AbstractThe article analyses drivers as well as coordination mechanisms and instruments for the energy transition in Italy from a multilevel governance perspective. It addresses the structural constraints that influenced the decision-making processes and organisation of the Italian energy sector and the socio-technical challenges opened up by enhancing renewables. The current energy system is making the move from a centralised, path-dependent institutional and organisational structure to a more fragmented and pluralistic one. Renewables and decentralised patterns of production and consumption are key elements of this paradigmatic shift, which is paralleled by a multiplication of decision-making arenas and actors. These actors follow different interests, problem understandings and green growth narratives, increasing the complexity of governing the energy transition. Against this background, community-based renewable energy policy is assuming a very important role and Italy is putting efforts to establish an enabling framework in line with the requirements of the European Union. The goal of this strategy is to foster a positive link between acceptance of the energy transition and decentralised local activities. In the conclusion we address problems and barriers to new modes of governance, and discuss possible approaches to improved cooperation.

Abstract There is much enthusiasm among scholars and public administrators for participatory and collaborative modes of governance as a means to tackle contemporary environmental problems. Participatory and collaborative approaches are expected to both enhance the environmental standard of the outputs of decision-making processes and improve the implementation of these outputs. In this article, we draw on a database of 307 coded published cases of public environmental decision-making to identify key pathways via which participation fosters effective environmental governance. We develop a conceptual model of the hypothesized relationship between participation, environmental outputs, and implementation, mediated by intermediate (social) outcomes such as social learning or trust building. Testing these assumptions through structural equation modeling and exploratory factor analysis, we find a generally positive effect of participation on the environmental standard of governance outputs, in particular where communication intensity is high and where participants are delegated decision-making power. Moreover, we identify two latent variables—convergence of stakeholder perspectives and stakeholder capacity building—to mediate this relationship. Our findings point to a need for treating complex and multifaceted phenomena such as participation in a nuanced manner, and to pay attention to how particular mechanisms work to foster a range of social outcomes and to secure more environmentally effective outputs and their implementation.

The objective of this chapter is to trace and present the main characteristics of the public policy system in Spain, incorporating policy change over time, as well as the policy style that has characterized its different stages. The transition between Francoism and democracy generated significant continuities and discontinuities both in the decision-making processes and in the actors’ system. The full incorporation into the European Union also involved significant changes in content, processes and networks. Finally, the impacts of the 2007 crisis and the effects of globalization and technological change also generated significant disruptions that will also be incorporated. The chapter will distinguish the conceptual, substantive, and operational aspects of the public policy system in Spain, as well as the main elements of the multilevel government. This aspect is especially complex in the Spanish case, given the combination of Europeanization of policies and the very remarkable regional decentralization generated by 1980.

The Climate Pact and the European Green Deal constitute the main components of the European Union (EU)’s climate change policy. Energy transition, that is, transformation to a zero-carbon global energy system, is one of the main pillars of climate change mitigation policies. This transformation, coupled with the empowerment of individuals within the energy system, shifts citizens from their roles as customers towards a more active role. Within this framework, energy communities stand out as significant facilitators for the participation of individuals and communities in the energy system, promoting self-consumption and contributing to the social acceptance of renewable energy initiatives, among other direct and indirect benefits. The main directives introducing energy communities into the EU legal system are RED II and ED 2019. This study, conducted as a part of a Horizon 2020-funded eCREW project, assessed the adaptability and implementability of these two directives within national legislation, along with the associated legal and administrative frameworks, utilizing evidence from Austria, Germany, Greece, Italy, Spain, and Turkey. The comparative analysis also enhances the understanding of the concept of renewable energy communities and citizen energy communities, both in the EU and in nonmember countries. The results of the analysis revealed that none of the countries studied had yet completed the process of harmonizing their legislation concerning energy communities.

