles.

Gambling markets have drastically expanded over the past 35 years. Pacing this expansion has been the articulation of a governance framework that largely places responsibility for regulating gambling-related harms upon individuals. This framework, often defined with reference to the concept of responsible gambling (RG), has faced significant criticism, emphasizing public health and consumer protection issues. To study both the articulation and critique of the concept of responsible gambling, we conducted a ‘scoping review’ of the literature (Arksey & O’Malley 2005). Literature was identified through searches on academic databases using a combination of search terms. Articles were independently reviewed by two researchers. Findings indicate 142 publications with a primary focus on responsible gambling, with a high volume of publications coming from the disciplinary backgrounds of the first authors representing the fields of psychology, business, and psychiatric medicine. Further, publication key themes address topics such as responsible gambling tools and interventions, corporate social responsibility and accountability, responsible gambling concepts and descriptions, and to a lesser extent, critiques of responsible gambling. The scoping review of the literature related to responsible gambling suggests the need to foster research conditions to invite more critical and interdisciplinary scholarship in an effort to improve public health and consumer protection.
