AbstractImplementing management objectives may be challenging when decisions are made at different scales than where they are supposed to be carried out. In this study we present a situation where local goose hunting arrangements respond to objectives in an international management plan for pink-footed geese (Anser brachyrhynchus) and a local wish to reduce goose numbers as means to reduce grazing damage on farmland. A unique ten-year dataset provides an evaluation of the efficiency of voluntary actions at a local scale for implementing a policy of population control of geese, and general lessons are drawn for collaboration and co-production of knowledge for adaptive management. The study demonstrates how both the hunters and geese adapt in a situation where increasing the harvest of geese is the main objective. Introducing hunting-free days and safe foraging areas significantly increased goose numbers in the study area, with a corresponding increase in hunting success in terms of number of harvested geese. The geese’s behavioural response to hunting also triggered the hunters to adapt accordingly by optimal timing and placement in the landscape. Based on the results of the present study we suggest a framework for local implementation of management actions. Bringing end-users on board, facilitates processes and strengthens the achievements, as they represent the actors where implementation occurs. Specifically, our findings demonstrate how optimal goose hunting can be practiced by the use of an adaptive framework with active stakeholder participation.

This paper presents the results of a study carried out to support the Region of Tuscany Coastal Sediment Management Plan, with the main aim of establishing the sediment budget considering the time span from 1981–1985 to 2005 for the 56 coastal sectors into which the 215 km-long continental sandy coast of Tuscany (Italy) was divided. The sand stability (according to a stability index) and colour compatibility (according to the CIEL*a*b* colour space with an acceptability range conforming to national guidelines) were determined in order to assess the possibility of using the available sediment in accreting sectors to nourish the beach in eroding areas. Only in two cases—i.e., the updrift of a harbour (at Viareggio) and in a convergence zone (at Marina di Pietrasanta)—are the volumes of sufficient magnitude to support a large nourishment project; however, the mean sand size is too small to guarantee efficient nourishment, even with medium-term stability. In contrast, the colour difference, in most of the cases, was shown to be acceptable. Other small sediment stocks, suitable for colour but not for grain size, can be used for periodic ephemeral nourishment works to support seasonal tourist activities. The limited resources available make it necessary to adopt a plan for their optimal use from a regional perspective. This kind of study is of great interest for the proposal of sound management actions to counteract the increasing erosion processes linked to climate change phenomena and human effects on rivers and coastal systems.

Accounting means normally a basis while making management decisions; it is the information tool in order to highlight the strategies and to confirm their success. There are also cases where the roles are reversed and the management delineates the accounting directions according to the results obtained, thus being transformed from the company management for results to the results themselves. Even if over time, the information and activity monitoring techniques improved, the precision of the economic and financial data remains dependent on the reporting referential and the manipulation technique of the results. The article is meant to highlight the items capable to characterise the choice of a management based on results, the conditions of its development, how the financial and accounting information users are affected, particularly the investors, as well as how it can be detected. It is also highlighted the fact that the management based on results plays a very important role for the apparition and development of the accounting engineering at the level of company by the determination it exercises over the managers while achieving or surpassing the objectives. Thus, there is the issue of a false reflection of the company’s activity, regarded by the prism of the management objectives, making particularly sensitive the passage from the economic reality of the company to the management ideals of the management. The financial and accounting information remains as main source of reflection of the economic activity and of the results of these activities, both for the own managers of the entities and for the large diversity of third parties: providers, customers, employees, investors, banks, State institutions etc., that makes it vulnerable in front of the external actions. It is important that in any management plan, its accounting represents a source of information for the management and not a means of obtaining the results.


<em>Abstract</em>.—Effective means to directly engage the public in determining reservoir fishery management objectives and strategies is a common challenge to managers. This paper examines the experiences and lessons acquired from three separate situations in which citizen advisory committees were used to assist fishery management biologists in resolving conflicts and setting management objectives for three lakes in Arkansas. Benefits included a better understanding on both the part of anglers and agency biologists of their respective motivations and preferences, a greater sense of shared ownership of solutions, and a well-defined but flexible management plan. The effectiveness of citizen advisory committees was challenged by dissent and mistrust among advisory committee members, failure of committee members to communicate management plans outside the committee proper, political intervention, and the threat to agency credibility if the agreed plans fail to be implemented. Citizen advisory committees can be an effective tool for crafting reservoir fishery management plans.

