This article details the concept of development of the General Plan of the city of Kuibyshev of 1949. The necessity of quick reaction development of city master plan is highlighted. Natural potentials of territory are in the core of urban development idea as well as residential areas location in the most «advantageous» in terms of architecture and sanitary sciece. The existing city composite scheme that allowed to project on an elevated area parallel to r. Volga main road - Novo- Sadovaya street is revealed. Functional division of the city is shown. The basic principle of the residential areas solution - the creation of architectural ensembles not only outside the quarter, but also inside it maintaining the functionality of all the elements - is determined.

The article analyzes the master plan for the development of Volgograd, which defines the main directions of urban development of the city, developed a comprehensive urban zoning of the territory. According to the socio-economic and territorial prerequisites for the reconstruction of the city, a program of priority townplanning measures has been established. The main goal of the urban development of the city is to preserve and increase the architectural, spatial, historical, cultural and landscape identity of the city, creating for the population and future generations favorable for life, a safe and diverse urban environment. The General plan is made to implement the functions of Volgograd both a center of region and considering the close relationships with the cities and settlements within the zone of its direct influence. It is the basis for the development and implementation of long-term and priority programs for the development of urban infrastructure, conservation and development of natural areas, reconstruction of residential and industrial areas, development of public, business and cultural centers, tourism and recreation facilities, integrated landscaping, urban planning projects. The location in the most attractive Volga strip a severe large industrial enterprises, complicating the environmental situation, is a serious obstacle to the harmonious development of Volgograd. The gradual liberation of the Volga riverbank from production functions and their replacement by public-residential and recreational ones is one of the most urgent modern tasks of Volgograd. For such a long city as Volgograd, the development of transport infrastructure is vital. It is the good connectivity of all areas is considered the basis of urban sustainability and the integrity of the urban organism. In the General plan, the development of transport infrastructure is considered from the position of both external and internal transport. the Master plan is focused on the maximum possible disclosure of the existing potential of the Volgograd transport hub, strengthening its role as one of the largest hubs of Federal importance. There are many measures aimed at the development of external transport links. Much attention is paid to the development of inbound tourism. The main objective of the policy in the field of tourism is to create a modern highly efficient and competitive tourist product on the territory of Volgograd.

- Unlike other great cities of Europe, Budapest did not experience any significant urban development before the nineteenth century, especially before 1867, the year of the foundation of the Austro-Hungarian Monarchy. After that, the city became the second pole, after Vienna, of this important European state. The capital of the Kingdom of Hungary grew through the use of various types of urban architecture and especially through a "style" that was meant to express Hungarian national identity. Architects, engineers, and other professionals from Hungary and Austria contributed to this process of modernization as well as many foreigners from Germany, France and England. The city's master plan - modeled after Paris's - focused on the area crossed by the Viale Sugár [Boulevard of the Spoke] was set on the Parisian model and so covered only certain parts of the city. The Committee on Public Works (1870-1948) played a leading role in putting the plan approved in 1972 - into effect in all aspects of urban planning, architecture and infrastructure.

The article discusses the role of the social context in the evolution of implemented urban development utopia. The ontological and morphostructural problems of one of the implemented urban development utopias on the example of the city of Togliatti are revealed. It was established that the general plan of the Avtozavodsky district of Tolyatti, which fully met the ideals of the Athenian Charter, came into conflict with the idea of the city as a concentrated environment. It is noted that modern Togliatti is in search of a solution to the problem of the integrity of the urban structure. The conclusion is drawn: overcoming the crisis state of Togliatti lies in the field of generating, including new utopias; integration of existing morphostructures; reinforcing redundant conceptuality of form with contextual content. A new morphological unit is proposed - this is macro frame, which is based on multilevel integration of traffic and pedestrian flows.

The purpose of the study is the definition of scientifically based principles of planning reorganization of the city of Naberezhnye Chelny. The main results of the study are the development of a program of urban development of the city territory on the basis of the identified problems and limitations, the definition of key tasks in the spatial and territorial development of the city of Naberezhnye Chelny. Significance of the results for architecture and urban planning consists in the fact that the methodological principles of the planning reorganization of the city as the basis for the development of the strategic master plan of the city of Naberezhnye Chelny are revealed.

