Abstract This paper examines marine planning in Scotland and the extent to which it constrains or enables change towards adaptive governance. An in-depth case study of the partnership-based regional marine planning process is presented, based on interviews and documentary analysis. Drawing on adaptive governance theory, analysis focussed on key themes of: (1) local governance and integration across scales; (2) participation and collaboration; (3) learning, innovation and adaptability; and (4) self-organization. Results present regional marine planning as an interface between hierarchical and collaborative governance based on empowerment of regional actors and an attempt to enable coexistence of ‘top-down’ arrangements with experimentation at smaller scales. In this system, national government provides legal legitimacy, economic incentives and policy oversight, while the partnerships support collaboration and innovation at the regional level, based on strong leadership and participation. Contrasting experience of partnership-working is evident between the large and complex region of the Clyde and the island region of Shetland, where devolved powers and a more cohesive and community-based stakeholder group better facilitate adaptive governance. Overall findings of the study show the tensions of institutionalizing adaptive governance and provide insights into how marine planning contributes to governance of marine systems. Firstly, vertical integration between central and decentralized authority in multi-level marine planning arrangements is challenged by an unclear balance of power and accountability between national government and regional marine planning partnerships. Secondly, the interaction between marine planning and existing policy, planning and management emerged as critical, because marine plans may only operate as an instrument to ‘guide’ management and prevailing, limited adaptive capacity in broader management structures constrains adaptive outcomes. Lastly, adaptive governance requires incremental and rapid response to change, but limited financial and technical resources constrain the depth and scale of reflection and ability to act. Understanding the contribution of marine planning requires clarification of the interaction between marine planning and other management (the extent to which it can influence decision-making in other domains) and, in addressing governance deficiencies, attention is also required on the adaptive capacity of existing and emerging legislative frameworks which govern decision-making and management of activities at sea.

The participation of organisations of persons with disabilities (OPDs) is crucial at each stage of policy processes at the local, regional, and international levels. However, decision-making mechanisms have traditionally excluded OPDs, failing to consult with them on decisions that impact on their daily lives. The overall aim of this study was to examine the participation of persons with disabilities and OPDs in development programmes and policies by exploring recommendations from a sample of OPDs on ways to strengthen their participation with government and the UN. Secondary data analysis was conducted using a global survey on the participation of OPDs, administered by the International Disability Alliance to OPD representatives. Two open-ended items were analysed, which explored participants’ recommendations on ways to strengthen their participation with government and the UN. Data were analysed using the descriptive and interpretive qualitative methods. Respondents provided recommendations on how to strengthen their participation with their national government and the UN, focusing on several issues including accessibility, human rights, and the need for inclusion of all OPDs and all groups of persons with disabilities. The synergy between the Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals presents opportunities for OPDs to increase their participation in development policies and programmes. It is vital, however, to dismantle the barriers to participation in decision-making by OPDs and persons with disabilities.

The process to define the 2023–2027 Common Agriculture Policy (CAP) is underway. The implementation model governing the process requires each EU Member State to design a National Strategic Plan to deliver operational actions exploiting the synergies under the two pillars of the policy. Each Plan must be built from an evidence-based needs assessment that undergoes rigorous prioritisation and planning to create comprehensive, integrated, and achievable interventions. In Italy, the success of this planning process requires all interested stakeholders to generate options for the regional authorities who plan, manage, and legislate agricultural activities. This research proposes a decision-making technique, based on the cumulative voting approach, that can be used effectively when multiple persons from different backgrounds and perspectives are engaged in problem-solving and needs prioritisation. The results indicate that the model can be applied both theoretically and practically to prioritise Strategic Plan needs that involve national and regional authorities. Validation of the model allows it to be used in the next consultative processes and for expansion to socioeconomic stakeholders.

Some strategic environmental assessment (SEA) pilot cases in China strive to integrate environmental issues into the planning from the beginning. One of them is the SEA for development strategy of Tianjin Binhai New Area. The SEA adopted an interactive assessment mode with the decision-making process and predicted the environmental impacts of the development strategy on land resource, water resource, energy, surface water, atmospheric environment, and ecosystem of land area and offshore area. The future development strategy of circular economy and low-carbon economy in Tianjin Binhai New Area was also analyzed. Finally, experience from the SEA case was discussed. The case study shows that support from non-environmental agencies, early integration of SEA process and planning process, interactive assessment mode, and sensible environmental protection strategy facilitate the integration of environment into decision-making.