The collapse of all the major herring stocks in the Northeast Atlantic in the late 1960s and the early 1970s was undoubtedly the most striking phenomenon in the history of the European fisheries. The events leading to the collapse show similar features for all the herring stocks: a sharp increase in catches over a few years, followed by a rapid decline and a fishing ban. During the period of declining stock abundance, management actions came too late and were not sufficiently restrictive. It appears that managers found it easier to accept a total fishing ban than to agree on severely reduced catches. In many cases it is clear that the fishing ban has been thoroughly enforced, while in other cases illegal fishing has seriously delayed the recovery of the stocks. This has been monitored by various fishery independent methods, such as tagging experiments, trawl surveys, larval surveys, and acoustic surveys. Before advising the reopening of the fishery it has been the general policy of the ICES Advisory Committee for Fishery Management that the spawning stock would be about to reach a minimum target abundance and that there should be firm evidence that recruitment should be on a similar level as it was prior to the collapse. Some stocks are about to or have already fulfilled these criteria, while others are still at a low level and suffering from recruitment failure. When reopening fisheries, setting of total allowable catches (TACs) and national quotas has been universal. Enforcement practices vary greatly within the European countries. In some countries, enforcement of fishing regulations is very strict and carried out on real time bases, while in other countries there appears to be very little enforcement of the existing regulations. Large quantities of herring are sometimes landed and even sold as sprat, whiting, or mackerel. Overshooting TACs is therefore common, and inadequate reporting of catches makes assessment difficult and less reliable than need be. In those cases where fishery regulations are enforced, management is mainly concerned with restricting the activities of the participating vessels so that they do not overfish. In doing so, the best fishing areas have in some cases been closed to fishing, because otherwise the catches would be far too large for the small quantity allocated to each boat. In other cases the catches per boat per night have to be so restricted (because of the large number of participating vessels) that large but unknown quantities of herring are dumped at sea. With the modernized fleets and the large number of boats participating, management has assumed the image of concentrating on "anti-effectiveness." Although the biological management objectives have been well defined and agreed to, the overall management objectives have neither been defined nor agreed to. These must take into account not only the biological objectives but also socioeconomic aspects. A management objective could be to fish the TACs with minimum expense, thus gaining maximum benefit in terms of profits from harvesting the resource. The traditionally free entry and free participation would then be the main obstacle to such an objective. This is especially acute in the case of a schooling species, which can be fished cheaply in large quantities. It is therefore important to develop new methods to restrict effort and investment. This leads to the basic problem of redefining the ownership of the fish stocks. Before an owner is firmly established, management will be under very severe constraints in limiting the entry to the fisheries.

The Endangered Turks and Caicos rock iguana, Cyclura carinata, is found only on the islands and cays of Turks and Caicos Islands (TCI), and on Booby Cay in The Bahamas, northwest of Providenciales. These iguanas now occupy less than 10 percent of their historic range largely due to the impact of invasive mammalian predators. Although conservation efforts have led to stabilisation of the population resulting in the 2020 down-listing of this species from Critically Endangered to Endangered on the IUCN Red List of Threatened Species, threats persist and management efforts are needed. This document presents a comprehensive four-year plan for the conservation and management actions considered essential to ensuring the long-term survival of Cyclura carinata in the wild. This document combines knowledge and expertise from local government, local and international NGOs, the tourism industry, educators, homeowners, private island managers, civil society, and members of the IUCN SSC Iguana Specialist Group working in the TCI.

A diverse, international Fortymile Planning Team wrote a novel Fortymile caribou herd {Rangifer tarandus granti) Management Plan in 1995 (Boertje &amp; Gardner, 1996: 56-77). The primary goal of this plan is to begin restoring the Fortymile herd to its former range; &gt;70% of the herd's former range was abandoned as herd size declined. Specific objectives call for increasing the Fortymile herd by at least 5-10% annually from 1998-2002. We describe demographics of the herd, factors limiting the herd, and condition of the herd and range during 1992-1997. These data were useful in proposing management actions for the herd and should be instrumental in future evaluations of the plan's actions. The following points summarize herd biology relevant to management proposed by the Fortymile Planning Team: 1. Herd numbers remained relatively stable during 1990-1995 (about 22 000-23 000 caribou). On 21 June 1996 we counted about 900 additional caribou in the herd, probably a result of increased pregnancy rates in 1996. On 26 June 1997 we counted about 2500 additional caribou in the herd, probably a result of recruitment of the abundant 1996 calves and excellent early survival of the 1997 calves. The Team deemed that implementing management actions during a period of natural growth would be opportune. 2. Wolf (Canis lupus) and grizzly bear (Ursus arctos) predation were the most important sources of mortality, despite over a decade of the most liberal regulations in the state for harvesting of wolves and grizzly bears. Wolves were the most important predator. Wolves killed between 2000 and 3000 caribou calves annually during this study and between 1000 and 2300 older caribou; 1200-1900 calves were killed from May through September. No significant differences in annual wolf predation rates on calves or adults were observed between 1994 and early winter 1997. Reducing wolf predation was judged by the Team to be the most manageable way to help hasten or stimulate significant herd growth. To reduce wolf predation, the Team envisioned state-sponsored wolf translocations and fertility control in 15 key wolf packs during November 1997-May 2001. Also, wolf trappers were encouraged to shift their efforts to specific areas. 3. To increase social acceptance of the management plan, the Fortymile Team proposed reducing the annual caribou harvest to 150 bulls for 5 years beginning in 1996. Reducing annual harvests from 200-500 bulls (&lt;2% of the herd, 1990-1995) to 150 bulls (&lt;1% of the herd, 1996-2000) will not result in the desired 5-10% annual rates of herd increase. 4. We found consistent evidence for moderate to high nutritional status in the Fortymile herd when indices were compared with other Alaskan herds (Whitten et al, 1992; Valkenburg, 1997). The single evidence for malnutrition during 1992-1997 was the low pregnancy rate during 1993 following the abnormally short growing season of 1992. However, this low pregnancy rate resulted in no strong decline in Fortymile herd numbers, as occurred in the Delta and Denali herds (Boertje et al, 1996). No significant diseases were found among Fortymile caribou. 5. Winter range can support elevated caribou numbers both in regards to lichen availability on currently used winter range and the availability of vast expanses of winter range formerly used by the herd.

