The growing competition between different regions, thus their activities performed under both within and outside the European Union represents a fact of the "globalized" world in which we are living. For many years, the regional disparities in terms of development level and life quality were subject to national policies of the Member States. Many improvements have been observed since the European Union initiated the policy of reducing them. The Cohesion Policy of the European Union has an unique irreplaceable role in the coagulation of integrated development strategies, comprising interventions in different areas, such as infrastructure, research and innovation, employment, education, business, environment protection, climate changes and energy efficiency within a package of coherent policies addressing to regional or even local context, being one of the most visible policies, especially in what regards the relationship with citizens. Thus, the Cohesion Policy target is represented by supporting the process of reducing the disparities between the regions and Member States more developed of the European Union and the ones that are less developed.

The development of entrepreneurship as well as research and innovation have direct impact on growth in the level of economic development as well as the prosperity of individual citizens and society in general. The primary goal of policies involving research and technological development is establishing the European Union as a leading knowledge–based economy. Innovativeness is also the main factor in improving the competitiveness of companies. The key to improving the economic situation in Poland is the strengthening of innovative attitudes among entrepreneurs. An efficiently running institutional system guaranteeing effective support instruments for entrepreneurs and the scientific–research sphere as well as guaranteeing the unhindered transfer of knowledge should prove helpful. As the main factor in improving the competitiveness of companies, innovativeness is mainly the result of the development of collaboration between the spheres of science and business as well as the use of patent achievements in companies. The drive behind future growth in the European Union will be sectors based on knowledge and innovation. However, these require a solid industrial network and resources allowing the utilization of new technologies. To a great extent, growth in entrepreneurship and innovativeness as significant factors in the economic development of Europe and Poland is dependent on the elimination of administrative barriers for companies and the introduction of the facilitating of information and communication (ICT) as needed for them to function.

(1) Introduction: The European Union is a global leader in the transition to a low-carbon economy. The community’s population has already reduced greenhouse gas emissions by 22%, while the gross domestic product (GDP) in its member states increased by 58% between 1990 and 2017. The Union has shown that economic growth is possible in the link between politics, nature, and the citizens’ eco-empathy. It has implications for both the European and global economy, infrastructure, food production, public health, and biodiversity, the formula for political stability. The hallmark of the European Union is the blending of politics, culture, and nature in its quest for climate neutrality. The community’s horizon is a zero-emission economy by 2050. (2) Theoretical framework: The cognitive assumptions of the article are the following theses: 1. The Union strives to accelerate the transition process to a regenerative growth model using technologies for obtaining and distributing energy for individual and collective needs; 2. The Union and the European citizens want to hand over more to planet Earth than they take away from it, thus making progress toward keeping resource consumption within planetary limits. 3. The Union aims to reduce its consumption footprint and double the rate of applying closed-loop materials in the next decade. Finally, it fits in with the organization’s policy projections. (3) Methodology and research results: Qualitative and quantitative research methods were used in the research process. The literature has been analyzed on the subject and the applicable legal acts, making it possible to classify, generalize, describe, and systematize the facts collected during the research. A survey was conducted on 1106 students, and in-depth interviews were conducted with three energy experts: Krzysztof Tomaszewski (the University of Warsaw, researcher and lecturer on energy security issues), Dariusz Pachniewski (inventor in energy sector, businessman in hydrogen energy sector), and Tomoho Umeda (President of Polish Chamber of Commerce). The research aimed to identify the environmental and energy awareness, knowledge of renewable energy sources, and opinions of young Poles on their use in two areas: home and work. (4) Discussion: The reinforced narrative of creating a low-carbon society, a green economy, was adapted and evaluated for innovative individual and collective approaches in the research conducted in this paper. In the quantitative and qualitative samples, the assumptions made were double-checked. The former verified the students’ views, while the latter, the experts’ views. The procedure established the directions of knowledge evolution and approach to technologies and innovations among students of technical faculties related to the energy sector. There were existing individual and collective mental constructs on energy transition and climate neutrality identified. (5) Conclusions: The surveys conducted among university students of energy-related majors and specialties and experts revealed important information. First, it concerned the way knowledge is communicated and how it is interpreted; second, informing and implementing the European Union’s climate policy; third, the creation of a low-carbon society; fourth, the perception of climate neutrality among young Poles, and finally, preferences in energy generation and use in homes and businesses.

<p>Volcanic eruptions have the capacity to significantly impact human life, consequently, tools for mitigating them are of high importance. The early detection of a potentially hazardous volcanic eruption and the issuance of early warnings concerning volcanic hazards (e.g. ash dispersal), are key elements in the initiation of operational response procedures. Historically, lidars have not typically played a key operational role during volcanic eruptions, with other remote sensing instruments such as radars, infrared and ultraviolet cameras being preferred. Recently, a tailored product of the European Aerosol Research Lidar Network (EARLINET) for the early warning of the presence of volcanic ash and desert dust plumes at cruising altitudes has been developed. Here, we extend the applicability of this methodology to lidars and ceilometers near active volcanoes in Iceland and Mt. Etna in Italy. The tailored methodology and selected case studies will be presented, demonstrating its potential for real-time application during volcanic eruptions.</p><p><strong>Acknowledgements</strong>: This work has been conducted within the framework of the E-shape (Grant Agreement n. 820852) and EUNADICS-AV (Grant agreement no. 723986) H2020 projects.