Formation and development of the central part of Chernivtsi is a long historical process. The settlement, which emerged in the XIV century, underwent major urban transformations that took place during the XVIII-XX centuries. They became an important period of creation of the renewed structure plan of the city area which is still in operation. The historical city centre has been changing its structure, size, functional organization during a long time. The objective of the research is to study and compare the main parameters and characteristics of the city at certain historical stages by analysing the development of its transport network. The purpose of the article is to review and analyse available cartographic materials and study the street network development in the historical part of the city in the late XVIII - XX centuries. The article highlights the factors that played an important role in the formation and development of Chernivtsi city centre, in particular, strengthening and expansion of economic ties. According to the findings, discovery of new trade routes became a decisive factor that influenced the development of Chernivtsi, determined the city structure and directions of the main streets. Other important factors include natural conditions and local terrain, social economic and administrative impact. Studies have shown that the historical centre of Chernivtsi evolved according to the existing structure plan. Analysis of cartographic materials and historical sources allows to characterize the basic principles of urban development. Expansion of the street network and squares, as well as trends in the planning of residential areas provide an opportunity to assess their nature, scale and size. Topographical maps enabled us to devise comparative schemes of urban development and evolution of city boundaries throughout the studied period. The city center moved gradually to new areas in the south-western direction. This feature of the city development provides important materials for urban study. This work can be primarily aimed at studying the urban planning structure, defense lines, public spaces, etc. The city developed in an extensive way, pushing the boundaries of the city center, creating new parallel urban complexes with new central squares. The most difficult task for scientists today is to localize these boundaries for different stages. The next difficult task is to find out old defense systems existed in the different parts of the city in the past. A completely unresolved question is how defense complexes influenced the development of the planning structure. The study allowed to highlight the prerequisites for major urban transformations in the historical part of Chernivtsi in the XVIII - XX centuries.

Statement of the problem. Using the example of the leading construction organization in Voronezh, the article analyzes the shortcomings of the implementation of urban development projects and considers ways to solve them. Recently, the state of the natural environment of our cities has become a more urgent problem. This analysis will help designers in solving the problems of improving the architectural quality of the environment of new residential areas of the city of Voronezh. Results. As a result of the review and analysis of a number of implemented objects and the object planned for construction, ways to improve the architectural and artistic image of new districts are proposed, taking into account the features of the existing urban environment of Voronezh and current trends in advanced urban planning.Conclusions. Since any developer is primarily interested in the economic benefits of construction, he cannot express the true interests and needs of citizens, follow the historical traditions of the city. In the first stages of design, work should be performed on a competitive basis by order of the municipal authorities, even if the developer is the owner of the site intended for construction. The best project should be put up for auction among developers, providing the winner with the right to build in this territory.

The purpose of the article is to systematize the experience of European cities in creating public spaces capable of overcoming social exclusion and ensuring sustainable urban development. The scientific novelty is to substantiate the conceptual approach to the management of the process of creating public spaces in cities in the context of achieving sustainable urban development by overcoming social exclusion. The results of the research show that the creation of public spaces requires attention to the factors influencing the possibilities of overcoming social exclusion (economic, social, institutional). The analysis of the experience of five European cities (Varna, Bulgaria; Viterbo, Italy; Getxo, Spain; Copenhagen, Denmark; Malmo, Sweden) allowed highlighting the features and current trends in the creation of public space in cities. The main provisions of the approach to the management of public spaces in cities by identifying and systematizing: 1) the functions of public spaces: communication, recreational, political, territorial identification, integrating and aesthetic; 2) features of public spaces: openness and accessibility (convenience and ability to use the space for all regardless of age, race, health, affluence, etc.), safety and comfort (physical and psychological comfort, a sense of security in a comfortable and attractive space to use), interaction (the ability to establish contacts and cooperation in heterogeneous groups of users of the space); 3) forms (transformation of existing built-up areas, development of new territories) and tools (organizational and managerial, technical and technological, financial and economic) for creating public spaces. As a result, the study provided an opportunity to develop a mechanism for creating public spaces in the city. Successful implementation of the experience of European cities in Ukraine requires studying the needs of residents and guests of the city, researching existing analogues, identifying the potential of the city to create a public space of a certain type, taking into account risks, understanding the purpose of public space and determining the reasonable cost of projects.

