- Unlike other great cities of Europe, Budapest did not experience any significant urban development before the nineteenth century, especially before 1867, the year of the foundation of the Austro-Hungarian Monarchy. After that, the city became the second pole, after Vienna, of this important European state. The capital of the Kingdom of Hungary grew through the use of various types of urban architecture and especially through a "style" that was meant to express Hungarian national identity. Architects, engineers, and other professionals from Hungary and Austria contributed to this process of modernization as well as many foreigners from Germany, France and England. The city's master plan - modeled after Paris's - focused on the area crossed by the Viale Sugár [Boulevard of the Spoke] was set on the Parisian model and so covered only certain parts of the city. The Committee on Public Works (1870-1948) played a leading role in putting the plan approved in 1972 - into effect in all aspects of urban planning, architecture and infrastructure.

The purpose of the study is the definition of scientifically based principles of planning reorganization of the city of Naberezhnye Chelny. The main results of the study are the development of a program of urban development of the city territory on the basis of the identified problems and limitations, the definition of key tasks in the spatial and territorial development of the city of Naberezhnye Chelny. Significance of the results for architecture and urban planning consists in the fact that the methodological principles of the planning reorganization of the city as the basis for the development of the strategic master plan of the city of Naberezhnye Chelny are revealed.

RESUMO   No Brasil, verifica-se um crescimento populacional nas cidades, aumento da demanda por moradia, emprego, serviços de saúde, educação, saneamento básico e lazer. Dadas as limitações econômicas e a própria incapacidade das gestões municipais em lidar com essas questões, observa-se um agravamento dos problemas sociais e ambientais, com repercussões diretas na qualidade de vida da população, sobretudo, daquela parcela menos abastada. Diante disso, políticas urbanas foram adotadas pelo Estado brasileiro no intuito de orientar o desenvolvimento urbano do país. Sob este prima, o presente artigo tem como objetivo apresentar algumas reflexões sobre a efetividade do Estatuto da Cidade (2001). Para tanto, inicialmente, discute-se a produção do espaço urbano e os agentes de sua produção, tomando por base as obras de Carlos (2008, 2011) e Corrêa (1989, 2011), em seguida, aborda-se a trajetória da Política Urbana no Brasil, e a exposição de algumas críticas direcionadas ao Estatuto da Cidade e o plano diretor, tendo como referência os escritos de Souza (2010) e Maricato (2001). Ao final, conclui-se que, apesar dos avanços e inovações presentes na nova lei, principalmente no que se referem à gestão democrática da cidade, questões essenciais como a permanência da estrutura fundiária e o combate à especulação imobiliária continuam irresolutas e constituem entraves ao desenvolvimento urbano justo e igualitário.   Palavras-chave: Produção do espaço. Plano diretor.   ABSTRACT   In Brazil, it turns out a population growth in cities, increasing demand for housing, employment, health services, education, basic sanitation and leisure. Given the economic limitations and the municipal administrations own inability to deal with those issues, it’s observed an aggravation of social and environmental problems, with direct repercussions on the population’s life quality, especially of that less wealthy portion. Given that, urban policies were adopted by the Brazilian State in order to guide the country urban development. Under this concept, this article aims to present some reflections on the City Statute (2001) effectiveness. To do so, initially discusses the urban space production and the agents of its production, based on Carlos’ (2008, 2011) and Corrêa’s (1989, 2011) works, then it approaches the Brazil Urban Politics trajectory, and the exposition of some criticisms directed to the City Statute and the master plan, having as reference the writings of Souza (2010) and Maricato (2001). In the end, it is concluded that, despite the advances and innovations present in the new law, especially regarding the city democratic management, essential issues such as the land structure permanence and the fight against real estate speculation remain unresolved and constitute obstacles to the fair and equitable urban development.   Keywords: Space production. The goal of the study is to determine the actual areas and the geographical distri- bution of Urban Green Spaces (UGS) in Kyiv; compile and analyse the ratings of the city administrative districts by key UGS indicators and substantiate the level of comfortable living in each district according to the concept of a green compact city. The goal stems from the announcement of an official strategy of transforming Kyiv into a comfortable compact city with an attractive green infrastructure. To achieve this goal, we have calculated a number of major indicators of the modern green infrastructure of Kyiv in all ten city districts. According to the method we developed, we analysed the drawings of the urban development master plan and regulatory documents, and conducted a field survey of significant UGS sites in Kyiv. The data obtained were used to make a UGS map of Kyiv and other thematic maps. For the most accurate calculation of key UGS indicators, we processed several thousand contours in Kyiv’s cartographic base. The sizes of Urban Protected Areas (UPA) were found separately, and their share in the total city territory and of each district (Conservation Coefficients) was determined. In so doing, UPA distribution was found to be very irregular, with a total area of 174.9 km2, or about 21.2% of that of Ukraine’s capital. We analysed the ratio of the city population and the areas of green spaces in each Kyiv district. To identify districts with a different UGS coverage, we calculated the Greenness Coefficients (GC) and compiled a rating of Kyiv districts by their level of greenness, using the Greenness Coefficients Index. Significant GC variations in different city districts were substantiated. In contrast to previous studies, we calculated the provision of Kyiv residents with green zones of not merely common usage, but also with those of all other kinds, including UPA. We also calculated the Green space provision per person and compiled ratings of Kyiv districts by the Green Space Provision Index. The results were presented on a relevant map. Based on calculating the share of protected areas in the total UGS area, we found the ratings of Kyiv districts by the Green space legally protected Index. Wherein, we found significant variations among the districts by the ratio of protected areas and green spaces deprived of any legal protection. This increases their vulnerability to projected development attempts. We calculated the Integral Green Space Index (GSI) based on processing all significant UGS indicators of Kyiv. GSI allows for an integral assessment of the condition of the Urban Green Infrastructure (UGI) in Kyiv, and it is the key criterion of its compliance with modern requirements to an ideal compact city. Holosiivskyi District received the highest GSI rating. It is uniformly replete with UGS, which are provided for quality recreation and, at the same time, are protected by environmental legislation. Solomianskyi District received the lowest rating, and almost all the elements of its existing UGI require a cardinal optimisation. As a whole, the indicators we calculated can create an illusion of adequate provision of Kyiv with UGS. Actually, they are distributed very irregularly in the majority of districts. The results of our study are indicative of the presence of many challenging locations that require an extension of existing UGS and the development of new ones pursuant to the principles of compact city planning. Since UGI planning depends on the implementation of the Urban Development Master Plan, it makes sense to include the Green Space Index to the key indicators of the Kyiv Development Strategy. The draft new City General Plan should also be refined with account of the above-mentioned problems.

