Political parties have long thrived on systematic grassroots mobilization of support. But does traditional partisan bottom-up mobilization still matter in an interconnected digital age turning the world into a `global village'? We address this question by studying the impact of the populist Movimento Cinque Stelle (M5S) on the rejection of the 2016 constitutional referendum in Italy. The movement's unusual practice to coordinate activities on a public event platform provides a unique opportunity to collect the complete event history of a modern political party. We merge this data consisting of over 200'000 geo-coded meetings by 1'000 local chapters with referendum results and individual panel data. Relying on regression, matching, and instrumental variable models, we find a small but consistent effect of M5S activity on the referendum outcome. Our findings demonstrate the continued relevance of bottom-up mobilization and highlight direct democratic means as an influential channel for populist movements.

Background A range of non-contact injuries such as anterior cruciate ligament tear, and patellofemoral pain syndrome are caused by disordered knee joint loading from excessive dynamic knee valgus (DKV). Previous systematic reviews showed that DKV could be modified through the influence of hip strength and ankle range of motion. Therefore, the purpose of this systematic review was to examine the effects of exercise intervention which involved either top-down or bottom-up kinetic chains on minimizing DKV in male and female adults and adolescents, with and without existing knee pain. Methodology Electronic searches were conducted in SAGE, Science Direct, SCOPUS, and Pubmed. The search strategy consisted of medical subject headings and free-text search keywords, synonyms and variations of ‘exercise intervention,’ ‘knee alignment,’ ‘dynamic knee valgus’, ‘knee abduction’ that were merged via the Boolean operator ‘AND’ and ‘OR’. The search was conducted on full-text journals that documented the impact of the exercise intervention program involving either the bottom-up or top-down DKV mechanism on the knee kinematics. Furthermore, exercise intervention in this review should last at least one week which included two or three sessions per week. This review also considered both men and women of all ages with a healthy or symptomatic knee problem. The risk of bias of the included studies was assessed by Cochrane risk assessment tool. The protocol of this review was registered at PROSPERO (registration number: CRD42021219121). Results Ten studies with a total of 423 participants (male = 22.7%, female = 77.3%; adults = 249, adolescents = 123; pre-adolescent = 51) met the inclusion criteria of this review. Seven studies showed the significant effects of the exercise intervention program (range from two weeks to ten weeks) on reducing DKV. The exercise training in these seven studies focused on muscle groups directly attached to the knee joint such as hamstrings and gastrocnemius. The remaining three studies did not show significant improvement in DKV after the exercise intervention (range between eight weeks to twelve weeks) probably because they focused on trunk and back muscles instead of muscles crossing the knee joint. Conclusion Exercises targeting specific knee-joint muscles, either from top-down or bottom-up kinetic chain, are likely to reduce DKV formation. These results may assist athletes and coaches to develop effective exercise program that could minimize DKV and ultimately prevent lower limb injuries.

With regional variations, climate change has a significant impact on water quality deterioration and scarcity, which are serious challenges in developing countries and emerging economies. Often, effective projects to improve water management in the light of climate change are difficult to develop because of the complex interrelations between direct and indirect climate impacts and local perceptions of vulnerabilities and needs. Adaptation projects can be developed through a combination of participatory, bottom-up needs assessments and top-down analyses. Climate change impact chains can help to display the causal chain of climate signals and resulting impacts and thereby establish a system map as a basis for stakeholder discussions. This article aims to develop specific climate change impact chains for the water management sector in rural coastal India that combine bottom-up and top-down perspectives. Case studies from Tamil Nadu and Andhra Pradesh, India, provide a basis for the impact chains developed. Bottom-up data were gathered through a vulnerability and needs assessment in 18 villages complemented with top-down research data. The article is divided into four steps: (1) system of interest; (2) data on climate change signals; (3) climate change impacts based on top-down as well as bottom-up information; (4) specific impact chains complemented by initial climate change adaptation options.

Background/Context Critical education studies tries to make sense of the relationship between education and differential power in an unequal society and to what degree schools impact the social order. A premise in this field is that a fundamental aim of critical education is exposing unequal social, cultural, and economic power relations and engaging in social action that transcends the setting of the classroom and school. Counterhegemonic schools are thus generally characterized by an aspiration to be meaningful beyond the school community and a commitment to social transformation. Purpose/Focus of Study The study examines a unique bilingual, multicultural school in Israel/Palestine in its struggle to be broadly meaningful and sustainable by opening up enrollment beyond its binational (Jewish-Palestinian) community. In particular, the study analyzes the impact of incorporating external students on the school's counterhegemonic curricula, pedagogy, and dynamics, as well as the implications for the transformative potential of bottom-up democratic education initiatives in the absence of accompanying policy change more generally. Research Design The findings draw on data collected in a broader qualitative case study on multicultural, bilingual schools educating for democracy and social justice in different national, political, and cultural contexts. Data were collected and analyzed from semistructured open-ended individual interviews with school staff, parents, and founders; field observations; and document analysis. Findings The primary finding of this research is the paradox of being impacted while making an impact: The school's attempt to infiltrate the hegemony and expand and sustain its social impact led to the infiltration of external goals, interests, and power relations into its counterhegemonic agenda, curricula and pedagogy, and governance. This in turn undermined transformativity and transcultural border-crossing potential at the school and triggered a neoliberal process of commodification. Yet it also emerged that students still succeed in crossing national and religious identity-borders and in overcoming hegemonic perspectives of their essentialized identities. Conclusions Many obstacles stand between a counterhegemonic school and being socially meaningful, including sociohistorical and political factors. No less important, however, are the broader structural aspects to creating a space in which transformative schools can succeed. Although bottom-up attempts may push hegemonic forms to incorporate certain aspects of their vision, they cannot have meaningful and widespread impact if unaccompanied by broad support and action at the policy level and if they do not become organic parts of a larger transformative agenda.

