The strategic urban project (SUP) approach has become an important mode of urban renewal in both developed and developing contexts. In the last few decades, the application of this approach has been extended from flagship projects at key locations in Western countries, to informal settlement upgrading in developing countries. However, there is a lack of a clear conceptual framework for meaningful understanding of the achievements and limitations of SUPs in the context of informal settlement upgrading. Our understanding of how the SUP approach deals with the issues of informal settlements is limited. This paper fills the research gap by developing such a framework and applying it to compare three representative cases, namely the Favela–Bairro Programme in Rio de Janeiro, the Social Urbanism Strategy in Medellin, and the Kampung Improvement Programme (KIP) in Surabaya.

L’objet de cette étude est d’identifier les besoins informationnels qui servent à faire avancer le travail des acteurs impliqués. In an urban project approach, the multiplicity of actors, the complex nature of the urban object, the temporalities generated by this approach, constitute as many elements complexifying the course and the success of this approach. The object of this study is to identify the information needs which are used to enhance the work of the implied actors.

Cities are trying to adapt to the rapidly changing global trends by regenerating themselves. Approaches and practices of this regeneration are different in several countries. In big Turkish cities, particularly in the past decade, urban regeneration practices, processes and consequences have sparked several debates. The ?new? gained or converted spaces in the city are also significant in terms of their impacts on urban identity. In this context, this study aims to identify the impacts of urban regeneration, which occurred in historical city centres, on urban identity in the case of Turkey. The study determines general framework of urban regeneration and then defines a conceptual framework of urban identity. It focuses on urban regeneration projects in the case of Turkey. Then, the topic is explored through two case studies which are selected from Turkey, Istanbul and Bursa. The findings of the study indicate that there are several problematic aspects of urban regeneration. The findings also show that urban identity was ignored in urban regeneration projects, which caused significant breaks in the context of physical, cultural, historical and semantic continuity.

The article describes the origin and formation of the «Dipromisto» Institute. The peculiarities of the project approach and methodological findings of the institute at the beginning of 1930s are considered.. The realism and pragmatism of Ukrainian specialists in the field of urban planning are noted. A necessary component in the devel-opment of the master plan of the new city, or the reconstruction of the existing one, was the technical and econom-ic studying of the city and more detailed analytical work. Only after that the sketch project was made and devel-opment of the final project of planning and drawing up in detail of the partial project of planning of the first turn was carried out. The Institute's development has consistently attempted to make the city aware and practical, not only as a supplement to industrial production, but as a self-sufficient facility designed to ensure all aspects of people's lives. The same approach was used in the process of developing the master plan of Kharkov (1933-1938). Thanks to the Institute, several dozen master plans of cities and about a hundred master plans of industrial settlements of the Ukrainian SSR were designed, and a master plan of Kharkov was developed. The school of complex urban planning was formed thanks to the work of many talented specialists: O. Eingorn, G. Sheleikhovsky and P. Alyoshin, as well as D. Bogorad, M. Davidovich, I. Malozyomov, O. Marzeev, P. Khaustov and other specialists. Eingorn was the undisputed ideological leader of the Institute. Thanks to his leadership, a methodology for designing cities was developed. First of all, the design process was divided into four stages: technical and eco-nomic studying of the city; drawing up a draft planning plan; development of the final planning project; drawing up a detailed partial draft of the first stage planning. Eingorn paid great attention to the architecture of the city and work with the landscape and another important implementation of O. Eingorn is a reorganization of the de-sign process and the work of the architect-designer and associates. Another prominent specialist – G. Sheleikhovsky. He co-authored and engineered and designed two large ur-ban projects, the master plan of Kharkiv and Big Zaporizhia. He was also a scientist who laid the foundations of urban climatology, which in the 1930s was just beginning to develop. The article provides an essential description of the concept of «service economy», defines its difference from the «industrial economy». Approaches to the definition of the term «restaurant business» are considered. Taking into account the specifics of the restaurant business, it is proposed to use the concept of «service landscape», which provides comfort of the institution, convenience of its location, perfection of interior, quality of service, implementation and use of innovative technologies of restaurant business. During the study, the algorithm and methodological basis for choosing a strategy for the development of the service economy sector of the region - restaurant business, based on identifying its prospects and attractiveness and allow on a systematic basis to link the prerequisites and conditions of enterprise development with restaurant product differentiation. As a result of the morphological analysis, the restaurants of the city of Vinnytsia were identified by the type of competitive behavior. This allowed to develop a combined strategy for the development of the city's restaurant business, which is based on the formation of compatibility of key market competencies with the core competencies of the restaurant business. The study the consequences of the strategy for the development of the restaurant business in Vinnytsia, which will improve the tourist infrastructure of the city, increase the number of employees in the service sector and, accordingly, tax revenues to the local budget, as well as improve cultural leisure opportunities for residents and guests. The combination of realization of the project-target approach of development of restaurant business with program-target methods of management of territorial development is substantiated. Projects for the development of the restaurant business have been developed in two directions: projects for the differentiation of the restaurant product and projects for strengthening the service landscape, focused on the development of a culture of restaurant service and innovative ways of serving customers. It is established that the implementation of the developed combined strategy for the development of the restaurant business in Vinnytsia with the use of a project approach will increase the share of turnover of the restaurant business and achieve a number of positive socio-economic results.