RESUMO   No Brasil, verifica-se um crescimento populacional nas cidades, aumento da demanda por moradia, emprego, serviços de saúde, educação, saneamento básico e lazer. Dadas as limitações econômicas e a própria incapacidade das gestões municipais em lidar com essas questões, observa-se um agravamento dos problemas sociais e ambientais, com repercussões diretas na qualidade de vida da população, sobretudo, daquela parcela menos abastada. Diante disso, políticas urbanas foram adotadas pelo Estado brasileiro no intuito de orientar o desenvolvimento urbano do país. Sob este prima, o presente artigo tem como objetivo apresentar algumas reflexões sobre a efetividade do Estatuto da Cidade (2001). Para tanto, inicialmente, discute-se a produção do espaço urbano e os agentes de sua produção, tomando por base as obras de Carlos (2008, 2011) e Corrêa (1989, 2011), em seguida, aborda-se a trajetória da Política Urbana no Brasil, e a exposição de algumas críticas direcionadas ao Estatuto da Cidade e o plano diretor, tendo como referência os escritos de Souza (2010) e Maricato (2001). Ao final, conclui-se que, apesar dos avanços e inovações presentes na nova lei, principalmente no que se referem à gestão democrática da cidade, questões essenciais como a permanência da estrutura fundiária e o combate à especulação imobiliária continuam irresolutas e constituem entraves ao desenvolvimento urbano justo e igualitário.   Palavras-chave: Produção do espaço. Plano diretor.   ABSTRACT   In Brazil, it turns out a population growth in cities, increasing demand for housing, employment, health services, education, basic sanitation and leisure. Given the economic limitations and the municipal administrations own inability to deal with those issues, it’s observed an aggravation of social and environmental problems, with direct repercussions on the population’s life quality, especially of that less wealthy portion. Given that, urban policies were adopted by the Brazilian State in order to guide the country urban development. Under this concept, this article aims to present some reflections on the City Statute (2001) effectiveness. To do so, initially discusses the urban space production and the agents of its production, based on Carlos’ (2008, 2011) and Corrêa’s (1989, 2011) works, then it approaches the Brazil Urban Politics trajectory, and the exposition of some criticisms directed to the City Statute and the master plan, having as reference the writings of Souza (2010) and Maricato (2001). In the end, it is concluded that, despite the advances and innovations present in the new law, especially regarding the city democratic management, essential issues such as the land structure permanence and the fight against real estate speculation remain unresolved and constitute obstacles to the fair and equitable urban development.   Keywords: Space production. Peoples’ opinion has been an adjudged tool for proffering solution to various urban problems. By this, information is sourced to guide policy-makers and other environmentally concerned stakeholders in taking enlightened decisions about the future of cities. This study therefore examined urban legibility across different residential zones of Ibadan metropolis with a view to providing information that could enhance the livability of the city and others with similar background. A total of 327 residents were selected for the survey using systematic sampling technique. The study revealed that the most predominant urban legibility elements used in navigation in the core and transition zones were areas names while availability of nearby churches was the prominent urban legibility elements in giving/receiving directions in the suburban.             The study revealed that variation existed in the importance residents attached to the various urban legibility elements as well as the effectiveness of these elements across the various residential areas of the metropolis. Furthermore, the study established that locating places in Ibadan in terms of describing and taking description is a challenging task. It recommended that the government should work out modalities to locate all urban legibility elements, enlighten the public on the need to incorporate these elements in order to improve street coordinate system in the study area and also develop and implement existing development plan with the integration of urban legibility elements.