Does local oversight improve public service delivery? We study the effect of a mobile phone application that allows citizens to monitor school construction projects in Brazilian municipalities. The app prompts users to submit data about construction sites, sends such crowdsourced information to independent engineers, and contacts the mayors’ offices about project delays. Our results show that the app has a null impact on school construction indicators. Additionally, we find that politicians are unresponsive to individual requests. The results question the impact of bottom-up monitoring on public service performance and suggest that interventions targeted at other groups, or focused on different issues, may produce better policy outcomes.

SUMMARYClimate risk assessment in cropping is generally undertaken in a top-down approach using climate records while critical farmer experience is often not accounted for. In the present study, set in south India, farmer experience of climate risk is integrated in a bottom-up participatory approach with climate data analysis. Crop calendars are used as a boundary object to identify and rank climate and weather risks faced by smallhold farmers. A semi-structured survey was conducted with experienced farmers whose income is predominantly from farming. Interviews were based on a crop calendar to indicate the timing of key weather and climate risks. The simple definition of risk as consequence × likelihood was used to establish the impact on yield as consequence and chance of occurrence in a 10-year period as likelihood. Farmers’ risk experience matches well with climate records and risk analysis. Farmers’ rankings of ‘good’ and ‘poor’ seasons also matched up well with their independently reported yield data. On average, a ‘good’ season yield was 1·5–1·65 times higher than a ‘poor’ season. The main risks for paddy rice were excess rains at harvesting and flowering and deficit rains at transplanting. For cotton, farmers identified excess rain at harvest, delayed rains at sowing and excess rain at flowering stages as events that impacted crop yield and quality. The risk assessment elicited from farmers complements climate analysis and provides some indication of thresholds for studies on climate change and seasonal forecasts. The methods and analysis presented in the present study provide an experiential bottom-up perspective and a methodology on farming in a risky rainfed climate. The methods developed in the present study provide a model for end-user engagement by meteorological agencies that strive to better target their climate information delivery.

The country’s highly rural and youthful demography may help to slow the spread and keep the death rate low. Yet low oil prices, a return to recession and a new wave of sector-specific protests could pose major challenges for the government. Impacts Chad's epidemic appears unlikely to affect France’s Sahel counterterrorism mission Operation Barkhane, headquartered in Chad. A bottom-up revolution appears unlikely, and no major rebel challengers appear poised to take advantage of COVID-19 and associated crises. President Idriss Deby's government appears unlikely to fall in the short term -- French backing will continue to ensure his survival.

Abstract. Spatial proxies used in bottom-up emission inventories to derive the spatial distributions of emissions are usually empirical and involve additional levels of uncertainty. Although uncertainties in current emission inventories have been discussed extensively, uncertainties resulting from improper spatial proxies have rarely been evaluated. In this work, we investigate the impact of spatial proxies on the representation of gridded emissions by comparing six gridded NOx emission datasets over China developed from the same magnitude of emissions and different spatial proxies. GEOS-Chem-modeled tropospheric NO2 vertical columns simulated from different gridded emission inventories are compared with satellite-based columns. The results show that differences between modeled and satellite-based NO2 vertical columns are sensitive to the spatial proxies used in the gridded emission inventories. The total population density is less suitable for allocating NOx emissions than nighttime light data because population density tends to allocate more emissions to rural areas. Determining the exact locations of large emission sources could significantly strengthen the correlation between modeled and observed NO2 vertical columns. Using vehicle population and an updated road network for the on-road transport sector could substantially enhance urban emissions and improve the model performance. When further applying industrial gross domestic product (IGDP) values for the industrial sector, modeled NO2 vertical columns could better capture pollution hotspots in urban areas and exhibit the best performance of the six cases compared to satellite-based NO2 vertical columns (slope  =  1.01 and R2 = 0. 85). This analysis provides a framework for information from satellite observations to inform bottom-up inventory development. In the future, more effort should be devoted to the representation of spatial proxies to improve spatial patterns in bottom-up emission inventories.
