The results of the research the interaction problems between children, teenagers and the Internet, and problems of protection and realization of their rights by librarians are considered in the article. The results of foreign researches on the given theme are also presented. A number of its legal aspects is analysed, the rights of children of direct relevance to the theme of “Children and the Information” on the basis of the UN Convention are placed in strong relief. The main features, possibilities and dangers of the Internet to development of the person are shown.The surveys of schoolchildren, teachers and librarians, which were hold by researchers of the Russian State Children Library, have allowed the author to find out various aspects of the younger generation interaction with the Internet, to set out the actual problems facing library experts today.

Данная статья посвящена созданию профориентационной (умной) лаборатории, которая призвана сформировать у школьников базовые представления о технологии Интернет вещей (IoT), угрозах кибербезопасности в этой сфере, мотивировать к получению в будущем профильного образования и построению карьеры в области обеспечения безопасности Интернет вещей (IoT) при функционировании умного производства. Обучение школьников в профориентационной лаборатории, построенное на основе применения интерактивных электронных образовательных ресурсов, прежде всего будет позиционировать карьерные возможности будущих специалистов в сфере обеспечения безопасности Интернет вещей (IoT) при функционировании умного производства. В рамках функционирования лаборатории особое внимание обучающихся сконцентрировано на тематиках правовых аспектов обеспечения кибербезопасности, главных тенденциях развития киберугроз в современном глобальном информационном пространстве и мерах, необходимых для их нейтрализации. This article is devoted to the creation of a career-oriented (smart) laboratory, which is designed to formulate in schoolchildren basic ideas about the Internet of Things (IoT) technology, cyber security threats in this area, motivate to receive specialized education in the future and build a career in the field of Internet things (IoT) security) with the functioning of smart manufacturing. The training of schoolchildren in a vocational guidance laboratory, based on the use of interactive electronic educational resources, will primarily position the career opportunities of future specialists in the field of Internet of Things (IoT) security in the operation of smart manufacturing. Within the framework of the functioning of the laboratory, special attention of students is concentrated on the topics of the legal aspects of ensuring cyber security, the main trends in the development of cyber threats in the modern global information space and the measures necessary to neutralize them.

The article considers the legal aspects of the existence of intellectual property on the Internet. The main regulatory documents governing the relationship between the use of intellectual property on the Internet are analyzed, such as: the WIPO international convention, the Civil Code of the Russian Federation, part 4; Decree of the Government of the Russian Federation of 09.02.2012; The latest edition of the Constitution of the Russian Federation. In the form of a structural and didactic scheme are presented: objects of intellectual property, means of individualization; an algorithm for the interaction of participants in the legislative process to seize illegal content. Features of the problems of protecting intellectual property rights on the Internet, the main causes of violation of intellectual property rights and ways of protecting intellectual property are presented. The losses of various sectors of society from Internet piracy are given. The basic tools of copyright infringement on the Internet are described, as well as existing methods of confirming copyright in content.

Trade contracts via the internet (cyberspace transactions) or e-commerce or in other terms is a necessity inthe development of cyberspace in the last  ten decades. In terms of the applicable legal aspects, contractstrade via the internet is having a substantial difference with the conventional contract law. From theviewpoint of Islamic Law (fiqh), the implementation of e-commerce business transactions can besamed with al-sala>m transactions in the way of payment and delivery of commodities which serve as theobject of the transaction. Transactions in e-commerce over the Internet can be aligned with the principlesof the existing transaction in the transaction al-salam, especially relating to the parties involved in thetransaction, the consensus statement and transaction through a transaction object. Based on thesestudies, the commercial transactions over the Internet is allowed as long as meet the principles of thecontract (‘aqad) in Islam, namely: (1) the parties involved in implementing the contract with proves goodand sincerity; (2) the process of conveying statements of the consensus between party is clear and notconflicting with shar’i; and (3) the object of transactions (goods or services) is something that is halal.

This article summarizes the results of a research project dealt with the problems of interaction between children, teenagers and the Internet, with protection of their rights by librarians. The results of some foreign surveys of these issues are also considered. The article outlines “the problem area” of challenges that the experts working with children now face. A number of legal aspects of a problem are analyzed. On the basis of the Convention of the United Nations there were defined the rights of children nearly related to the theme “children and information”. The main features of the Internet, its resources and danger to the development of the personality are shown in the article.Studying the problems and possibilities of cyberspace for children, teenagers and the analysis of rising generation’s behavior in a cyberspace allow identifying challenges for library experts and the teachers working with children. The surveys of schoolchildren, teachers and librarians, carried out by the researchers of the Russian state children’s library allow finding out various aspects of interaction between rising generation and the Internet to identify actual problems the experts face today. Emphasis is given to a problem of children’s safety in a cyberspace and to the challenges that the librarians face.

We consider legal aspects of legal responsibility of public enterprises. Legal liability for violations of the financial activities of public enterprises can be administrative, civil, financial and even criminal. Analysis of the responsibility of public enterprises allows us to note that at the legislative level, the mechanism of responsibility for violations of the order of financial activity, which is associated with the provision of financial transactions for the transfer of profits, the implementation of budget borrowing, ensuring the efficiency of the use of the property of the enterprise, providing the owner and the authorized body of the necessary information, is not fully provided. It should be noted that for the optimal participation of public entities in economic relations, unitary enterprises implement government orders, carry out government procurement, interacting both with potential contractors and with the owner – the state or public legal entity, including through the Internet. But not always, this kind of activity is going on without violations.