Intuited during Le Corbusier’s trip to Sudamerica in 1929 and developed in 1937, the plan for Buenos Aires contradicts general assumptions about his early urban theories. It is not a generic proposal that breaks with the inertia of geographical, histori- cal and formal precedents. On the contrary, it follows Marcel Poëte theory of the cities as organic souls whose destiny is registered in their birth. The Plan is founded on an interpretation of the geographic settings and proposes a metamorphosis of the city on their own footprints, such as they were sketched on a map of 1713. This radical change in Le Corbusier’s formal and theoretical presumptions is due to the intuition of buildings with engineering scale in contrast with the magnitude of the American landscape. Also to the material provided by a previous urban project for Buenos Aires by the Comisión de Estética Edilicia (1925) with a clear agenda for the urban future and a historical interpretation of its historical development filled with old maps and photographs: this publication acted as a hidden dossier and inspired Le Corbusier’s proposal.

The capacity of a municipality to build a local narrative joining the past, the memory and the project, is examined in the second part of the article, in a case study of a collectivity confronted with the project of the Grand Paris and strong socio-spatial transformation since 1950. The conclusions of thirty deep interviews, conducted on the people involved in the city organization allow to differentiate legitimated and rejected places in the spaces of remembering, and the difficulties of this kind of municipalities to be pro active in the Grand Paris project.

Abstract: In the urban project of Le Corbusier the relationship between new and existing is opportunity of poetic composition. The real traces of the past of one place are transformative tools by which the new project is developed. The projects after World War II, like reconstruction project of Saint-Dié, are occasions to reflect about the new urban developments, rapid and extensive, and the relation of them with the landscape in a new territorial vision. The fragments of past and the new buildings are seen like belonging to a same context of reference and the entire urban composition forming part of a landscape on more large scale. Therefore, the urban project is an ensemble of architectural objects and nature that are held together by calculated visual relation. It is a kind of montage of urban views related to the dimension and measure of the human subject, like visual points or pedestrian paths. Memory and change are linked together by the natural history process and commensurate also to the human measure by a three dimension urbanism where the architecture can anew make the city. Resumen: En el proyecto urbanístico de Le Corbusier la relación entre la nueva y la existente es la oportunidad de la composición poética. Las huellas reales del pasado de un lugar son herramientas de transformación por el que se desarrolla el nuevo proyecto. Los proyectos después de la Segunda Guerra Mundial, como el proyecto de reconstrucción de Saint-Dié, son ocasiones para reflexionar acerca de los nuevos desarrollos urbanos, rápidas y amplias, y la relación de ellos con el paisaje en una nueva visión territorial. Los fragmentos del pasado y los nuevos edificios son vistos como pertenecientes a un mismo contexto de referencia y toda la composición que forma parte urbana de un paisaje de más gran escala. Por lo tanto, el proyecto urbano es un conjunto de objetos arquitectónicos y la naturaleza que se mantienen unidas por la relación visual calculada. Es una especie de montaje de vistas urbanas relacionadas con la dimensión y la medida del ser humano, al igual que los puntos visuales o caminos peatonales. La memoria y el cambio están unidos entre sí por el proceso de la historia natural y acorde también a la medida humana por un tres dimensiones urbanismo donde la arquitectura de nuevo puede hacer de la ciudad.  Keywords: urban project; landscape; memory; Saint-Dié. The aim of this article is to give a tentative illustration of how a creative, postpolitical citizen is imagined and encouraged to unfold within the frame of a city renewal project. As a starting point, the article outlines an exploratory framework structured through the analytical concept of postpolis. Postpolis is a term that offers an illustration of the distinguishing qualities of contemporary urbanity in a principal and schematic way. Postpolis here has three cornerstones: the idea of post-politics (the thesis that today politics is out-defined and replaced by governmental practices that leave little space for public influence and participation), the notion of biopolitics and the claim that planning is a governmental practice that is substantially influenced by business management approaches. The illustrative section of the article gives an overview of the empirical illustration H+ and SHIP. H+ is an urban regeneration project in the city of Helsingborg, in southern Sweden. As the largest urban regeneration project in Sweden to date, it will run for 30 years and affect about a third of the total area of the city. The showroom SHIP, which has been constructed in connection with this urban project, presents both what can be done and what is encouraged in tandem with an investigation of the functions, tasks and design of this showroom. The article thus initiates an ethnographic study of the showroom as a planning servicescape, in which the future citizen of Helsingborg is superimposed on the bodies of the visitors.