AbstractDifferent theories have been posited that try to explain the decision-making process of smallholders especially regarding the adoption of new technologies or new agricultural techniques. The objective of this paper is to review and re-assess the dominant household production theories to explain the decision making of smallholders practicing conservation agriculture (CA) in the southern, eastern, and central provinces of Zambia. It also discusses the potential role of CA toward economic development. It finds that the CA smallholders studied did not aim to maximize profits but tried to secure household consumption from their own production before any other considerations in risky and uncertain environments. Their response to economic incentives was contingent on minimizing risks associated with securing a minimum level of livelihood and investing into local forms of insurance. This paper concludes that the ability for CA to contribute to rural livelihoods and economic development would depend on how adequately the factors that hinder smallholder agricultural development in general are addressed.

Nowadays, Vietnamese students choose to study abroad in Asian countries, with Taiwan being one of the most appealing locations so far. The purpose of this research is to explain the planning process used by Vietnamese students to study abroad (the host country is Taiwan), as well as to suggest an appropriate model for students' decision-making once the desire to study abroad is established, in which the impact of career path on school selection is clarified and the importance of motivation to study abroad is emphasized.This research used a mixed-methods approach. In-depth interviews with 30 Vietnamese students studying in Taiwan are conducted using a qualitative methodology. The data gathered during those interviews is utilized to build questionnaires that will be sent to over 300 samples for quantitative study.The research findings demonstrate the primary elements influencing students' desire to study abroad, career planning, and decision-making in Taiwan, as well as the model of students' decision-making process. It is obvious that students' desire to study abroad has a direct effect on their career-planning factor, while this factor acts as a mediator between the aforementioned motivation and the students' decision-making factor.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

Animal lawyers in Australia and around the world often struggle to find room in law to participate in decision-making and give animals a voice. Collaborative governance is a regulatory mechanism that has the potential to overcome this struggle. This ‘new governance’ is of growing importance in environmental and natural resource management, premised on decentralised decision-making and removal of permanent hierarchies. This article will utilise two case studies to outline the benefits of legally integrated collaborative processes for wild animal welfare, including the allocation of a permanent voice in regulation for animal advocates and the ability to promote internalisation of animal-friendly norms.

Despite increased attention to the linkages between domestic politics and international relations in political science literature over the last 20 years, considerable debate remains about how well equipped citizens are to act as informed constraints on governments or how attentive and responsive government actors are to public opinion. Debates about citizens' ability to act as a check on government behavior are not new, of course, and have a long tradition in political philosophy and in public discourse. Yet the proliferation of theories of domestic–international linkages in contemporary IR scholarship has unfortunately been accompanied by incomplete dialogue between public opinion and IR scholars and often by claims of unidirectional or unconditional causality regarding domestic constraints, elite framing and opinion leadership, citizens' informational capacities, and the role of the media. The relationship among these factors in shaping foreign policy is quite complex, however, and fortunately Thomas Knecht acknowledges this complexity and advances a conditional argument about the relationship between public attitudes and presidential decision making.

This paper presents the Risk Informed Decision-making Framework and software tool we developed that formally account for flood risk and uncertainty in reservoir operations. The framework and the software tool are intended for practical use by reservoir operations planners to manage flooding events. We present a robust and comprehensive approach that accounts for a multitude of flood risks and their impacts, and that enables its users to identify those alternative reservoir operating plans that formally adopt a state-of-the-art risk informed decision-making framework. Solidly grounded in and closely follows a well-structured planning process, the framework augments existing planning processes and information flows that incorporates specific techniques and methods from probabilistic risk analysis (PRA) and Multi-criteria Decision Analysis techniques (MCDA). Seven major hydropower companies and agencies in North America and Europe sponsored the development of the framework and the decision support tool. We present the results of a case study to illustrate the framework and the software system. We show that numerous advantages can be achieved using such tools over currently used approaches and that in the case of risky and high-impact processes, such as in the management of potentially high-consequence facilities such as storage reservoirs, management by a human operator is essential.
