Abstract The global energy mix and cost structure of the power industry are experiencing a redefinition. Many countries are revamping electricity-pricing systems to guarantee fixed-cost recovery, often by raising the fixed charge of two-part tariff schemes. However, a key assumption of two-part tariff schemes and associated fixed cost recoveries is that consumers discriminate fixed from marginal costs. We conduct a quasi-experiment with data from a major electricity price reform recently implemented in Spain and find robust evidence indicating that consumers fail to distinguish between fixed and marginal costs. As a result, policymakers are not achieving the goal of cost recovery

Thermal power industry in China is facing energyshortage , but now there is a lack of a comprehensive energy efficiency evaluation system to promote the energy efficiency ,The energy efficiency evaluation for steam turbine and auxiliary system fills this gap. On account of the fuzziness and randomness of the evaluation process, we propose the AHM-F combination evaluation method.It not only evaluted the energy efficiency level of the steam turbine and auxiliary system,but also point out the direction for further improving of energy efficiency level. The scientificalness and effectiveness of the proposed method is verfied by the example analysis of the 600MW unit in a power plant.

Recently, the traditional energy system cannot satisfy the needs of a large number of users, therefore, to ensure efficient use of energy, it is necessary to apply new structures and technologies. Today, the key problem of the Russian energy community is low energy efficiency, which, in turn, has a negative impact on the country's economy. Innovative transformations can play a major role in improving energy efficiency. The introduction of methods and technologies of predictive analytics allows for the most efficient reengineering of production processes and the highest quality prioritization in the development and implementation of innovative products. The integration of intelligent network technologies, sustainable energy resources is an important path to sustainable development. To increase the share of import substitution, and in the long term to start exporting the developed technologies and ready-made technical solutions, support and development of the innovation environment and existing promising projects both from the state and infrastructure organizations, as well as from market participants are necessary. A number of areas of innovative transformations in the electric power industry have been identified, which in the near future will determine promising technological and market trends. When creating effective innovative projects, it is important to choose the right approach used in innovative design. In addition, in the current market conditions, the efficiency of the energy industry directly reflects the effectiveness of the adopted and implemented innovative solutions. Being one of the most important factors in the socio-economic development of any state, the state of the energy complex and its relationship with other sectors of the national economy determines its significant impact on the sustainable innovative development of Russia.

The article examines the features of the stage of initiating a case of administrative offenses in the electric power industry, such as: typical reasons for initiating a case, various administrative jurisdictions that decide to initiate a case of administrative offenses. The paper analyzes the preliminary powers of state and municipal bodies to carry out control and supervision measures in the field of electric power, energy security and energy efficiency. The author of the article points out that the peculiarities of initiating cases of administrative offenses in the electric power industry are caused by a complex system of relations between electric power entities arising in the process of production, transmission of electric energy, operational dispatch control, sales and consumption of electric energy, as well as the importance of this sector of the economy in public and state life. The specific features of initiating cases of administrative offenses in the electric power industry are analyzed on the basis of administrative practice materials.

Coal-based thermal power generation has long been the main source of power generation in the mainland of China. The efficiency of power generation is an important factor that determines the energy conservation and emission reduction as well as the sustainable development of the power industry in China. By comparing the regional differences of 30 provinces in the mainland from 2013 to 2017, this study uses the Super-DDF model and the TFEE to comprehensively evaluate the energy efficiency of thermal power generation. Empirical results: Overall efficiency: eastern efficiency (1.181) is the highest, followed by western (0.956), central (0.951) and northeastern (0.926). Total factor energy efficiency: eastern efficiency (0.923) is the highest, followed by western (0.754), central (0.742) and northeastern (0.710). The government and power industry managers should fully consider the regional differences in the field of thermal power generation when formulating policies so as to improve the power efficiency and promote the green development of power industry in China. Based on the analysis results, although the coal-fired power industry is more mature than other alternative energy industries, the expansion of thermal power generation cannot be considered if CO2 emissions are to be reduced. Additionally, the market share and competitiveness of the local power industry can be increased based on the different conditions of the resource endowments of each region.

The article is devoted to the study of the characteristics and role of the Russian electric power industry in the national economy in comparison with the countries of the world. The materials provide an empirical comprehensive analysis of the performance indicators of the electric power industry sectors in the context of the countries of the world, with the identification of Russia's place in the world electric power balance. The information base of the study was the parameters of electricity consumption and the volume of gross domestic product of various countries of the world, as well as the characteristics of the structure of electricity production and consumption. The methods of analysis and synthesis, mathematical and statistical analysis were used. Based on the indicators of the electric intensity of the gross domestic product and electricity consumption per capita, a comparative assessment of the characteristics of the energy efficiency of Russia is carried out in comparison with various countries of the world. The materials provide a comparative analysis of the indicators of the structure of electricity generation by type of sources, as well as by type of fossil fuel used, with the identification of characteristics of electricity production in Russia. Based on the analysis, the author draws conclusions about the main advantages of the electric power complex of Russia over the countries of the world, as well as about the advantages existing over electricity consumers operating within the country. The analysis made it possible to develop recommendations on the general directions of the implementation of the policy in the field of increasing the energy efficiency of electricity consumption on the scale of the Russian economy.