The objective scope of the analysis performed in the text encompasses the energy security in the European Union and its member states, and includes the perspective of geopolitical conditions. The geopolitical conditions should be understood as a variety of relations between geographical conditions and decision-making processes concerned with energy security. The main objective of the text is to present a selection of theoretical problems encountered in the study of energy security, as well as to link them with such issues as gas import dependence and the risk of gas supply disruptions, mainly from the Russian direction. In order to elaborate the objective scope of analysis, the following research questions are presented: (1) To what extent do geographical conditions determine decision-making processes in the energy policy pursued by the European Union?; and (2) To what extent do geographical conditions determine threats to the security of gas supplies to the European Union and its member states? The text is chiefly an overview, but the theoretical part loosely makes use of the premises of the research program concerned with the integration of knowledge as part of the studies of energy security and energy transitions, presented by E. Brutschina, A. Cherp, J. Jewell, B. K. Sovacool and V. Vinichenka. Additionally, knowledge contained in the literature on energy and gas security has been synthesized and enriched with a critical approach, and the author’s own assessments and conclusions.

The scale and size of post-accession migration of Poles, especially to the British Isles, was surprising not only for the Polish side. The countries that opened their labour markets for the citizens of the new member states also failed to predict such a massive inflow of Polish nationals. Returning to the home country, however, does not get as much media attention as emigrating. This type of migration was not the subject of such heated discussions and analyses as emigration. The objective of the article is to sociologically describe the re-emigrants and answer questions concerning the motives for emigrating and returning, as well as how the emigration decision is assessed in retrospect. The paper is based on in-depth interviews conducted with individuals who had emigrated from Poland following the enlargement of the European Union and decided to return to their home country after a few years. Importantly, in order to detect readaptation problems, the respondents were selected from amongst those remigrants who had already been living in Poland for one to three years. The article shall present the results of these studies and the classifications of emigration, returns and remigrants.

AbstractAs a relatively new form of non-state governance, the fair trade movement presents an opportunity to promote sustainable production and consumption and hence social change. Global market demands and consumer engagement denote changes in social practices that have led governments to share decision-making processes with private sector and non-governmental organisations. In this context of change, it is important to consider not only whether new forms of governance weaken or strengthen states’ authority within the marketplace but also the extent to which they may allow for “green washing” instead of the green economy proposed by the United Nations Environmental Program. This study considers the fair trade of food production and consumption as a potential innovative model. In doing so it examines the existing general literature on governance, which highlights that decision-making processes tend to reproduce top-down approaches. While such practices may reproduce conventional hierarchies, it is worth questioning the potential of new forms of governance within global markets. This article builds on a sustainability governance analytical framework to deepen understandings of fair trade governance and its possible responses to the dilemmas of food production for ethical consumption and thus sustainable development in transnational relations. This research aims to contribute to the literature on improving compliance with global sustainability standards and through this, inform practices that allow for cooperation towards a green economy.

Studies into decision-making suggest the existence of a tension between transparent and efficient decision-making. It is assumed that an increase in transparency leads to a decline in the efficiency of decision-making processes; however, this assumption has not been tested empirically. This study provides a starting point for investigating the complex relationship between transparency and efficiency on a set of 244 European Union legislative processes between 2014 and 2019. It finds that transparency neither speeds up nor slows down decision-making processes, and that the efficiency of the lawmaking process depends on political complexity. Our results call for further systematic research into the causes and consequences of decision-making transparency. Points for practitioners In decision-making processes, transparency is widely seen as both a blessing and a curse. On the one hand, it is seen as a virtue that fosters legitimacy and participation; on the other hand, it is said to reduce decisional efficiency. However, our study of 244 European Union legislative processes shows that transparency has no effect on their duration. This calls for a re-appreciation of the effects of transparency in decision-making processes.

The UN Paris Agreement of November 2016 recognises the need for a ‘cleaner and more efficient energy system’ as a core policy goal to address climate change. The spatial and urban form of cities is a key factor in achieving more efficient energy production and consumption and becomes more important with rapid urbanisation across much of the world. City urban form and planning are therefore potentially powerful levers for the energy transition. This paper examines the extent to which city ‘energy strategies’ address the critical spatial and urban form characteristics of cities as a means to achieve a more efficient energy system. We construct an assessment framework of key aspects of the spatial and urban development of cities related to transport and accessibility and urban form. The framework is used to assess the degree to which energy strategies take into consideration aspects of urban development in four cities that are taking significant action on the energy policy: Hong Kong Oakland, Oslo, and Vancouver. We conclude that in these cities there is only fragmentary consideration of the potential of shaping spatial and urban form in the interests of energy efficiency.
