The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

Abstract Innovative startups can bring many benefits to society. Drawing on the social network theory (SNT) and resource-based view (RBV), with mix methods approach, this paper argues that as the primary path for startups acquiring external resources, social networks are beneficial to improving innovative startups’ innovation performance. Using a large amount of data from GEM (Global Entrepreneurship Monitor), this paper first runs correlation analysis and regression analysis to empirically analyze entrepreneurs’ social networks’ impact on China’s innovative startups’ innovation performance. The results show that both formal and informal social networks are positively correlated with innovative startups’ innovation performance. Then we consider the moderating effect of entrepreneurial competence and motivation. And the results show both entrepreneurial competence and motivation positively moderate the correlation above. Second, to explore the above correlation’s internal mechanism, we conduct semi-structured interviews with 14 entrepreneurs. Drawing on the resource management theory (RMT) and the process of cross-border knowledge search and assimilation, the mechanism model of entrepreneurs’ social networks on startups’ innovation performance is proposed through content analysis.

AbstractThe reaction mechanism models of dechlorination and [Zn] reclaiming in the roasting steelmaking zincrich dust process are studied. The dust collected from a steelwork contains 63.8% zinc and 3.18% chlorine (mass percent), of which, almost all zinc elements exist in ZnO and ZnCl2 forms, and all the chlorine elements are stored in ZnCl2. When the dust is roasted at above 732∘C in an air atmosphere, the ZnCl2 in the steelmaking zinc-rich dust is volatilized into steam and then oxidized into ZnO. Finding the position where the chemical reaction occurs is the key to determining the reaction mechanisms of dechlorination and [Zn] reclaiming. In this study, two groups of thermal experiments are designed and executed for roasting in different atmosphere environments and at different roasting temperatures. Based on the experiment results, the mechanism model is discussed and built, and the reaction of dechlorination and [Zn] reclaiming is shown to be a multi-step process. Because O2 from the air cannot transmit into the dust particle interior or dust bed effectively, the chemical reaction of [Zn] reclaiming occurs in the external gas environment outside of the dust, where the [Zn] recalcining reaction should be limited by the dynamics of new nucleation of ZnO solids.

DHA/EPA ethyl ester is mainly used in the treatment of arteriosclerosis and hyperlipidemia. In this study, DHA+EPA ethyl ester was synthesized via lipase-catalyzed acidolysis of ethyl acetate (EA) with DHA+EPA concentrate in n-hexane using Novozym® 435. The DHA+EPA concentrate (in free fatty acid form), contained 54.4% DHA and 16.8% EPA, was used as raw material. A central composite design combined with response surface methodology (RSM) was used to evaluate the relationship between substrate concentrations and initial rate of DHA+EPA ethyl ester production. The results indicated that the reaction followed the ordered mechanism and as such, the ordered mechanism model was used to estimate the maximum reaction rate (Vmax) and kinetic constants. The ordered mechanism model was also combined with the batch reaction equation to simulate and predict the conversion of DHA+EPA ethyl ester in lipase-catalyzed acidolysis. The integral equation showed a good predictive relationship between the simulated and experimental results. 88–94% conversion yields were obtained from 100–400 mM DHA+EPA concentrate at a constant enzyme activity of 200 U, substrate ratio of 1:1 (DHA+EPA: EA), and reaction time of 300 min.