This article details the concept of development of the General Plan of the city of Kuibyshev of 1949. The necessity of quick reaction development of city master plan is highlighted. Natural potentials of territory are in the core of urban development idea as well as residential areas location in the most «advantageous» in terms of architecture and sanitary sciece. The existing city composite scheme that allowed to project on an elevated area parallel to r. Volga main road - Novo- Sadovaya street is revealed. Functional division of the city is shown. The basic principle of the residential areas solution - the creation of architectural ensembles not only outside the quarter, but also inside it maintaining the functionality of all the elements - is determined.

The article analyzes the master plan for the development of Volgograd, which defines the main directions of urban development of the city, developed a comprehensive urban zoning of the territory. According to the socio-economic and territorial prerequisites for the reconstruction of the city, a program of priority townplanning measures has been established. The main goal of the urban development of the city is to preserve and increase the architectural, spatial, historical, cultural and landscape identity of the city, creating for the population and future generations favorable for life, a safe and diverse urban environment. The General plan is made to implement the functions of Volgograd both a center of region and considering the close relationships with the cities and settlements within the zone of its direct influence. It is the basis for the development and implementation of long-term and priority programs for the development of urban infrastructure, conservation and development of natural areas, reconstruction of residential and industrial areas, development of public, business and cultural centers, tourism and recreation facilities, integrated landscaping, urban planning projects. The location in the most attractive Volga strip a severe large industrial enterprises, complicating the environmental situation, is a serious obstacle to the harmonious development of Volgograd. The gradual liberation of the Volga riverbank from production functions and their replacement by public-residential and recreational ones is one of the most urgent modern tasks of Volgograd. For such a long city as Volgograd, the development of transport infrastructure is vital. It is the good connectivity of all areas is considered the basis of urban sustainability and the integrity of the urban organism. In the General plan, the development of transport infrastructure is considered from the position of both external and internal transport. the Master plan is focused on the maximum possible disclosure of the existing potential of the Volgograd transport hub, strengthening its role as one of the largest hubs of Federal importance. There are many measures aimed at the development of external transport links. Much attention is paid to the development of inbound tourism. The main objective of the policy in the field of tourism is to create a modern highly efficient and competitive tourist product on the territory of Volgograd.


The main principle of the strategy for the complex improvement of the functioning of northern cities in winter, including their infrastructure development, is a comprehensive solution of the problem of industrial-scale snow-mass collection, removal and utilization at different areas of urban roadway networks. For its implementation in the capital of Russia, “MosvodokanalNIIproject” JSC developed in 2002 the Snow Removal Master Plan for the city of Moscow. The meteorological conditions in the city, which have changed considerably in the recent years, including the changes in the snow-cover depth and in the road-surface areas to be cleaned, as well as emerging of new technologies for the cleaning of urban streets, yards and sidewalks and some new types of deicing agents, resulted in the necessity to update the above-mentioned Snow Removal Master Plan developed for the city of Moscow. Efficient application of deicing agents is of special importance for its updating in the context of the environmental safety of the city in a winter period. The article considers the results of the implementation of the updated Snow Removal Master Plan and contains some proposals concerning snow removal under the conditions of extreme snowfalls.

City centers worldwide are perceived as essential parts of the city, where city memories are preserved and its identity is expressed. They are planned to satisfy the functional requirements and pleasurable qualities of the city. Under the accelerating urbanization of the modern city, several challenges face these centers including demographic, economic, and environmental challenges. This requires a continuous and incremental urban development process based on clear strategy and action plans. Thus, this study focuses on urban development strategies of city centers, with a focus on Rafah city located in the Gaza Strip, Palestinian Territories. The geographic location of this city near the Palestinian-Egyptian borders makes it a promising commercial city at local and regional levels. Thus, the current situation of Rafah city center has been analyzed, and several development strategies have been proposed. This has been done through a field survey based on observation and a questionnaire directed to city center users. It has been found that there is a great potential of Rafah city center to be developed as a commercial center. In this regard, several strategies and required actions have been proposed in the fields of transportation, environmental quality, shopping activities, investment opportunities, and visual perception.

In today's world, when it is so important to use every piece of land for a particular purpose, both economically and ecologically, identifying optimal land use is a key issue. For this reason, an analysis of the optimal land use in a section of the city of Olsztyn, using the L-system Urban Development computer program, was chosen as the aim of this paper. The program uses the theories of L-systems and the cartographic method to obtain results in the form of sequences of productions or maps. For this reason, the first chapters outline both theories, i.e. the cartographic method to identify optimal land use and Lindenmayer grammars (called L-systems). An analysis based on a fragment of the map of Olsztyn was then carried out. Two functions were selected for the analysis: agricultural and forest-industrial. The results are presented as maps and sequences in individual steps.
