This research compares the potential environmental impacts of heat pumps with gas boilers and scenario analysis through utilising the life cycle approach. The study analyses the current situation with the baseline model and assesses future applications with Circular Economy (CE), Resource Efficiency (RE) and Limited Growth (LG) scenarios. Then, hybrid applications of low-carbon technologies and different manufacturing scenarios are investigated according to baseline and CE scenarios. Our results show that the use and manufacturing phases are responsible for 74% and 14% of all environmental impacts on average as expected. Even though the electricity mix of the UK has decarbonised substantially during the last decade, heat pumps still have higher lifetime impacts than gas boilers in all environmental categories except climate change impact. The carbon intensity of heat pumps is much lower than gas boilers with 0.111 and 0.097 kg CO2e for air source heat pumps and ground source heat pumps, whereas the boiler stands as 0.241 kg CO2e. Future scenarios offer significant reductions in most of the impact categories. The CE scenario has the highest potential with a 44% reduction for heat pumps and 27% for gas boilers on average. RE and LG scenarios have smaller potential than the CE scenario, relatively. However, several categories expect an increase in future scenarios such as freshwater ecotoxicity, marine ecotoxicity and metal depletion categories. High deployment of offshore wind farms will have a negative impact on these categories; therefore, a comprehensive approach through a market introduction programme should be provided at the beginning before shifting from one technology to another. The 50% Hybrid scenario results expect a reduction of 24% and 20% on average for ASHP and GSHP, respectively, in the baseline model. The reduction is much lower in the CE scenario, with only a 2% decrease for both heat pumps because of the reduction in heat demand in the future. These results emphasise that even though the importance of the use phase is significant in the baseline model, the remaining phases will play an important role to achieve Net-Zero targets in the future.

- UK electricity consumers have paid provisions for decommissioning since before 1980 but by 2002, there were still negligible funds available to pay for decommissioning civil nuclear facilities. By then, the two major UK nuclear companies, British Energy and British Nuclear Fuels Limited (BNFL), were both effectively bankrupt. This paper examines: the pre-2002 provisions for decommissioning and how they were lost; the Nuclear Decommissioning Authority, a new public body which took over ownership of BNFL's facilities including the duty to manage their decommissioning and how it expects to carry out and fund decommissioning of its sites; how the re-launched British Energy will contribute to decommissioning its eight plants; and government plans for collecting decommissioning provisions for any new plants.JEL classifications: L50, L38, H23, H44, L71Key words: Nuclear power, decommissioning cost, funding and polluter pays.

Increasing the length of clothing lifespans is crucial for reducing the total environmental impacts. This article discusses which factors contribute to the length of garment lifespans by studying how long garments are used, how many times they are worn, and by how many users. The analysis is based on quantitative wardrobe survey data from China, Germany, Japan, the UK, and the USA. Variables were divided into four blocks related respectively to the garment, user, garment use, and clothing practices, and used in two hierarchical multiple regressions and two binary logistic regressions. The models explain between 11% and 43% of the variation in clothing lifespans. The garment use block was most indicative for the number of wears, while garment related properties contribute most to variation in the number of users. For lifespans measured in years, all four aspects were almost equally important. Some aspects that affect the lifespans of clothing cannot be easily changed (e.g., the consumer’s income, nationality, and age) but they can be used to identify where different measures can have the largest benefits. Several of the other conditions that affect lifespans can be changed (e.g., garment price and attitudes towards fashion) through quality management, marketing strategies, information, and improved consumer policies.

China's national strategy identifies railway electrification as one of the principal means of reducing carbon emissions and optimising the energy structure of transportation in the country. Here, the authors investigate the carbon-reduction potential of rail electrification in China and present a model to estimate the CO2 emissions under three possible future scenarios. These scenarios differ in their contribution to railway transport in China's transportation market. The authors also consider the effect of potential improvements in the country's electricity generation mix. The results demonstrate that railway electrification using the current energy generation mix can reduce carbon emissions by 8.9%. However, using a generation mix similar to that of the UK can help achieve a maximum reduction of carbon emissions of 65.4%.

The UK and Scottish governments’ policy commitments to renewable energy, driven by recognition of the impacts of global warming and climate change, have led to increasing interest in all aspects of renewable energy. This article is concerned with how the Scottish Executive is able to reconcile new hydro-electric developments as a source of renewable energy with the local impacts of those developments. The outcome of a recent application for consent to construct a hydro-electric scheme at Shieldaig and Slattadale in Wester Ross provides an illustration of the issues involved. The local environmental impacts of hydroelectric development are considerable and the application of environmental impact assessment to the approval procedure for new schemes means that a much broader range of environmental impacts is now considered than ever before. The decision shows the importance of compliance with European Community environmental law, and is particularly interesting for its application of the precautionary principle to prevent impacts on protected species.
