Abstract Iran has a great advantage in the development of the steel industry due to its access to mineral resources and energy, extensive consumer market, and low-cost labor. In this article, the Iranian steel value chain in 2014-2016 is studied using the value chain analysis and material flow analysis. Accordingly, based on the statistics related to the input and output of each echelon in the chain, the material flow is analyzed throughout the value chain. Then the total added value from the chain, the share of different stages, and the various costs in each echelon are calculated. According to the research findings, weakness in the development of transportation infrastructure and poor geographical distribution of value chain units has led to the deviation of production from nominal capacity and frequent imports/exports throughout the chain. On the other hand, the upstream industries have a permanent advantage that deeply roots in easy access to the minerals and lower costs in transportation and energy. Finally, the pricing of intermediate products based on the ratio of steel ingot prices is criticized, while wage conversion and commodity purification contracts are proposed as possible solutions for the reduction of overhead costs.

Aim to analyze the significance of factors of technological profile in innovative companies that contribute to the return of capital in innovation (ROEI). The method used was design of experiments, by the structure of non-balanced factorial design. The field research was done with seventy companies. The main return of the capital applied in innovation, should support the open innovation system, and exclusively systematic studies of ideas for new products.

The concept of techno-economic pathways is used to investigate the potential implementation of CO2 abatement measures over time towards zero-emission steelmaking in Sweden. The following mitigation measures are investigated and combined in three pathways: top gas recycling blast furnace (TGRBF); carbon capture and storage (CCS); substitution of pulverized coal injection (PCI) with biomass; hydrogen direct reduction of iron ore (H-DR); and electric arc furnace (EAF), where fossil fuels are replaced with biomass. The results show that CCS in combination with biomass substitution in the blast furnace and a replacement primary steel production plant with EAF with biomass (Pathway 1) yield CO2 emission reductions of 83% in 2045 compared to CO2 emissions with current steel process configurations. Electrification of the primary steel production in terms of H-DR/EAF process (Pathway 2), could result in almost fossil-free steel production, and Sweden could achieve a 10% reduction in total CO2 emissions. Finally, (Pathway 3) we show that increased production of hot briquetted iron pellets (HBI), could lead to decarbonization of the steel industry outside Sweden, assuming that the exported HBI will be converted via EAF and the receiving country has a decarbonized power sector.

Purpose This paper aims to contribute to the debate of knowledge spillover by presenting a new application for the approach of the technological innovation system (TIS). Design/methodology/approach Based on the evolutionary economics of the TIS approach, a new framework for knowledge spillover is built and applied to a case. To collect data in studying the case, a mix of quantitative–qualitative methods are used. Findings TIS approach can help build a framework to analyze knowledge spillover from defense to the civil sector. This framework shows the direct relationship between the functional dynamics of the system and the spillover mechanism.. Research limitations/implications Sharing the same weakness as TIS, the suggested framework does not pay attention to the contextual factors. Practical implications This framework is an analytical tool. It could be used for educational and research purposes, but it has limited power to devise policy guidelines. Originality/value The paper deviates from the conventional literature of knowledge spillover which uses national level of system analysis. Based on TIS, it adds a new perspective to the literature which had suffered from a limited value of generalizability.

For developing countries to catch up, it is vital that they develop emerging technologies and the system that supports that development. The literature suggests developing a technological innovation system (TIS) framework to investigate the development of technologies in a country. Nonetheless, most of this research focuses on developed countries without taking into account developing countries. Therefore, in this paper, we have two main goals. First, reviewing the indicators introduced to the functional analysis of TISs and modifying these indicators based on developing countries’ circumstances. Second, applying this framework to the specific case of Iran’s renewable energy program by using these indicators for analyzing Iran’s photovoltaic TIS to identify the problems. Accordingly, we review indicators used for a functional analysis by considering the needs of developing countries, and we propose a list of indicators that can be used for assessing functions in developing countries’ TISs. The results show that, to evaluate some functions of TIS, we need to use new indicators in developing countries. Finally, we propose some policy recommendations to tackle these functional problems.