The value of information in fisheries management: North Sea herring as an example. – ICES Journal of Marine Science, 66: 2278–2283. We take a decision theoretical approach to fisheries management, using a Bayesian approach to integrate the uncertainty about stock dynamics and current stock status, and express management objectives in the form of a utility function. The value of new information, potentially resulting in new control measures, is high if the information is expected to help in differentiating between the expected consequences of alternative management actions. Conversely, the value of new information is low if there is already great certainty about the state and dynamics of the stock and/or if there is only a small difference between the utility attached to different potential outcomes of the alternative management action. The approach can, therefore, help when deciding on the allocation of resources between obtaining new information and improving management actions. In our example, we evaluate the value of obtaining hypothetically perfect knowledge of the type of stock–recruitment function of the North Sea herring (Clupea harengus) population.


<em>Abstract</em>.—Lake Norman is a 13,156-ha reservoir located north of Charlotte, North Carolina. Given its similarity in size to major reservoirs in adjacent states, anglers believe Lake Norman should produce a quality/trophy fishery for striped bass <em>Morone saxatilis</em>. However, the low nutrient loading of this reservoir make this expectation unrealistic, which has lead to two decades of conflict. Specifically, the inability of fishery managers to meet the unrealistic expectations of striped bass anglers has resulted in public criticism of management actions and a general lack of respect for fisheries management principles. Two organized fishing groups have taken management into their own hands by stocking alewives <em>Alosa pseudoharengus </em>and blueback herring <em>A. aestivalis</em> in hopes of improving the forage base for striped bass. The North Carolina Wildlife Resources Commission (NCWRC) undertook a number of efforts in an attempt to resolve this conflict, including meeting directly with angling groups, conducting public meetings, and providing information through the local print media. While each of these efforts met with some short-term success, they were unsuccessful over the long-term in elevating the debate beyond specific management options proposed by the angling groups. In 1998, the NCWRC established a Fisheries Advisory Committee; however, the membership did not represent all angling stakeholder groups. The committee was able to build consensus on a number of issues, but the activities and successes of the committee were not adequately conveyed to the general angling public. Recently, fisheries managers have attempted to engage the general angling public in a more effective manner. The NCWRC is currently providing population assessment data via the Internet, conducting an intensive creel survey, designing an angler opinion survey, and drafting a comprehensive fisheries management plan for Lake Norman.

The elephant population of South Africa's Addo Elephant National Park increased in number from 11 elephants when the park was created in 1931, to 284 elephants in 1998. We studied management records throughout this period in conjunction with demographic data, enabling retrospective assessment of the long-term impacts of management actions. Problem animal control during the 1930s left no sexually mature bulls in the population for a period of 9 years, hindering the population's initial recovery. Population growth prior to 1954 was also limited by high mortality: between 1931 and 1954 inadequate fencing allowed elephants to stray outside their protected area resulting in elephants being shot by farmers or dying from collisions with trains. Secure elephant-proof fencing was constructed in 1954. Subsequently, there was a significant decrease in mortality (from 5.0% to 1.2%) and an increase in population growth (from 3.2% to 6.1%). However, evidence suggests that confinement might have had a negative impact on survival and social behaviour of adult males. We suggest that the concepts of social carrying capacities and behavioural conservation of populations need to be incorporated into management. The case studies described here highlight the importance of treating conservation management and research as necessary partners, and monitoring should be an integral part of any management plan.
